Responsibilities

• Independently interface with project team members to review purchase requirements and engineering specification.

• Responsible for sourcing and identifying reliable sources of supply for materials and services of require quality and quantity to be delivered on time.

• Conduct RFI, RFP, RFQ, tender activities in accordance with Procurement Governance & Regulations.

• Carry out price analysis and conduct purchase/contract negotiation with vendors/suppliers to ensure materials/services are acquired at most competitive pricing.

• Adjudicate awards and make recommendations to management for approval.

• Processing of PO, Change Order as well as tracking of deliveries.

• Liaise and collaborate with stakeholders on materials/services received and closing of PO.

• Provide regular feedback on materials/services status to stakeholders

Requirements

• Minimum two years’ experience in similar position

• Possess a tertiary Degree or Diploma

• Solid knowledge and understanding of purchasing processes and systems

• SAP working experience is a plus but not a must.

• High alertness with strong ability to work under pressure unsupervised.

• Good team player, a person with integrity, maturity and self-motivated.

• Preferably with experience in project procurement especially from rail industry.

DUTIES & RESPONSIBILITIES:

• Administer procurement activities, offering end-to-end guidance to internal requestors on procurement procedures and processes.
• Review and prepare procurement documentation for approvals, publication, evaluation, and award recommendations, ensuring fair evaluation and compliance with the school’s procurement policies and the Government Instruction Manual(IM).
• Perform procurement transactions on procurement system (GeBIZ), including publishing quotations, raising awards, and issuing Purchase Orders (POs) and contracts.
• Collaborate with internal requestors on contract management, ensuring accurate tracking and timely completion of purchase requests.
• Perform administrative tasks such as collating information, document filing, and maintaining procurement records for compliance and audit purposes.
• Contribute to the development and improvement of procurement procedures and practices, driving greater efficiency and alignment with organizational goals.
• Perform other administrative tasks and ad-hoc duties as assigned.

REQUIREMENTS

• A Diploma or Degree in Business, Supply Chain Management, or a related field.
• Experience in government procurement procedures and GeBIZ is highly preferred. However, candidates without this experience but demonstrate strong analytical skills, a willingness to learn, and familiarity with procurement processes are encouraged to apply.
• Knowledge of government procurement procedures is highly advantageous.
• Excellent problem-solving skills with a meticulous eye for detail.
• Proactive, self-motivated, and capable of working independently or collaboratively in a team.
• Excellent communication and interpersonal skills, with the ability to influence stakeholders across all levels.

About the Role

As an Operations Specialist, you will be part of Digital Procurement team and you will report to the Head of Digital Procurement. The Operations Specialist will play a key role in supporting the day-to-day procurement tool-support related operations. This position involves coordinating various operational activities, optimizing processes, and ensuring efficient workflow. The ideal candidate will be detail-oriented, possess strong analytical skills, and demonstrate excellent communication abilities. You will be working closely with the Telenor business units and driving standardization by leveraging all tool features. The role requires you to consider avenues for continuous improvement. Main Responsibilities:

Process Management:

• Assist in the development and implementation of operational processes and procedures to enhance efficiency and effectiveness.

Qualification and SkillsRequirements

• University degree in Procurement, Finance, Analytics or Business Management
• Up to 2 years of professional experience in related field
