The contracted staff shall manage the operation and support (including enhancements) for various specific HR domain process areas (examples of standard organisation areas like Recruitment, Benefits Management etc ):
The contracted staff shall be responsible for the following:
a. The Supplier shall monitor the status of CRs from requirement initiation to implementation and works with various parties to address issues impending the progress of the CR. They shall oversee and provide inputs for requirement gathering (including managing authorization, workflow, interface, enterprise architecture, and user experience requirements according to the governance set by Authority), evaluate requirements, review of CR effort, assess impact and design solutions proposed by system vendors to ensure that they are optimally designed and scalable. They shall facilitate users in CR testing and ensure testing is complete and comprehensive, such as User Acceptance Test (UAT), integration testing (for interfaces and web services), regression testing, and Common Operating Environment (COE) testing. They shall facilitate HR systems training for users.
a. The Supplier shall support changes in cost or schedule for CRs and seek the necessary approval from Authority. Liaise with Security Vulnerability Assessment (SVA) team and monitor the activities to ensure CR are implemented within agreed implementation timeline.
a. The Supplier shall monitor the progress of outstanding tasks (Service Request, System Incident Report) to be completed by the e-HR Maintenance Vendor, other HR systems vendors, or users; ensure timely and complete resolution of such tasks, deliverables to conform to the standards and control defined for the programme; identify and manage risk and mitigation strategies; identify, analyse and ensure resolution of issues; manage change control; track and escalate risks and issues to DSTA Project Manager (PM) and Ops Manager; plan project with HR systems maintenance team, OSIT teams, etc. The Supplier shall support data verifications and occasionally rectification tasks and other support tasks during system fixes where required.
a. The Supplier shall liaise with Authority-appointed teams such as SVA, Enterprise Architecture Integration (EAI), MSD, etc to monitor the activities and seek relevant approval to ensure HR system CRs are implemented within agreed implementation timeline.
a. The Supplier shall coordinate and perform secretariat role for meetings with different stakeholders and internal meetings, and ensure the meeting minutes are disseminated
within three (3) working days from the date of meeting. Prepare progress reporting to Ops Manager, management and to various forums, prepare for presentations for meetings when required.
a. The Supplier shall seek Ops Manager’s approval for funding of system changes/CRs (including subsequent changes to CRs), completion of milestone, etc. When required, the Supplier shall assist with the preparation of Approval of Expenditure (AOE) and support the approval process. When requested, the Supplier shall assist Authority to gather information for the consolidation and submission of Performance Management Report (PMR)/Post Implementation Review (PIR).
a. Provide analysis and consultation services to address operational issues, data issues, audit related activities, and system migration challenges. This includes supporting user’s queries, assisting users to create report variants, and supporting urgent data profiling and extractions.
a. The Supplier shall review and propose changes to the documentation where necessary. Examples of documentation:
a. Requirement specifications
ii. Functional Design (FD) specifications
iii. Business Process Design
iv. Configuration Note
v. Technical Design (TD)
vi. Test Packages
vii. HR Reference Models
viii. Enterprise Architecture Artefacts
ix. Data Patching Impact Assessment Documentation (if any)
x. Training Materials
i. The Supplier shall ensure that official documentations are archived in Authority’s Repository System for Knowledge Management.
j. To liaise with users, the Authority and the Authority appointed personnel (where applicable) to come out with business scenarios for the respective e-HR process areas for inclusion into HR training materials.
k. The process areas to be supported are categorised as follows in table below. The Supplier shall support other projects (e.g. Next Generation e-HR, OneNS, MINDEF/SAF Recruitment Portal, One Talent Gateway) integrated with the respective process areas and assist in business process re-engineering, gap-fit analysis, or investigation of issues (such as system defects and data desynchronization) resulting from it.

Education Qualification
· The candidate(s) should possess at least a Degree in Computer Science, Information System, Science, Engineering or Equivalent.
Required Competencies
· Good knowledge of information technology, especially in the areas of SAP HCM ERP.
· With SAP HCM ERP knowledge is preferred.
· Good planning and coordination skills.
· Strong writing, verbal communication and presentation skills.
· Good team player, responsible and conscientious.
· Resourceful, independent, responsive and pro-active.
· Proficiency in Office productivities suites such as Microsoft Office.
· Proficiency in ARIS tool is advantageous.
· Good understanding of the data design in SAP HCM is preferred.
· Possess strong interest in investigating and identifying causes of issues, and able to propose solutions to rectify the issue.

Required Working Experience
· At least 4 years of working experience in information technology of which at least 2 years of working experience in SAP ERP.
· Experience in SAP HCM ERP is preferred.
· Experience in SG Government HCM projects is preferred.
Security Clearance Requirement
· The candidate is required to be a Singaporean and he/she will be subject to security clearance before commencement of service.
