• Minimum 5 years of experience in public procurement

We’re searching for a Senior Manager/ MTS to be part of our Facilities Department diverse team of talent. You will be the Subject-Matter-Expert for the Operation & Maintenance.

What you will be working on:

• Manage facilities operation team with 12-hour shift duties for 24 hours support to Fab.
• Manage round check on site, check on all consoles and servers of facilities control and monitoring systems in shift basis.
• Alarm handling, emergency response and actions in case of excursion happened by managing 1st line incident handling, breakdown repair works as well as actively participate in ERT incident.
• PM management - Ensure scheduled preventive maintenance (PM) and Corrective Maintenance (CM) executive and tracking till closure.
• Prepare operation summary report, including PM execution, alarm counts and analysis, SPC and analysis, round check, call in services, utilities usage and others if needed, say ESG. Besides, engineering or trouble shooting activities are also part of the report. The report shall be prepared, including daily, weekly, monthly, quarterly and annually.
• Training and Certification program for on duty team members.
• Coach, mentor and train team members on technical know-how to ensure department technical competencies are up to the highest standard.
• Manage activities isolation or lock out/tag out for after office hours contractor works.
• Review, recommend and implement changes to workflow to achieve company and department goals in relation to cost saving and operational improvement.
• Complies with internal SOPs, external regulatory and EHS requirements.
• Participate in continuous improvement projects.
• Perform/support quality investigations in a timely and thorough manner.
• Working closely with systems owners, Quality team ensuring optimal plant performance as well as troubleshooting issues and drive root cause analysis
• Support GEMBA walk and other duties as necessary

More About You:

• Master/ Degree in Electrical/ Mechanical/ Electronic/ Chemical/ Environmental Engineering
• Min 10 years of relevant experience in Semiconductor Wafer Fab environment
• Min 5 years’ management experiences
• Wafer fab operation experiences is a must
• Strong technical knowledge for at least in two disciplines of four major disciplines – electrical & control, mechanical, water treatment, gas & chemical systems.

Job Summary

The individual will be responsible for leading and overseeing subcontracting and procurement operations for large-scale construction and engineering projects in Singapore. The ideal candidate will possess extensive expertise in cost control, contract management, and vendor negotiations, demonstrating a proven ability to navigate complex contractual and procurement processes within Infrastructure and Oil & Gas EPC projects.

Duties & Responsibilities

• Lead the subcontracting process throughout both the bidding and execution phases, which includes the preparation and review of inquiry packages and contract documents.

• Deliver concise and clear summaries of tasks, outlining the progress of all activities.

• Ensure that reports and the master work plan are updated prior to escalating any critical issues or risks related to subcontract management.

• Negotiate and finalize contracts with subcontractors and suppliers, ensuring competitive pricing and adherence to project timelines.

• Maintain a comprehensive understanding of the client's contract requirements, including JGC responsibilities, and effectively integrate these details into project subcontract strategies, plans, and procedures.

• Manage project cost control measures, monitor budget compliance, and identify potential risks associated with cost overruns.

• Oversee payment processing, including invoice verification and milestone progress checks for subcontractors.

• Facilitate the change management process, including the evaluation and implementation of change orders.

• Manage multiple subcontracts in the field, serving as a liaison between the home office and the client’s organization, where applicable. This includes overseeing the administrative activities of subcontractor teams for all construction and service contracts, in accordance with corporate systems, procedures, budgets, and schedules.

• Coordinate closely with multidisciplinary teams and stakeholders to resolve commercial issues and maintain project efficiency.

• Mentor and guide team members, provide training, and evaluate performance.

Key Requirements

• Master’s and/ or bachelor’s degree in Infrastructure, civil engineering, Quantity Surveyor qualified or industry equivalent field, with minimum of 12 years of experience

• Experience in Infrastructure, Civil Engineering, Pharmaceutical, Chemical, Oil & Gas

Knowledge & Skills

• Familiarity with cost estimation practices aligned with Singaporean norms and regulations

• Expertise in site project cost control throughout bidding and project execution phases

You will be responsible for management reporting and financial analysis for a regional portfolio. You will provide explanation of variances and key performance drivers, coordinate the consolidation of results across AMA or reporting purposes and monthly and quarterly business review presentations.
You will participate in forecasting processes, and support in planning and implementing new business initiatives. You will craft and provide insightful analysis to support business unit leaders in identifying commercial and financial improvement opportunities.

This role reports to the business unit finance leader and works closely with the in-country sales leader on budgeting and financial planning.

Responsibilities of the role

• Lead in monthly regional product supply financial forecast, actual proofing, and accruals in a high sophisticated accounting environment;
• Provide financial leadership to key business partners in RBU, SMO across multifunctional teams
• Lead in cross country-category loss analysis to deliver net savings and drive competitive cost structure to fuel profitable growth for the business;
• Lead financial analysis of supply network design projects, collaborating with engineers and product supply leaders;
• Lead in delivering high standards of stewardship in T&W organisation and process workflow
• Increases efficiency by developing automated accounting applications; coordinating information requirements.
• Protects operations by keeping financial information confidential.
• Maintains technical knowledge by attending educational workshops; reviewing publications.

Qualifications - External

• 3-5 years of proven track record in managing high volume P&L budget across a matrix organisation with high level of agility
• A Bachelor’s degree in Accounting or Finance. CPA/MBA preferred.
• Detailed understanding of Generally Accepted Accounting Principles (GAAP). Knowledge of Statutory accounting principles.
• Ability to multi-task and work in a challenging fast paced environment
• Maturity, integrity, and high level of discretion are required
• Independent worker and analytical thinker with an ability to conduct research, data analysis and resolve sophisticated problems
• Strong presence with the ability to interact with Senior Leadership.
• Experience in supply chain finance is a plus
