The Position

We are seeking to hire a Fixed Income Trader to execute orders from portfolio managers and analysts across our APAC book of business, to include cash and derivatives. Technology Project Manager will be responsible for one or more of following functions assigned to him as required.

Shipyard repairs & dry-docking support

• Maintain updated list of OSM Thome standard docking jobs for all classes of vessels, concurrent with class and flag requirements.
• Assist Vessel Managers to finalise ship specific docking specifications.
• Monitor docking planning of vessels in the fleet and liaise with respective Vessel Manager to ensure docking and associated repairs are carried out within the relevant window.
• Liaise with shipyards to ensure availability of repair slots.
• Assist the Vessel Manager with yard bids comparison and yard selection.
• Assist Vessel Manager or attend vessels during the dry-dock repair period, as required.
• Provide quarterly analysis report on yard performance based on set KPI’s.

Planned maintenance systems

• Monitor functionality of the Planned Maintenance Systems (PMS) for fleet vessels and provide solutions for the resolution of any issues and correction and improvement of database.
• Liaise with Vessel Managers and ship staff to ensure that the PMS program on each vessel is optimally utilized.
• Assist with the implementation of the PMS for new tonnage inducted into the Fleet.
• Ensure that the PMS are updated with new jobs as per the latest requirements from Classification Societies, Flag State Administrations, industry requirements, and sharing of best practices and experiences on the fleet.
• Provide PMS familiarisation and training to ship staff visiting the Office.
• Provide monthly/quarterly/yearly reports and statistics on the status of the PMS across the fleet to management.

Vessel performance monitoring systems

• Monitor functioning of the performance monitoring systems for fleet vessels. Facilitate regular and easy monitoring of speed and consumption performance of fleet vessels.
• Liaise with Vessel Managers and ship staff to ensure that the performance monitoring system on each vessel is optimally utilized and to resolve any concerns.
• Facilitate comparative study of performance across the fleet, using performance monitoring system.
• Enhancement of system to enable reporting and managing of newer performance aspects as new requirements are identified, and new regulations come into force.
• Identify scope to optimize energy management in the fleet, and recommend solutions.
• Assist with the implementation of the performance monitoring system and SEEMP for new tonnage inducted into the fleet.
• Assist the Vessel Manager for the monitoring of the EEOI on each ship.

Technical procedures & knowledge sharing

• Sharing learning on technical issues, as gained from operational experience within the fleet and knowledge from industry best practices & new regulatory requirements; with vessels and Technical Departments.
• Review & revise technical procedures for simplification and updating with latest experience and knowledge.
• Formulate technical alerts & circulars and contribute to periodic presentation sessions, for knowledge sharing.
• Audits of technical departments to ensure compliance to standards (provisions under HSSEQ, TMSA & Rightship).
• Identify deficiencies & scopes for improvement in compliance, and recommend measures for improvement.

Technical support

• To extend support to technical departments in following areas, based on requirements:

Education and qualification

Overall Job Purpose

Overall Job Purpose

KEY RESPONSIBILITIES AND DUTIES

Daily Operations

• Responsible for implementing and maintaining a safe, cost-effective and environmentally sound operation standard in compliance with OSM Thome as well as International Marine regulations for a given number of vessels.

• All Audit & Inspection Reports need to be filed/updated in Common drives or Database as applicable. Follow up with vessels/office to close the deficiencies noted during these visits.

Oil Major/CDI & Other Commercial Inspections

• Assist in coordinating, arranging and timely follow up Oil Major Vetting Inspections as directed.

• Assist in arranging external safety audits and onboard training by co-coordinating with the appointed audit or training company.

• Follow up on closure of deficiencies noted during inspections.

• Incident / Accident / Crisis Management & investigation

• Assisting Vessels for documenting / conducting Risk Assessments. Evaluation and

• Maintain strict cost control of the Annual Operating Budget for each of the assigned vessels.

• Review monthly cost control and approve monthly financial reports before sending to Fleet Group Manager for review.

• Assimilate input from the assigned vessels as well as other relevant departments and prepare each vessel’s Annual Operating Budget.

• Monitor the requisitions generated from the vessel to ensure that they are submitted in a timely manner. Follow up with the Purchasing Department for delivery of ordered items on board.

• Approve invoices for payment.

• Liaise with the Insurance Manager (or Principals) in H&M claims handling. Provide technical input, and cost information, if required, for P&I claims (cargo and crew) and H&M claims.

Crewing

• Make performance evaluations of Masters/ Chief Engineers assigned to the vessel under supervision.

• Provide input to the Manning Department on recruitment of Senior Officers for the assigned vessels.

Dry Docking & Repairs

• Plan, manage, monitor and execute vessels repairs, dry dockings and conversions within agreed budgets.

