Requirements

As a quantity surveyor, your responsibilities focus on helping to estimate costs, material quantities and project timelines. A key part of the role will be to liaise with a range of other teams working on the project, helping it to stay on track.

So, what exactly do quantity surveyors do…

…Before a project starts?

At the start of any project, a quantity surveyor will study drawings and specifications around a new building. These will normally be provided by architects or engineers and often involve Building Information Modelling (BIM) – where data is used to produce a digital representation of an asset across its lifecycle.

This process enables you to calculate the quantity of materials required for the build. Additionally, this data will be used to provide early cost advice, to budget and benchmark the project, and to prepare life cycle cost plans.

A quantity surveyor will typically need to:

Primary Roles:

• Manage the financial aspects of construction projects, ensure completed within the allocated budget
• Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. Liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims, and any additional payments.

Cost Control and Monitoring: Monitor project costs to ensure align with the budget, track expenses, review invoices, and manage payment processes

Contract Administration: Administer contracts between client, contractors, and subcontractors, ensure comply with the terms and conditions of the contract, including payment schedules, variations, and claims

Value Engineering: Collaborate with design, construction team to optimize project costs, propose alternative materials, construction methods, design modifications that offer cost savings

3. Progress Claim

• Conducting monthly site visit
• Preparation of all V.O claim
• Coordination with site for project manager’s assessment of claim
• Compilation of progress claim and all supporting document to substantiate our progress claim
• Prepare and go through progress claim with CM with updated subcontractor payment status, progress claim summary and relevant subcontractor VO claim / abortive work
• Preparation of EOT claim
• Preparation of Loss & Expense claim
• Submission of progress claim to consultant / main contractor on time
• Verification of Architect certificate / consultant’s assessment including NSC / main contractor payment response
• Prepare and maintain progress claim summary

4. Progress Payment

• Keep subcontractor's claim / invoice / DO file
• Verify and get endorsement of PM, CM and PD on one-time payments and pass to a/c to process payment and maintain summary of one-time payments
• Conducting site assessment (when required)
• Preparation of payment response / certificate, breakdown, payment summary, remarks, recovery summary of advance payment if there is any and other supporting documents
• Get approval from PM, CM and PD – prepare a complete set of subcontractor payment response / certificate together with consultant assessment, other supporting documents, payment file and go through payments with PM, CM and PD
• Fill up monthly cash flow report prior to 1st payment assessment and submit to CM by 20th of each month

5. Variation Order

• Updating records of VO - VO master list (w/- & w/o- Architect’s Instruction)
• Coordination with site for project manager’s assessment of VO
• Preparation and submission of VO assessment incorporating VO checklist form for CM, PM and PD’s approval
• Submission of VO to consultant
• Coordinating with subcontractor & client on the submission of quotation

6. Finalization of Account

• List of subcontractors required for measurement of quantity
• List of subcontractors to be finalized before the main contractor
• Compilation of checklist for finalization
• Preparation of final account and get CM, PM and PD’s approval and submission of final account to client
• Prepare subcon final account and release of retention to get CM, PM and PD’s approval and update summary
• Submission of outstanding product Warranty Card, Operation Menu, Test Cert. etc.

• Lead, manage and plan the site activities related to surveying
• Setting up of Survey-Points and levels on site
• Plan and coordinate daily survey activity
• Maintenance of surveying instrumentation such as Total Station, levelling instrument etc.

This role is to perform assigned project/proposal Quantity Surveying activities with administrative of Post Subcontracts documents (e.g. Major Fabrication Subcontracts Agreement and Related Exhibits RFP (Request for Proposal) Package) with accountability. Safe keeping project close out final documents in J-Drive or Share points as repository data.

Responsibilities:

• Responsible for preparing and evaluating a job-specific Pricing Schedule Table of Exhibit, Appendix 2 of RFP Package for budgeting and making a contract with subcontractor by collaborate with Engineering at proposal stage.
• Responsible for carrying out Remeasurement Quantity verifications against to IFC -Drawings submitted by Subcontractor at job execution stage.
• Change work management including miscellaneous works such as Reimbursable, custom clearance documents verifications at Job execution stage.
• Preparing monthly cost forecast based on WCR/MTO versus contractual values and latest remeasurement quantities at job execution stage.
• Tracking SI / CR Log and estimating related cost impact and notify PMT, Project Snr. Lead QS at job execution stage.
• Negotiation with subcontractor and assist Project Snr. Lead QS and PMT (especially Project Control Manager and Project Contract Manager) for final account close out at Job execution stage.
• Material reconciliation against free issued quantities versus as built quantities at job execution stage

Requirements:

Educational Qualification:

Bachelor of Engineering Degree, Engineering Diploma, Marine Degree / Diploma Graduates or Oil & Gas related Bachelor of Engineering Degree / Diploma is essential.

Experiences:

Minimum 5-8 of Experiences in Oil & Gas especially FPSO shipbuilding or Shipyard experiences.

• Manage and monitor all financial aspects including but not limited to budget & cost control of Projects assigned and ensure project runs within budget
• Prepare procurement list and schedule according to Architect specification and project schedule.

Job Requirement

• Diploma/Degree in Quantity Surveyor
• Min 5-years experience in Quantity Surveying or experience in luxury landed house project(s).
• Familiar with various high-end materials used for luxury house.
• Able to communicate and liaise with Chinese-speaking associate.
• Good communication skills and ability to work independently under minimal supervision, good knowledge in local standards & requirements.
