• Support of maintenance and project works function
• Undertaking costs analysis for repair and maintenance project work
• Assisting in stabling client’s requirements and undertaking feasibility studies
• Prepare tender document, tender calling, tender evaluation, market survey report, contract documents, including bills of quantities with clients and preparing and analysing costing in detailed reports
• Administer term contractors A&A works
• Valuing completed work and arranging payments
• Provide general administrative support and services to client and internal staff to run smooth operations
• Assist in procurement of office supplies and equipment
• Manage office general admin and sourcing for purchases, process service orders and billing
• Manage and maintain proper records and files of correspondence and documents.
• Administer documentation and filing
• Assist in preparing reports, generate quotations & contracts
• Any other ad-hoc assignments assigned by the Management.

Job Requirements:

• Diploma in Quantity Survey, Building, Engineering, Facility Management or other relevant qualifications with minimum 3 years relevant experience.

Job Description

• Responsible for the overall planning and strategy, as well as project risk management.
• Source, negotiate and coordinate between vendors, sub-contractors and manufacturers.
• Evaluate the strength and resources of each sub-contractor or vendor.
• Attend project kick off meetings, site meetings & client-consultant meetings.
• To monitor all variation order are recorded and claimed.
• Responsible to verify, cost-control of all sub-contractors or vendors. Inclusive project claims and expenses within the budget.
• Monitor all contractual record with clients and vendors are compliant as to protect the company interest at all time.
• Prepare pre and post budget, progress claims, projected cash flow, tender documentations and final accounts.
• Ensure every progress claim, certifications, invoices to clients are issued on timely basis.

Job Requirements

• Degree in Engineering or Quantity Surveying.
• Preferably 1-2 years of relevant working experience in handling of Contractual Terms & Conditions in Construction Industry.
• Excellent written and verbal communication skills required, with the ability to effectively present information and respond to questions from groups of managers, clients.
• Able to work independently with minimum supervision.
• Able to work under pressure with high initiative.

Job Responsibilities

• Develop and monitor project budgets to ensure costs remain within the approved limits.
• Lead the preparation of tender documents, including bills of quantities, specifications, and contracts.
• Analyze bids from contractors and suppliers, providing recommendations based on value, quality, and cost-effectiveness.
• Negotiate terms with contractors, suppliers, and subcontractors.
• Oversee contract preparation and administration, ensuring all contractual obligations are clearly defined and met.
• Manage contract variations and adjustments to accommodate design changes or unforeseen circumstances.
• Ensure that projects comply with the contractual terms and conditions.
• Conduct interim valuations of work completed by contractors to facilitate progress payments.
• Evaluate and certify contractor and supplier invoices to ensure accuracy before payment approval.
• Prepare final accounts and settlements at the end of the project.
• Work closely with project managers and engineers to determine the impact of changes on project budgets and timelines.
• Lead the resolution of contractual disputes, including claims related to cost overruns, delays, or other issues.
• Negotiate settlements with contractors or subcontractors, representing the client’s best interests.
• Lead and manage junior quantity surveyors and other members of the cost management team.
• Provide guidance, training, and support to team members to enhance their skills and performance.

Job Requirements

• Diploma or Degree in Quantity Surveying/Building or equivalent.
• Minimum of 5 years of experience in the building construction industry in Singapore, preferably with a Main Contractor.
• Experience in HDB Tender/Project is an advantage but not compulsory.
• Experienced in tendering for projects.
• Proficient computer skills, including advanced proficiency in Excel.
• Skilled in project management software.