• Arrange and follow up repairs and services.

• Coordinate with the assigned vessels and prepare the dry-docking specification in conjunction with Docking Superintendent, Fleet Services. Submit the specification to yards for quotations, evaluate the received quotations and present them to the Fleet Group Manager and/or Chief Operating Officer for review.

• Attend the dry-docking, discuss shipyard invoicing before presenting same to the Fleet Group Manager and/or Chief Operating Officer for approval.

The BRIC team works to minimize the damage of inauthentic behaviors on ByteDance platforms (e.g. TikTok, CapCut, Resso, Lark), covering multiple classical and novel community and business risk areas such as account integrity, engagement authenticity, anti spam, API abuse, growth fraud, live streaming security and financial safety (ads or e-commerce), etc.

In this team you'll have a unique opportunity to have first-hand exposure to the strategy of the company in key security initiatives, especially in building scalable and robust, intelligent and privacy-safe, secure and product-friendly systems and solutions. Our challenges are not some regular day-to-day technical puzzles -- You'll be part of a team that's developing novel solutions to first-seen challenges of a non-stop evolvement of a phenomenal product ecosystem. The work needs to be fast, transferrable, while still down to the ground to making quick and solid differences.

Responsibilities

1. Provide risk assessment and risk solution plans for different products and businesses, promote the implementation of relevant plans, and ensure the safe development of TikTok , live broadcast, e-commerce and advertising business;

2. Develop forward-looking risk control strategies through analyzing user behavior, content, user feedback and other data, drive the improvement and upgrade of product safety mechanism, and be responsible for the effect of risk solution plans;

3. Cooperate with tech, build and improve risk perception, identification, intervention and governance effect measurement system, and design common risk control products and services that can support different businesses;

4. Engage with various business,operation, tech and security/risk stakeholders to solve risk problems at scale;

5. Conduct in-depth investigation into the changing trend of CIB networks in different countries; be able to discern new risk points from the industry and business trends,deploy risk control mechanisms in advance to prevent the occurrence of risks.

Qualifications

1. Excellent interpersonal and communication skills to influence and reach agreements with others;

2. Ability to maintain composure in critical situations and communicate clearly with both internal and external stakeholders.

3. Bachelor degree or above, major in computer/information security/statistics/mathematics or related is preferred, with technical background is preferred;

4. At least 3 years of working experience in Internet products, preferably in strategy, risk control or related fields;

5. Strong sense of responsibility and teamwork spirit, excellent learning ability, and goal-oriented;

Preferred Qualification:

1. Self-driven, curious to learn and work independently in a fast-paced environment and willing to accept challenges and aim for the best

2. Minimum 3 - 5 years relevant work experience from a large-scale internet business

Team Introduction

The Platform Product Management team is under TikTok Trust and Safety. Their goal is to keep the platform running smoothly and to guarantee user safety. The purpose of Risk and Response is to mitigate and lessen escalation. We collaborate with cross-functional teams to create and improve product capability, features, and tool ability to detect risks at an earlier stage, monitor possible online risks, and respond to any emergency risk trends in a speedier manner.

What you will be doing:

1. Manage the Content Risk Investigation & Intervention Platform end-end product lifecycle, not limited to product planning, business requirement gathering, product design/development, product iteration and launch;

2. Conduct research and deep analysis to discover market demands and trends leading to the innovation and conceptualisation of potential products or features;

3. Develop and review the product roadmap, manage and prioritise user stories in the product backlog;

4. To have an in-depth understanding of different business scenarios and user pain pointers, define potential common business scenarios and precipitate the best solutions, continuously optimise workflow, and improve problem-solving ability and efficiency.

Qualifications

Minimum Qualifications

- Strong understanding of business with interest in risk management, especially content risk management domain;

- Able to relate to users' pain points. Able to dig out potential pain points from user BAU work;

- Has good logic and data and result-driven with strong analytical skills, using data to support decision-making;

- Able to set clear goals amid uncertainty;

- Able to prioritise under a short timeframe with multiple counterparties and stakeholders to achieve the business goal;

- Exceptional communication skills, and strong cross-functional collaboration skills; Able to manage stakeholder's expectations.

- Have a strong ability to work under pressure, have the courage to overcome difficulties, and accept challenges;

- Self-starter with strong learning ability, curiosity, and business acumen to drive a new product to support a new business.

Preferred Qualifications

- Bachelor's Degree and above in relevant fields, Engineering or Computer Science background is a plus;

- At least 4 years of work experience as a Product Manager in Risk Control or Data or Platform Related experience; in high growth in the tech/software/internet industry with demonstrated success in launching new products and features;

- Previous exposure to content risk management or deep thinking in this domain.
