Overall Job Objectives
Liaise with the Project Manager and construction team to provide guidance on compliance with Health, Safety, Environment (HSE), and security matters at the worksite.
Core Responsibilities
1. Understanding and compliance with statutory requirements and client’s expectation.
2. Establish and review the project-specific Safety Management System.
3. Develop, review, and maintain Risk Assessments, Safe Work Procedures, and other relevant legal HSE documents for the main contractor, sub-contractors, and suppliers.
4. Follow up on the submission of HSE documentation with authorities and clients, including Risk Assessments, Safe Work Procedures, and other relevant HSE documents.
5. Liaise with MOM, NEA, PUB, and other relevant authorities on WSH-related matters as applicable.
6. Understand the scope of Reinforced Concrete works and its related HSE requirements.
7. Coordinate and assist RC works contractors in eliminating security, safety, health, and environmental hazards at the worksite.
8. Coordinate with clients and main contractor representatives to ensure compliance with their in-house rules and regulations.
9. Assume the role of safety assessor in the Permit-to-work (PTW) system.
10. Ensure risk assessments & safe work procedures are conducted for all activities and communicated to relevant stakeholders prior to commencement of work.
11. Conduct a monthly WSH Committee and weekly Coordination meeting and maintain documents.
12. Conduct regular Toolbox meetings with emphasis on HSE aspects.
13. Organise safety campaign and training based on safe work procedures and risk assessments to enhance greater EHS Culture.
14. Assist in the investigating and reporting of accidents/incidents and recommend preventive and corrective measures.
15. Conduct regular HSE inspections and remedial actions are taken to rectify any unsafe acts and conditions.
16. Lead and assist to manage emergency situations with project team where applicable.
17. Regularly inspect equipment, machinery, and assets to ensure compliance with all statutory requirements.
18. Maintain all HSE documentation and records on site, and submit to corporate HSE Department
Job Specifications
1. Degree or Specialist Diploma in Workplace Safety & Health to eligible for WSHO Registration.
2. Registered WSH Officer with MOM and Registered Environmental Control officer with NEA.
3. At least 2 years’ experience in similar capacity in the construction industry, preferably with RC work experience
4. Proficient in MS Office Applications
