What you will be working on:

Strategy Planning

· Map out latest developments and carry out gap analyses in science and technologies relevant to maritime domain, and identify new emerging areas for Singapore’s maritime strategic interests;

· Develop strategies, initiatives and programmes for the translation, deployment, commercialisation, and internationalisation of maritime R&D through engaging government agencies, Institutes of Higher Learning (IHLs), Research Institutes (RIs), maritime companies and other relevant stakeholders

· Plan and implement R&D programs and initiatives;

· Oversee and manage performances of maritime Centres of Excellence and Programme Partners;

· Manage awarded projects and budgets, including variations to budget/project duration/ project-lead, collation of reports, and review of completed projects.

Engagement

· Engage potential overseas IHLs/RIs to identify synergies, coordinate maritime R&D collaborations, and facilitate multilateral R&D engagements for impactful joint initiatives.

· Engage companies in the maritime industry to understand their technology and business needs, partnering with key stakeholders to showcase local R&D capabilities, and facilitating research opportunities by harmonizing industry needs with local R&D capabilities;

· Drive partnerships between the research ecosystem and industry, and to catalyse technology commercialisation, focusing on industry collaboration projects and translation platforms in the maritime domain

· Plan and organise engagement visits to project partners

· Oversee R&D processes to ensure compliance with established funding policies and procedures;

QUALIFICATION & EXPERIENCE

The Quality & Training Team in Primary and Community Care Division supports the capability and capacity building of the PCN HQ care teams to strengthen team-based care approach. The Primary Care Networks (PCN) is setup for General Practitioners (GP) clinics to support holistic and team-based care. With the implementation of Healthier SG, the PCN HQ will continue to play an important role to ensure more effective chronic disease management.

As a member of the team, your key roles will include the following:

Administration

• Identify and develop training roadmaps for the PCN Care Teams (which includes Nurses, Primary Care Co-ordinators, Clinic Assistants, GPs)
• Anchor the development of standardised care delivery including establishing SOPs and competency framework to support the work of the PCN Care Teams.
• Involved in inter-agency workgroups to support primary care development and transformation.
• Co-create new models of care to support team-based care approach.
• Gather insights for development and implementation of new initiatives and support the administration of the existing primary care model, including but not limited to managing funding and monitoring of project KPIs
• Establish strong rapport with primary care team, service providers to strengthen the administration of the existing primary care model

Clinical Management

• Provide clinical supervision and implement framework to ensure patient safety and staff safety for care delivered by PCN HQ.
• Consolidate and share best clinical practices across the primary care landscape (including polyclinics, community nursing and private primary care) with both internal and external stakeholders
• Provide supervision to clinical team in Q&T team
• Motivates the care team and provide consultation and foster professional development through coaching and mentorship

Job Requirements:

• Bachelor degree Nursing and / or Master degree in any discipline (preferably but not limited to nursing, education, public health or health administration, etc)
• Prior experience in healthcare management or operations in primary care or hospital is desirable (> 6 years of experience in administrative function) and working with diverse group(s) of people in an organization / stakeholders

Job description:

1. To plan, organize and monitor all activities relating to quality assurance to maintain quality standards and systems to meet customer requirements.

2. To define and control the characteristics of each part, affiliated with appropriate Inspection Plans; and make available the required facilities to verify these characteristics.

3. To oversee and approve First Article inspection procedures prior to sample submission to customers.

10. To report quality performance and critical discrepancy issues to General Manager.

11. To propose to General Manager an indicative rate of annual salary-increment and annual bonus of his subordinates reflected through the past year performance.

12. To approve the application of various type of Leave of his subordinates.

13. To approve petty-cash paid to his subordinates.

14. To recruit and upgrade his subordinates with relevant training programs and sue practical experiences.

15. To train subordinates in Sampling and Inspection techniques.

Experience Required:

At least 5 years experience in a Quality Control Management.

1. Well-versed in ISO 9001:2000 requirement.
