Role Purpose

Role Description

The Engineering Delivery Management (EDM) role is focused on technical management of all engineering activities. They provide direction, guidance, expert advice, mentoring, support, audit, and workflow management (tasking prioritisation and resource coordination) in support of achieving project objectives and milestones in accordance with the approved schedule. The EDM will manage a multi-skilled team of system, software, integration, V&V and infrastructure engineers to provide on time delivery of services and support for systems and/or sub-systems of products, or for projects, across multiple platforms.

Responsibilities

· Provide direction, expert advice, mentoring, and workflow management (including task prioritisation and resource coordination) in support of achieving project objectives and milestones

Key Accountabilities:

1. To Lead the team that handles the financial statements of OMGAP entity under the Omnicom Media Group

• Accurately updating Media Ocean and HFM (or any other ERP solution that is implemented) as and when transactions occur. This includes maintaining the processes and transactions that have been set up in relation to the subledgers
• Perform revenue analysis
• Liaising with various stakeholders to ensure that any supporting schedules / information are provided on a timely manner to meet reporting timelines
• Generating full set financial statements in accordance with the Group timelines and financial reporting standards
• Preparation of supplementary schedules to support P&L and Balance sheet numbers.

2. Assists the FC / CFO in the preparation of the Annual Budget and monthly reforecast

• Responsible for completing the submission of the forecasts and budget in HFM
• Working with stakeholders (Business Directors, Finance Team) in providing financial analysis of the variances between the different forecasts

3. Preparation of management accounts for discussion with management monthly

• Preparation of management accounts based on the Group template using data from the ERP systems
• Working with stakeholders (Business Directors, Finance team) in providing financial analysis of the variances the budget / forecast / prior year
• Identifying risk areas through the review of the financial ratios and balance sheet

4. Preparation of accurate and timely tax and audit submissions as well as being the main point of contact for all tax (GST, Corporate Tax, WHT, etc.) and statutory audit matters

• Preparation of audit schedules, draft FS as well as conversion of signed FS to full XBRL format for ACRA filing.
• Preparation of all tax supporting schedules, for annual tax return and for ITDC (Income Tax Data Collection) package.
• Monitoring tax submission calendar and working with Financial Controller to ensure that all submissions are completed on time
• Directly liaising with both internal and external auditors for completion of audit with unqualified opinion

5. Ad Hoc Projects (Operations / Systems / Internal Controls)

Position Overview: The Senior Operations Manager will play a pivotal role in overseeing the execution and optimization of multiple renewable energy projects across various regions. This position requires expertise in project planning, operational efficiency, and resource management to deliver projects on time and within budgets. The SOM will harmonize workflows, streamline subcontractor activities, and ensure cost-effective procurement to create economies of scale. As a member of the Management Team, the SOM will provide critical insights on financial performance, risk management, and operational improvements. This role demands a dynamic leader with a deep understanding of renewable energy operations and a proven ability to manage complex, multi-country portfolios.

Key Responsibilities:

(i) Master Project Planning and Oversight:

Develop and manage a Master Gantt chart for projects across business verticals. Develop and/or use existing tools and methods to optimize cost, time, and quality while aligning engineering, procurement, and construction phases across countries. Consolidate purchasing needs for economies of scale, resolve scheduling conflicts, and address resource bottlenecks. Track milestones and provide progress updates to the Management Team.

(ii) Workflow & Process Optimization:

Identify and address inefficiencies at project and SPV levels and implement improvements through harmonised procedures. Introduce automation tools to enhance monitoring and performance. Establish KPIs to track efficiency and synergies, and collaborate with department heads to incorporate best practices for productivity and teamwork.

(iii) HR Resource Allocation:

Coordinate with departments to forecast and allocate personnel for project execution and SPV operations, adjusting staffing based on project phases. Monitor performance, address skill gaps, and optimize team assignments by working with and through heads of departments.

(iv) Subcontractor Harmonization:

Establish performance benchmarks and enforce standards across regions and asset types. Monitor regional labour costs and maintain country-specific contractor charges. Standardize construction activities, develop a robust contractor database, and implement a safety program compliant with ISO, OSHA, and other certifications.

