Responsibilities:

• Collates and assesses Corrective, Preventive and Ad-hoc Maintenance requested and follows up with necessary actions
• Monitors and follows up pending works from service providers
• Liaises and emails service providers, coordinates on operation needs and site visits
• Updates and follows up with FM team on pending works, sharing feedback and areas of improvements
• Plans, compiles data, assigns and keeps track of all facilities reinstatement works.
• Updates SHERP corrective/preventive records
• Responds to group chat feedback on facilities matter
• Assigns Technicians to escort service providers to ensure services are carried out accordingly.
• Monitors contractual and ad-hoc service provider’s schedules
• Manages service provider contract agreements and follows up with expiry dates
• Supports Management for sourcing of service quotations, evaluates quotations for approval (services, products, costings, terms, and conditions)
• Supports Procurement Department with necessary product information for product sourcing and purchasing
• Manages asset management and waste disposal (furniture, kitchen equipment, gym equipment etc.) and housekeeping (storage and disposal plans)
• Prepares FM Reports and submissions
• Manages LC and Filing
• Acts as liaison person/inspects government bodies visits/inspections
• Supports operation during weekends and public holidays
• Supports Dormitory events/activities
• Handles ad hoc tasks assigned by Management

Requirements:

• Min 2 year(s) of experience in property / facilities management
• Good team player with interpersonal, analytical, presentation skills
• Service-orientated with pleasant disposition
• Experience in using MS Office
• Basic proficiency in English (written and spoken)
• Working knowledge on FEDA is advantageous

Job Summary

Assist Tertiary Dorm Unit Leader, Residential Care (RC) in the operations of the Home to ensure that all the residents are provided with quality care and protection.

Provide proper supervision, guidance and quality care are delivered to the children or youths in the tertiary unit (approx. 10 to 15 residents, aged 18 to 21) in Melrose Home.

Duties and Responsibilities

Home Management

• Programme Development:

To support and support the Unit Leaders' efforts in developing and implementing biopsychosocial or educational programmes in the unit. These programmes and activities prepare the older youths for independent living, and help the youths become productive adults, who can be responsible for oneself, make independent decisions, become self-sufficient, independent and contribute to the community in a meaningful manner.

Resident Management:

Supervision of Residents’ Psychosocial Needs

• To guide and develop socially acceptable behaviour in residents, in a manner that does not infringe on their rights or the rights of others, and which is consistent with sound behaviour management principles.
• To support the residents’ adherence to the Unit’s behaviour management system. This system gives clarity to the rules and requirements of the Home and sets clear expectations on how residents should relate to one another.
• To manage residents’ behavioural issues using a trauma-informed approach.
• To provide guidance for residents in supporting their growth and development and motivate/mentor the residents.
• To provide support for the positive social and emotional development of the residents.

Health and Hygiene

• To support and guide the youths in the maintenance and cleanliness of their dormitory.
• To educate and reinforce acceptable personal hygiene standards to youth and children.
• To oversee the medical and health needs of the residents in the unit.

Academic and Cognitive Needs

• To actively support and guide the academic needs of the residents in the unit.

Crisis Management

• To provide on-site incident or crisis management when necessary

Integrated Care Plans

• In consultation with the Caseworker, to support the Residents’ integrated care plans through the programmes delivered in the unit or through day to day tasks/activities

Undertake any other duties directed by Unit Leader and / or Manager, RC

Note: The residential home setting is a 24/7 facility. Guidance Officers are rostered to work shifts (sometimes 7am to 4pm, mostly 1pm to 10pm; 5 days a week with 2 rotational off days).

Administration / Support Functions

• To manage and update the F&B ERP Inventory System (F&B System Admin)

F&B Procurement, Contracts & Supplier Management

• To conduct Annual Vendor Assessments following the company’s policies and procedures on vendor assessments
• To raise purchase orders in ERP system for OPEX-related purchases, such as term contract releases and ad-hoc expenses
• To perform PO/BR/BPA housekeeping in ERP system on a periodic basis

Receiving Functions

• To ensure that goods received are of the quality and quantity ordered in accordance with the purchase order
• To inform the F&B Operations and follow agreed procedures in the case of damage of any item upon receiving
• To perform GRN in the F&B purchasing & inventory system and accurately capture the purchase in terms of quality and price
• To perform necessary stock adjustments in the F&B purchasing & inventory system to reflect the goods returns/credit notes by suppliers.
• To assist in receiving of linen items from laundry service provider

Audit & Compliance

• To ensure stock counts are submitted duly-signed by relevant parties
• To ensure proper documentation are provided when creating new items/quotations/vendors
• F&B Voucher Custodian as part of control process

General Duties

• Fully responsible for the day to day operation of the building.
• Coordinate all maintenances and administrative staff assigned to the building.
• Carry out all maintenance functions to the highest standard expected for the client and the subsidiary proprietors.
• Coordinate personnel of providing maintenance, finance, security, fire safety and car park management.
• Ensure all contract works/ routine servicing are carried out accordingly as specified in their contracts agreement.
