Job Title: Procurement Engineer - Electrical & Instrumentation (E&I)

Main Responsibilities:

1. Supplier Sourcing & RFQs:Source potential suppliers in line with project specifications. Send out Requests for Quotation (RFQs) to suppliers and evaluate responses.
2. Vendor Management:Evaluate new and existing suppliers for inclusion in the Approved Vendor List (AVL). Coordinate with vendors for technical clarifications and requirements.
3. Negotiations & Purchase Orders:Perform negotiations with shortlisted suppliers to obtain the best price while ensuring timely delivery. Ensure that appropriate terms and conditions are included in the purchase orders. Prepare Bidtabs for internal approval. Prepare Purchaser’s Terms & Conditions for purchases over SGD 150K.
4. Project Coordination:Coordinate with the Project Team and suppliers for all procurement-related issues. Manage urgent purchases and ensure timely order processing. Ensure coordination with Material/Logistic Controllers for Goods Receipt/Issue (GR/GI) issues.
5. Vendor Training & Product Presentation:Organize training sessions and product presentations from vendors to ensure project teams are informed of key product specifications and details.
6. Delivery & Expediting:Monitor and ensure the timely delivery of materials and equipment from vendors. Assist in expediting deliveries when required and coordinate with Finance for invoice-related issues.
7. Return & Replacement:Coordinate with vendors for returns or replacements of defective materials. Issue Purchase Orders (PO) for replacements, as necessary.
8. Documentation & Reporting:Maintain accurate records of procurement activities and report to Supervisor on progress. Ensure all procurement documents are archived and accessible as per company requirements.

Qualifications & Skills:

• Diploma / Bachelor's degree in Engineering, Supply Chain Management, or a related field.
• Proven experience in procurement and supply chain management, especially in Electrical & Instrumentation (E&I).
• Strong negotiation skills and vendor relationship management.
• Proficient in procurement software and MS Office (Excel, Word, PowerPoint).

The person:

Job Description

Business Development

· Prepare Standard Quotation Forms for Cost Estimation in line with tender scope/summary

· Assist BD in preparation and submission of tender documents (e.g. Fill-in Tender Forms, Contractors particulars & Technical Data (Upon receipt from PICs) as per Tender Format

· Prepare Hard Copy/Soft Copy of Bid with necessary supporting documents as per submission requirement as instructed by BD

· Quantity take-off, materials sourcing, measuring, and estimating materials and labor costs used in the tendering process.

· To request for quotation and liaise with subcontractors and suppliers for various trades.

· Oversee of review contracts, identify irregularities in order to ensure compliance of contracts and the drawings.

· Prepare and analyze costings for tenders

· Assist to prepare tender and contract documents including bill of quantities

· Perform quantity take off for tender

· Prepare costing and budget, pre and post-tender estimate

· Prepare and compile tender documents

· Attend site show round/ tender briefing

· Manage the financial & contractual of all projects from pre-tender stage including quantities, variations, cost estimates, to tender submission;

· Monitoring and keeping track on Contract Insurances details (e.g., expiry date vs project actual completion dates/ indemnity liabilities of stakeholders, etc.)

Administrative

· To provide support to Business Development (BD) team by carrying out general administrative duties.

· To assist and maintain proper and systematic documentation e-filing system for outgoing and incoming data.

· To support and use of company internal ERP system to execute daily tasks.

· To manage and track status of Project Quotation and Project Registration on company’s ERP system to ensure data are up-to-date and properly captured in the system.

· To provide additional administrative support for team members as needed.

· To follow and ensure compliance to company BD&P policies and procedures.

Requirements

· Diploma / Degree in any discipline, preferably in Construction/ Contract Management of Quantity Surveying, Engineering, etc

· At least 3 years of relevant experience in M&E contract administration

· Proficient in Microsoft Office Applications

· Meticulous, proactive and good time management

· Good communication and interpersonal skills

· Good team player with ability to work independently
