JOB DESCRIPTION & PRINCIPAL ACCOUNTABILITIES
Health, Safety, Security, Environment (HSSE) executive should possess the following responsiblities.
List the responsibilities (Key Result Areas and the major activities) that must be achieved in order that the job purpose is fulfilled. For each KRA, document the performance measure(s) (i.e., outcomes) which indicate successful accomplishment of that KRA.
Company Policy
a. To comply with CAFHI’s company policies, Code of Ethics and JIG Business principles
Safety Management
a. To report any safety or security non-compliance to Management.
b. Assist HSSE Engineer to monitor, arrange and conduct safety training and inductions to new staff, contractors and visitors if needed.
c. Assist HSSE Engineer to procure and issue Personal Protective Equipment to new/existing staff.
d. Assist HSSE Engineer to maintain the HSSE Management System.
e. Assist HSSE Engineer to prepare for HSSE Audit.
f. Participate in all WSH initiatives as required.
Exercises & Drills
a. To assist, facilitate and conduct quarterly ISPS drills with in-house staff, APO, MPA and APD.
b. Participate in various annual exercises (i.e. Evacuation, Fire, Oil Spill, Man Overboard, BCP etc.) as various roles (i.e. first aider, safety coordinator, inspector etc.).
HSSE Inspection Program
a. To facilitate and conduct project weekly inspections with various contractors at sites.
b. To assist in monthly tank farm, jetty and building inspections.
c. To consolidate inspection findings in master report and assist in follow up with respective personnels assigned.
Maintenance Activities
a. To arrange and facilitate maintenance activities such as
i) Quarterly and Annual CCTV/ Card Access system
ii) Monthly Aircon Servicing
iii) Firefight System
iv) Monthly Landscape and Tree Pruning
v) Monthly First Aid Box
vi) Annual AED check
vii) Bi-Weekly Pest Control
viii) Annual Testing / Inspection of PPEs
Administrative Activities
a. To conduct weekly and adhoc SIC training to contractors.
b. To consolidate monthly manhours from contractors and in-house staff.
c. HSSE Executive shall observe the safety requirements including and not limited to:
d. Review and comment on the safety aspects in contractor’s submissions including and not limited to the following documents:
i) Work method statements
ii) Safe work procedures
iii) Risk assessments
iv) Permits to work
e. Participate in monthly safety committee meetings.
f. Participate in contractor’s daily toolbox briefings, conduct regular site safety inspections and generate report of observations and follow up on the rectifications.
Project Site Safe Supervision
a. To supervise and ensure safety of the construction works.
b. Have full knowledge and details of the scope and requirement of the Works.
c. Provide standing supervision services of critical construction works.
d. Monitor and supervise safety and health including taking photos of unsafe acts and conditions and bringing to contractor’s attention, issue and closeup field observation notices, safety non-conformances etc.
General
a. To carry out and other works assigned by General Manager
JOBHOLDER REQUIREMENTS
Educational / Professional Qualifications And Experience
· Minimum WSH Coordinator Course (Level B)
· Preferable WSQ Specialist Diploma in Workplace Safety & Health
· Minimum 3 years’ experience
Skills And Knowledge
· Valid Class 3 Driving Licence
· Knowledge in Safety Management Systems (OSHAS 18001/SS651).
· Certificate on Occupational First Aid, Work at Work at Height, Access Confined Space for Entry at Work, Lifting Supervisor training etc
· Knowledge of Singapore local standards and Code of Practise
· Knowledge of software in Microsoft Office.

· Need to establish good working relationships with government agencies, staff and contractors
· Strong communication and writing skills.
