We are looking for a Manager for our Procurement team. The candidate should have good knowledge of public procurement policies and guidelines. The candidate will lead a small team to support stakeholders in all aspects of the end to end procurement cycle.

Job Responsibilities

• Review of documents prior to publication of quotation/tender (ITQ/ITT)
• Review and provide feedback on Quotation & Tender Evaluation Reports
• Review and approval of awards
• Assist and provide advice/guidance to stakeholders and leading team members to resolve matters with stakeholders
• Manage the tendering and quotation documents/processes to ensure compliance with procurement policies and guidelines
• Continuous review of policies and procedures in areas pertaining to procurement to ensure compliance with applicable regulations; and to roll out new guidelines/advisory
• Supervise, guide and motivate colleagues in the procurement team
• Conduct training sessions for Schools and Departments
• Involvement in procurement development projects to enhance procurement process efficacy
• Identify opportunities for process improvements
• Any other procurement related functions and initiatives

Job Requirements

• Minimum 5 years of experience in public procurement
• A resourceful team player who has demonstrated ability to work independently in a fast pace environment
• Possess good analytical and problem solving skills to address cross functional work issues
• Good verbal and written communication
• Proficiency in Microsoft Word, Excel and Powerpoint
• Hands on experience with procurement platform, GeBIZ, and Cumulus (Workday) system will be added advantage

Successful candidate will be offered a 2-year contract in the first instance.

*Temporary Contract (6 Months)

• Plan and manage all procurement activities conducted by the Users' Divisions to ensure timeliness of procurement and contract implementation.
• Provide professional advice to Divisions on best practices in sourcing, contract management and supplier management practices and manage inquiries from users.
• Develop and maintain the company's procurement governance framework, striking an optimal balance between governance and operations efficiency.
• Lead and mentor the procurement team, promoting a culture of continuous improvement and innovation
• Lead the new procurement system implementation
• Manage the entire procurement process
• Review internal Corporate Services SOPs, templates to support digitalisation and streamline processes
• Establish and maintain a process and system of archival, organization, retrieval and disposal of records to support needs of HSG and compliance with internal policies
• Participate in ad hoc projects as assigned

Job requirements

• Tertiary qualification in Business, Accountancy or Finance
• Minimum 5 years of experience in procurement administration
• A good understanding of Government Procurement Policies will be advantageous.
• Familiar with Tenderboard system or Oracle.
• Committed with good working attitude and resilience to produce the desired results.
• Effective stakeholder management, communication and interpersonal skills.
• Has a growth mindset in seeking continual improvements and keeping up with digital transformation that leads to significantly better and cost-effective outcomes.
• Good team player and meticulous with numbers.
• Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure.
• Effective writing and presentation skills with a good command of English preferred.
