• Contribute to the unit's annual budget planning (expenses and investments), by participating of the corporate planning, providing information about resources, replacements, services and materials needs and other expenses used in its activities, liaising with the Marine team to ensure accurate information.
• Contribute to an effective response to emergencies on board by being part of the Emergency Response Team, participating in all trainings, simulations and acting properly in a real situation, in accordance with MODEC's procedures, guidelines, as well as national and international regulations and best practices, in order to minimize impacts to people, the environment, assets and the company's reputation.
• Contribute to the MODEC’s Permit to Work management systems' implementation, by acting as originator of PTWs and Perform Authority for Marine works, ensuring the correct isolation of equipment and machinery, assisting on enclosed space entry, conducting toolbox talks, guaranteeing all Marine employees and vendors working on Marine activities are properly trained and certified, in accordance with MODEC procedures, and attending, when requested, internal or external audits.
• Act proactively to safeguarding MODEC from noncompliance to legal/regulatory requirements by ensuring MODEC's procedures, management system, internal and external regulations, national and international standards are followed by both marine core crew and 3rd parties on board, participating in audits and inspections in the unit, developing and ensuring the implementation of action plans when required.
• Contribute to the continuous improvement of MdB fleet performance by participating or leading, when required, RCAs, investigations of NOIs/NODs, HAZID/HAZOPs, following up and acting upon CAPAs, sharing lessons learned and promoting a culture of continuous seek for performance and integrity enhancement opportunities.
• Guarantee the proper use of Technical Support departments, by ensuring that technical queries are properly identified, recorded in the system and always directed to Onshore departments for review/study, promoting a culture adherent to the company's systems.
• Contribute to enhance MODEC's procedures, by constantly evaluating the department activities and seeking improvement opportunities, sharing lessons learned with Technical Support departments and Operations leadership, participating in procedures' review, following MODEC's Philosophy, manufacturer recommendation, and personnel experience.
• Contribute to the proper planning of offshore activities by supporting Planner Offshore and Marine Supt in the prioritization and scheduling of services to be performed onboard, participating in discussions along with other Offshore leaderships, when requested, and duly approving all WOs for production works on the CMMS.
• Ensure the proper communication regarding the department activities developed onboard, by filling up, on daily basis, the OIM Daily Report.
• Manage stocks of spare parts, consumables, tools, Marine Gas Oil (MGO Bunker according to the agreement with Client), lubricating oils and chemicals related to Marine Department by requesting the necessary materials for the department's activities in a timely and optimized way. Assist the Cargo Supervisor on conduction of anticipated inspection of the MGO and potable water bunkering hoses, reporting in advance its condition whether it is approved for use or whether it must be removed from service.
• Communicate to the Cargo Supervisor all marine or safety systems' potential and actual incidents or defects, taking positive actions to stop hazards and unsafe behaviors, request technical advice as necessary and prepare, follow up and close out any necessary vendor assistance on board for the Marine department, in liaison with relevant leaderships.
• Contribute so that the vessel always holds valid Flag, Class and Port State certification by participating audits and inspections, supporting the Marine Superintendent and Cargo Supervisor in preparing the marine department and assisting to close out all non-conformities and observations.
• Ensure that unplanned discharges are identified, stopped as soon as possible, and reported following policy, procedures and regulations. In addition, deal with equipment, waste or other materials for disposal in accordance with procedures in place. This also includes the correct conduct of cargo venting, which should be carried out under favorable conditions, aiming to avoid plant trip, according to MdB's procedure.
• Contribute in the housekeeping of entire main deck, around accommodation decks, lay down areas and stores, controlling waste management by hosing down on regular basis and proper garbage collection, segregation and disposal.

Qualifications & Experience:

• High School Degree is required.
• Superior education is mandatory (EFOMM, or specialization course for merchant marine officers’ access degree), except for foreign Seafarers (which follow the regulations of the country of origin).
• Additional advanced training for chemical tanker or gas carrier, and additional experience on those type of tanker, and also the capacity as Chief Officer rank are competitive edge, however, not mandatory for the position.
• Minimum 1 year' experience as officer on watch (OOW) working on board the appropriate type of oil tanker, or chemical tanker or gas carrier /LPGLNG/VLCC/F(P)SOs is required.

Role Purpose

To frame the business case and lead the implementation of satellite operations for MODEC EPCI business

conducted by the Project Execution Business Function ("PE"). The operationalisation is expected to be made

under the remit of and will affect two Singaporean legal entities of the PE, Modec Offshore Production Systems

(Singapore) Pte Ltd ("MOPS") and its Joint Venture company Offshore Frontier Solutions Pte Ltd ("OFS"),

respectively. The position reports into the VP, Commercal of MODEC PE and is based in Singapore.

Key Accountabilities

Initiative Framing:-

Consult with relevant stakeholders, establish organisational diagnosis of PE (MOPS and OFS and overseas support). Quantify ineffeciencies & pain points. Provide strategic recommendation for satellite office structure or alternative models.

Governance Complying:-

Develop detailed business plan for the recommended strategy and required investments with the purpose of providing guidance for and support to well-informed decision making from the relevant Boards.

Collaboration:-

Collaborate with colleagues across functional disciplines in order to foster effective professional working relationships across the business, garner support and buy-in from relevant stakeholders.

Operationalisation:-

Lead the full operationalisation of the business plan in accordance with agreed timeline and with minimization of disruptions to the business. In-coutry set-ups (offices/branches/subsidiaries/partnerships etc.) to be coordinated with Corporate Legal.

Reporting / Feedback loop / Communication:-

Ensure visibility and transparency in progress reporting and any mitigation actions required, from the set-up and incorporation of the necessary structures, until the rollout of the new organizational model across PE.
