A key member in the ISO team that manage the shared procurement services for the entire Island Operations Division

DUTIES & RESPONSIBILITIES

1) Procurement

a) To carry out entire end-to-end process (E2E) for Island Operations’ procurement with initiative and accountability, from reviewing of specifications, liaison, coordination & support stakeholders, performing supplier assessment & selection, writing approval papers, seeking approval from relevant approving authority, etc till award of tenders etc

b) To ensure governance and compliance of the entire E2E procurement processes (inclusive of documentations, information & records management) etc. in accordance with the procurement policy and procedures by MOF & SDC.

c) Support users in Contract Management issues such as liquidated damages, payments etc.

d) To develop and collate the annual Procurement Workplan from various departments, including tracking and monitoring.

e) Able to independently call tender on government portal such as GeBIZ and other relevant government website to check for information to ensure compliance with the specifications.

f) Participate in audits by both internal and external agencies

2) Others

a) To establish collaboration and teamwork for effective stakeholder engagement with various Island Ops departments, Contracts Dept, Finance and all relevant stakeholders, with effective communication skills

b) Participate and provide support in Business Continuity Resilience

c) To contribute towards driving continuous improvement for procurement compliancy and efficiency, as part of Change Management

EDUCATION & EXPERIENCE

• Degree / Diploma in Supply Chain Management / Business / Economics / Engineering or related field.
• Min. 1 - 2 years relevant work experience, preferably in the area of contract management or procurement.

Job Description:

Responsible for planning, scheduling and coordinating demand/supply management, business processes and/or manufacturing/delivery of products and services to the company policy and country regulatory requirements. Partners with stakeholders to identify/implement opportunities for business process improvement to effectively manage costs, integrate new and existing businesses, and adapt to changes in the business and regulatory environment. Time horizon is typically focused on less than six months for forecasting/planning. Leading and working with cross-functional teams, creates and implements plans that enable the execution of business strategies. Participates in the process by which demand signals are developed, validated for alignment with transition plans, supply constraints identified, and an executable plan defined that meets financial and market share goals. Scope includes business execution processes related to lifecycle planning; order management (including allocation management, Available to Promise (ATP) / commit processes, business attainment tracking); logistics management (including inbound/outbound coordination and consolidation of domestic and international systems to support shipments); and inventory management (including analysis, optimization and velocity). Partners cross-functionally to develop, track and manage business metrics for the organization (may include customer availability, service levels, on-time delivery, supplier response time (SRTs), supply chain costs and inventory.

Responsibilities:

• Manages a broad range of moderately complex supply chain processes, such as inventory analysis and planning, demand management, logistics management, and import/export operations typically with a large or complex global business unit.
• Identifies opportunities for process improvement and develops recommendations.
• Independently executes the demand and supply matching activities, connecting planning to execution, and identifying issues and their impact.
• Drives backlog management.
• Gathers demand data from country, region and account managers to synthesize information using complex analyses, and delivers demand signals to the supply base to contribute to demand forecasting.
• Coordinates or leads regional and global business unit planning teams to maintain and enhance the current business processes.
• Reviews performance metrics on a regular basis, identifying opportunities for improvement.
• Contributes to priority projects with complex analyses and assists in developing recommendations.
• Communicates requirements and guidelines to the regional and global business unit planning teams.
• Mentors junior-level staff.
• Coordinates, develops, and manages a Regulatory Trade Compliance program.

Education and Experience Required:

• First level university degree or equivalent experience; may have advanced university degree.
• Typically 6-10 years of experience in a supply chain function.

Knowledge and Skills:

• Good understanding of supply chain processes (plan, source, make deliver).
• Excellent analytical and data modeling skills.
• Excellent communication and influencing skills; mastery in English and local language.
• Proven relationship management skills.
• Good knowledge of Microsoft Office skills (Excel, PowerPoint, etc.), statistical analysis, and financial modeling.
• Good project management skills to lead cross-functional teams; recognized as Subject Matter Expert.
• Good business acumen and technical knowledge within area of responsibility.
• Goos understanding of the company's overall supply chain strategy.
• Extensive understanding of Material Requirements Planning (MRP), Available to Promise (ATP) and master scheduling.

OBJECTIVES:

• Act as Tech Transfer Lead for process technology transfers from R&D, CMC or external collaborators to and from GMP clinical manufacturing of different modalities and platforms to meet tech transfer objectives.
• Provide external contract manufacturing oversight in technical operations to achieve project deliverables and timeline.
• Provide supports in biologics and vaccine plant start up and operation by providing technical evaluation, investigation and CAPA.
• Collaborate closely with key stakeholders within GMP clinical manufacturing such as Operations (Drug Substance or DS, Drug Product or DP), QA, Engineering, Validation in meeting operational targets and program /tech transfer schedule.

RESPONSIBILITIES:

• Lead/support tech transfer of process/product with different modalities/platform from internal stakeholders and to/from external manufacturing partners in terms of tech-ops support such as exceptions, change control and process input.
• Provide external manufacturing support as part of tech transfer oversight.
• Work and coordinate with different sub teams during project phase to ensure their timely involvement and alignment to the strategy and successful completion according to schedule.
• Act as Subject Matter Expert in process operations equipment, including but not limited to single use bioreactors/fermentors, mixers and fill finish equipment (DP)
• Perform product/process root cause analysis for complex deviations and investigations using established problem-solving tools.
• Mentoring operations crew in process and equipment knowledge and know-how to operate equipment as per design intent.
• Provide impact assessment and support to change control and deviations of GMP runs during clinical manufacturing
• Perform risk assessment related to process, engineering and safety (ie FMEA)
• Support process/equipment procurement specification review, qualification/validation activities
• Support standard operating procedures (SOP) generation for process/equipment.
• Drive/support operations crew in troubleshooting related to operational issues when required.
• Support Audit as technology transfer SME where required.
• Act as a training/document coordinator for the department
• Act as a delegate to the Supervisors/Managers and conduct team activities in their absence.

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS:

• BSc/MSc in a engineering/scientific discipline (Bio/chemical engineering/life science/biology/chemistry) with 4-8 years relevant industry experience
• Biological technology transfer experience required, in vaccines would be an advantage
• Experience in aseptic process simulation/media fill would be an advantage.
• Experience/knowledge of cGMP practices as applicable to upstream/downstream vaccine manufacturing processes (DS), process development is desirable
• A thorough knowledge of Good Documentation Practices (GDP) and Good Manufacturing Practices (GMP)
• Well-organized and detail-oriented, with ability to effectively prioritize tasks with agility, eager to learn, interact and collaborate effectively with various stakeholders in a team environment and consistently demonstrate reliability and responsibility.
• Must be a team player with good working ethics, initiative, diplomacy, positive influencing abilities and drive
• Good oral communication and demonstrable, exemplary writing skills
• Experience with problem solving and statistical tools will be an advantage.

Requirements:
