ANOTECH is the subsidiary of the Group delivering ALTEN's Engineering Services in Singapore.

As a Contracts Manager, you will be responsible for leading the contracting plan, managing the list of contractors, overseeing the qualification of bidders and carrying out both pre-contract and post-contract activities.

Responsibilities:

· Advise the Project Management Team, Procurement Manager and Subcontracts Manager of company on aspects of Project execution which deviates from contract requirements.

· Analyze the contract terms and identify areas of possible risks and opportunities related to the application of contract clauses.

· Provide alternate mitigating contract articles and successfully negotiate with customers with compelling arguments.

· Negotiating contract terms and conditions with each relevant stakeholders – customer, vendor/subcontractor, analyzing potential risks involved with certain contract agreements and helping Company and Project Management Team better understand the information outlined in the contracts.

· Write contract letters and other communications and notices.

· Ensure in liaison with the other functions that the required insurance coverage is timely put in place and that required insurance certificates are provided/obtained from vendors and subcontractors.

· Contract administration during project execution, ensuring that all aspects of the contract during the execution phase are addressed with the objective of contributing to maximize project revenues.

· Manage the change order process from identification to resolution of change: prepare, interfacing with involved functions, and negotiate any claims against or from client and vendors/contractors.

· Support negotiations of claims, variations, change orders and resolve disputes or conflict resolution with client, vendors/contractors in collaboration with Project Management, Legal Department and others as required.

· Evaluate supplier/subcontractor claims entitlement and variation order under the contract requirements.

· Monitor and track contract milestone activities and coordinate with relevant stakeholders to collate supporting document and/or evidence for milestone completion/achievement as per contractual requirements to claim the payment.

· Liaise with project team, participate to meetings, examine drafts, revise and file all correspondence having a contractual relevance exchanged during project execution with clients, vendors, subcontractors and authorities.

· Attend meetings to assess progress on projects which are in motion, and take detailed notes to share with stakeholders

Requirements:

· Bachelor’s degree in business management or related disciplines, Diploma holders with relevant experience are welcomed to apply.

· Minimum 5 years of experience in a contract management role, contract administration role, purchasing or contracting.

· Proficient in Microsoft Office (Word, Excel and PowerPoint).

· Exemplifies knowledge of contract law, accounting principles and finance.

· Possesses superior attention to detail in order to spot inconsistencies in contracts.

· Ability in negotiating terms and drafting contracts.

· Has strong negotiation and mediation skills.

· Ability to define problems, collect data, establish facts, and draw valid conclusions.

· Able to work productively independently and as part of a team

· Must have excellent analytical thinking skills and problem solving abilities

· Previous experience as a project manager, or coordinating large projects is an asset.

· The candidate must also possess strong computer skills and have the ability to work within tight deadlines and handle multiple priorities at one time.

· Experience working in Offshore, Engineering or Construction areas.

Roles & Responsibilities:-

• Responsible to review T&C in all contracts and risk assessment and advise solutions accordingly.
• Resolve all contract issues and ensure all lega implications are reviewed and managed.
• Liaise with maincon on contractual matters including payment claims, change orders, variation orders, extension of time, etc.
• Lead and monitor the QS team for progress claims, variation works, bills of quantities and other tender requirements.
• Provide supervision to all contractual matter, tendering and procurement procedures (i.e. cost control, project budgeting, etc.)
• Work closely with the project team to ensure timely payments from maincon.

Requirements:-

• Degree or Diploma in Construction Management / ERSS / Quantity Surveying.
• Minimum 5-years of relevant working experience in contract administration, preferably have experience in SOP.

Oversee the financial management, accounting and reporting in the country, including budgeting, risk management and investments. Drive the implementation of finance frameworks, policies and procedures.

Key Responsibilities and Deliverables:

• Manage departmental operating budgets and costs according to annual allocation to ensure efficient usage of resources.
• Oversee the financial management, accounting and reporting in the country, including implementation of finance frameworks, policies and processes in accordance with local/international accounting standards.
• Strategically plan and monitor the annual financial budget, capital expenditures, liquidity, funding, etc. to ensure optimal working capital and minimization of financial risks.
• Monitor financial performance against strategic goals by providing financial forecasts, reviews and analyses.
• Address forecast deviations and potential financial challenges (e.g. cash flows, debt levels, etc.)

• Partner with and support the Country Senior Leadership Team on all matters related to finance, corporate initiatives/projects and cross-Business Unit activities.
• Present the consolidated financial reports and analyses to key stakeholders for decision making, with recommendations on accounting treatment.
• Manage annual target setting process within local business.
• Ensure implementation of global templates, coordinate timetable for reviews, consolidate plans and prepare annual budget presentation.
• Monitor and provide analysis on country monthly performance based on various data sources to derive a consistent picture of current performance, key issues, and action items.
• Manage local business continuous improvement initiatives to streamline Business Unit controlling processes/reporting and improve efficiencies through a better utilization of automated systems.

• Prepare in-depth analyses and commentaries to facilitate discussions on key financial items such as advertising and promotion spend, working capital utilization and cost development.
• Prepare and present country monthly operations review.

Minimum Qualifications, Experience and KSA:

• Degree or professional qualification in Accounting/Finance or a related discipline
• CPA/CA preferred.
• At least 6 years’ relevant experience, with minimum 3 years’ management experience
• Relevant exposure to local and global retail environment and a proven track record of managing people, operations, and clients.
• Proven hands-on experience in SAGE accounting applications is an advantage.
