Quantity Surveyor (Civil Project)

Primary Roles:

• Manage the financial aspects of construction projects, ensure completed within the allocated budget
• Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. Liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims, and any additional payments.

Cost Control and Monitoring: Monitor project costs to ensure align with the budget, track expenses, review invoices, and manage payment processes

Contract Administration: Administer contracts between client, contractors, and subcontractors, ensure comply with the terms and conditions of the contract, including payment schedules, variations, and claims

Value Engineering: Collaborate with design, construction team to optimize project costs, propose alternative materials, construction methods, design modifications that offer cost savings

4. Progress Payment

• Keep subcontractor's claim / invoice / DO file
• Verify and get endorsement of PM, CM and PD on one-time payments and pass to a/c to process payment and maintain summary of one-time payments
• Conducting site assessment (when required)
• Preparation of payment response / certificate, breakdown, payment summary, remarks, recovery summary of advance payment if there is any and other supporting documents
• Get approval from PM, CM and PD – prepare a complete set of subcontractor payment response / certificate together with consultant assessment, other supporting documents, payment file and go through payments with PM, CM and PD
• Fill up monthly cash flow report prior to 1st payment assessment and submit to CM by 20th of each month

5. Variation Order

• Updating records of VO - VO master list (w/- & w/o- Architect’s Instruction)
• Coordination with site for project manager’s assessment of VO
• Preparation and submission of VO assessment incorporating VO checklist form for CM, PM and PD’s approval
• Submission of VO to consultant
• Coordinating with subcontractor & client on the submission of quotation

6. Finalization of Account

• List of subcontractors required for measurement of quantity
• List of subcontractors to be finalized before the main contractor
• Compilation of checklist for finalization
• Preparation of final account and get CM, PM and PD’s approval and submission of final account to client
• Prepare subcon final account and release of retention to get CM, PM and PD’s approval and update summary
• Submission of outstanding product Warranty Card, Operation Menu, Test Cert. etc.

Job Functions:

Job Description

The Quantity Surveyor plays a critical role in the administration of construction projects, contributing to the evaluation, negotiation, implementation, budgeting, and cost control processes. This role ensures the effective management of all financial aspects of a project from start to finish, ensuring successful project delivery that meets budgetary and quality standards.

Job Responsibilities

• Cost Estimation & Budget Preparation:

Prepare detailed cost estimates and budgets for ACMV (Air Conditioning and Mechanical Ventilation) construction projects and A&A (Alteration & Addition) projects.

• Construction Plan Analysis:

Review and analyze construction plans, specifications, and drawings to determine project costs.

• Cost Optimization:

Identify potential areas for cost savings and propose value engineering options to enhance project value without compromising quality.

• Tender & Bid Preparation:

Prepare and submit accurate and competitive tender documents and bid proposals for potential contractors and suppliers.

• Contract Negotiation:

Negotiate contracts with contractors and suppliers to secure favorable terms and conditions that align with project budgets and requirements.

• Project Cost Management:

Oversee and manage the project’s financial performance, ensuring that costs are controlled and managed effectively throughout the construction process.

• Progress Reporting & Financial Monitoring:

Prepare and present progress reports and financial statements to clients, highlighting any deviations or concerns.

• Site Inspections:

Conduct site visits and inspections to monitor progress, ensure work aligns with specifications, and verify compliance with regulations.

• Dispute Resolution:

Address and resolve disputes or claims related to project costs, budgets, or financial agreements, ensuring fair and timely resolutions.

• Client Advisory:

Provide expert advice and guidance to clients regarding cost-related matters, assisting them in making informed financial decisions throughout the project.

Job Requirements:

• Experience:Minimum of 2 years of relevant working experience in a similar role within the construction industry.
  
• Educational Qualification:Diploma in Engineering or a related field, or equivalent qualification.
  
• Skills & Expertise:Strong analytical and numerical skills, with a keen attention to detail and accuracy.
  Proficiency in using software tools for cost estimating, budgeting, and project management (e.g., MS Excel, project management tools, and other cost estimation software).
  
• Communication & Interpersonal Skills:Excellent communication skills, both verbal and written, with the ability to effectively liaise with clients, contractors, and suppliers.
  Strong interpersonal skills, with the ability to work collaboratively within a team and manage relationships across various stakeholders.
  
• Negotiation & Contract Management:Proven ability to negotiate contracts and manage relationships with contractors and suppliers, ensuring that the terms align with project requirements and budgets.
  
• Risk Management:Understanding of risk management principles and strategies, with the ability to assess, manage, and mitigate risks effectively throughout the project lifecycle.
  
• Industry Knowledge:Familiarity with industry regulations, standards, and best practices in construction, ensuring compliance with relevant laws and safety protocols.
  

Job scope:

• Dealing with all related stakeholders for the M&E projects
• Understanding market price trends
• Capable of administrate on ACMV/Electrical tender and tendering procedures
• Controlling, planning for strategy of all tendering duties
• List the scope of work and commercial requirements in order to determine the risks of the projects
• Preparing and follow up on the Request For Quotations to suppliers/sub-cons in order to ensure tender costing and technical data to be submitted on time
• Taking off Bill of Quantities from the ACMV Drawings, Points of Schedules and Architectural drawings
• Collating price comparison, costing summary and technical proposal in order to prepare tender submission
• Studying the addendum and/or corrigendum documents and update costing summary with technical proposal accordingly
• Diploma/Degree in any engineering related field
• Quantity surveyor experience from M&E construction field

Job Specifications:

• Min qualification: Diploma in Quantity Surveying or construction-related discipline
• Minimum 5 years’ work experience in a Quantity Surveyor role, preferably experience in M&E
• Good contractual knowledge and administration
• Meticulous and detail-oriented
• Good organisation skills, and able to multi-task
• Good written communication skills in English
• Strong communication and negotiation skills
• Ability to work independently, and under pressure, to meet deadlines
• Able to coordinate/communicate with project team

Responsibilities:

• Preparation of RFQ’s
• Source for quotation for materials and service
• Analysis and evaluation of price comparison and costing summary
• Cost planning, estimation and measurement of quantities
• Responsible for claims, variation orders, budget & cost control
• Prepare settlement for final account
• Manage Contracts administration
• Handle issues including extension of time, terms and condition, loss and expenses claim etc.

Requirements:

• A Bachelor’s Degree in QS or Engineering.
• At least 8-10 years of QS experience in the construction of Civil or Building projects (For senior role)
• At least 5 years of QS experience in the construction of Civil or Building projects (For Quantity Surveyor role)
• Good knowledge of Quantity Surveying and Contracts Administration.
• Good time management skills with exceptional attention to detail and ability to manage particular tasks in charge.
