The mission of the Strategic Planning and Management department is to achieve an integrated strategic planning and performance management process that aligns the domains and departments to the organizational goals and objectives.

Reporting to the Deputy Director (DD) of Strategic Planning and Management, the Senior Manager’s key role is to lead the Planning and Performance Management team to drive planning processes and support the performance management for the organisation. In the execution of this role, the incumbent will need to work with all domains and departments and function as the custodian of the corporate planning cycle in SingHealth Community Hospitals.

In this role, you will lead the SCH Work Plan Cycle which includes working with SCH’s stakeholders to develop a 3 yearly work plan aligned to SingHealth’s strategic objectives and focus areas. You will also lead in the development and review of the SCH Strategy Map and Balanced Scorecard (BSC) by conducting regular strategic reviews of the fast-changing healthcare landscape and in the development and enhancement of Senior Management decision making tools and platforms. You will support the SCH, AH-SCH and cluster-initiated Value Driven Care (VDC) conditions and collaborate with stakeholders on value-based initiatives which includes developing clinical pathways and defining relevant clinical quality indicators and patient reported outcome measures. You will work with clinicians and SCH Finance to support the analysis of VDC conditions to review performance. You will also support key leadership and Board-level meetings.

About the role:

• Assist Resident Engineer in daily close supervision and coordination duties

• Inspect and supervise Contractors’ works and tests to Approved Drawings and Specifications

• Keep quality records of all works, monitor and report on work progress

• Responsible for the consistency of quality assurance inspections and testing for works

• Implement quality assurance plan in a well-coordinated manner

• Coordinate with Contractors in the execution of works

About you:

• Diploma in Electrical Engineering

• Registered as Resident Technical Officer with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore

• At least 5 years of relevant experience in quality assurance inspections on large infrastructure project, power, oil & gas or waste/water management projects in Singapore, particularly for power transformers, MV switchgears, EDG, MV VSD, LV VSD, distribution transformers, MV/LV busducts, LV switchgear, MCC, UPS and DC chargers. Knowledge of MV and LV power cable installations, control and instrument cablings.

• Site inspection experience in for electrical and instrumentation installations and commissioning.

• Analysis capability of rational of EICA installation

• Dealing with EPC contractors and report to lead EICA engineers on observations.

• Assist lead EICA engineer in daily site works and facilitate coordination with client.

About you:

• Degree holder in Electrical Engineering
• The Engineer shall have at least 5 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas or power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

About the role:

• Work as owner’s engineer to lead the electrical team in project implementation at site.
• Proactive attitude and solution-orientated personality with leadership mentality and for the electrical discipline, assisting project director in the contract execution.
• Strong capability and experience on 66kV, 10.5kV, 6.6kV and LV related power distribution equipment.
• Good understanding of industrial MV/LV cabling installation and commissioning requirement.
• Experience in large power transformers, generator circuit breakers, MV switchgear, protections and control equipment, MCC and UPS and DC system is expected.
• Having good understanding and interpretation of SLD, protection and metering SLD, schematics and cabling drawings.
• Able to understand P&ID drawings and layout drawings.
• Possessing strong analytical capability to resolve technical issues proactively
• In-depth of understanding of electrical power automation for electrification of WtE project would be an added merit.
• Contracts management in managing site works while maintaining swift communication with client and contractors for the project implemetation
• Familiar with SS638 requirements on electrical installations in Singapore.
• Multi-discipline coordination in the execution of electrical works
• Basic knowledge of instrumentation and control equipment for site works
• Review the submittals from Contractors for electrical installation and commissioning procedures of various sub-packages.
• Engage in site technical meeting with contractors and client
• Strong communication capabilities to deliver concept and idea
• Join site inspection of contractors' works.
• Participation in FAT and SAT of electrical and DCS equipment
• Ability to use Navisworks to review 3D BIM Model for routing of site utilities