(v) Cash Flow & Financial Planning:

Create portfolio-level cash flow forecasts, accounting for schedules, material purchases, and labour costs. Monitor expenditures against budgets, adjust plans as necessary, and provide financial updates to the Management Team, highlighting risks. Develop contingency strategies to manage cost overruns effectively.

(vi) Risk Identification & Mitigation:

Identify and monitor portfolio-level risks, such as resource shortages, supply chain and logistics issues and regulatory challenges, and develop comprehensive mitigation strategies and contingency plans. Ensure compliance with local laws and industry standards to minimize legal and operational risks.

Reporting:

The Senior Operations Manager reports directly to the CEO and attends weekly Group Management Team Meetings.

Competences & Capabilities:

· Master’s degree in engineering, industrial-business administration, or a related field, preferably combining engineering with business.

· Minimum 10 years in the renewable energy sector, with at least 5 years in a senior role, preferably in the Asia-Pacific region.

· Experience in managing construction and/or renewable energy projects in challenging environments.

IT Infrastructure

• Lead a team of 24-by-7 team members to ensure technology operations are efficient and effective from cost and stakeholder satisfaction angles, and the IT environment is reliable.
• Develop and implement a systematic and rigorous approach to ensure data and system control, security and integrity.
• Ensure that policies and procedures are in accordance with evolving regulations, legal requirements and industry standards.
• Ensure that policies and procedures are complied with, and audit findings comprehensively addressed.
• Ensure the IT infrastructure has strong protection, detection, and response capabilities for cybersecurity threats.
• Maintain a business continuity and disaster recovery plans to ensure timely and effective restoration of data and IT services in the event of a disaster.

Cybersecurity

• Drive organization wide IT awareness initiatives through provisioning of CBT for security, identify possible gap of understanding in staff and facilitate re-training/awareness session.
• Facilitate Information Security Management System (ISMS) audit planning, coordination, management response, rationalisation and collation and tracking of audit action items with internal and external parties.
• Drive simulated phishing campaigns to improve security posture of organisation.
• Ensure compliance with ISO27001 and Cybersecurity Code of Practice under the Cybersecurity Act.

Governance

• Enforce IT policy, standards and procedures/guidelines in accordance to internal policies, and applicable regulations (such as PDPA, Cyber Security Act, EMA Regulations, and Computer Misuse Act).
• Perform periodic reviews of the IT system access.
• Facilitate IT audit planning, coordination, management response, and tracking of audit action items with internal and external parties.
• Perform IT compliance check by reviewing control effectiveness.
• Perform IT audit on established standards.

Financial Management

• Manage the annual IT budgeting exercise with Finance.
• Track OPEX and Capex spend against budgets.
• Manage purchase requisitions and process invoices for IT purchases.
• Prepare waiver of competition, variation order, evaluation and award papers where necessary.
• Track contracts – utilization and renewals.
• Track assets, licenses, maintenance expiry dates, end of life/support dates.

Requirements

• Degree in Information Systems, Engineering or related discipline.
• At least 10 years’ experience in an IT related field.
• Candidates from oil and gas industry, complex utilities and infrastructure corporations will be considered favorably.
• Demonstrated ability to lead and perform at a management capacity, demonstrating initiative, creativity, and consensus-building skills. Serve as a member and leader of various corporate committees and task force groups.
• Proven track record of successful large project implementations, broad IT infrastructure and application architecture knowledge. Have strong infrastructure domain knowledge around cloud computing.
• Self-starter, independent, and hands-on. Good interpersonal, facilitation skills, customer focused/service oriented, and has effectively affected change.
• Ability to work as part of larger teams and leading cross-function team initiatives

RESPONSIBILITIES

• Responsible for budgeting, financial planning including cash flow management and analysis of the financial performance of a group of companies
• Prepare and ensure timely and accurate monthly consolidated financial statements and accounts schedules
• Support Investment and Asset Managers in timely reporting to Management and Investors
• Liaise with external and internal auditors, tax agents and lawyers to support audit, tax and other statutory requirements
