The Role

• This role is at the heart of the purpose of the organisation and is a unique opportunity to manage and lead the Conduct, Financial Crime Compliance (CFCC) Advisory global team for Trade which is part of our Transaction Banking (TB) business in our Corporate and Institutional Banking (CIB). Key Responsibilities:

• Develop and maintain effective policies/processes/DOIs to address CFCC risks across Trade, aligning with relevant regulatory requirements.
• Develop/support Trade AML, Sanctions and Fraud risk training programmes to meet the training needs of Trade.
• Ensure effective management of all CFCC matters and, in collaboration with the rest of the team, effectively manage the oversight and challenge of regulatory issues that have impact on the Bank.
• Collaborate with the other compliance colleagues to anticipate horizon risks that may have a significant impact on Trade and develop effective strategies to mitigate such horizon risks including global standards for conduct of business.
• In the event of serious regulatory breaches, or where risk tolerances have been breached, support the escalation to senior management in the Bank and relevant regulators.
• Support delivery of Risk Assessments, including the Compliance Risk Assessment, Product Risk Assessment and Global AML, ABC and Sanctions Risk Assessments.

• Responsible for leading Materials and Logistics Department comprising of Planning, Procurement, Inventory, System & Process and Logistics & Warehousing teams to work towards attaining plant and corporate stipulated target.
• Drive breakthrough improvements in the Materials and Logistics functions.
• Contribute to and actively participate in management meetings and in defining the strategic directions of the plant.
• Formulate & drive commodity procurement tactical strategy to meet manufacturing needs and business objectives.
• Provide leadership to Materials Department as well as mentor the supply chain planners to be efficient and cost effectiveness in planning, procuring and securing the best price, delivery, services, terms and conditions for the purchased commodity.
• Drive improvement programs together with Regional Supply Chain team on cost, quality & supply continuity.
• Strategically decide how to optimize resources, crafting the right organization structure – when to be customer specific & when to be commodity specific
• Drive inventory control to meet the expectations of the Company and minimize the risk of financial exposure due to obsolescence and excess inventory.
• Keen to understand the business environment, with logical and innovative mind set, to assist the business by re-inventing the supply chain to have a competitive edge over others.
• Drive lean improvement plans through lean concepts, process improvements and automation.

Qualifications:

• Degree in Engineering, Business, Purchasing or Supply Chain
• At least 10 years relevant experience in an electronics components manufacturing environment with 5 years in management leadership positions
• Experience in managing a team in a high-mix-low-volume projects procurement environment preferred
• Must possess strong leadership skill to lead a team, as well as able to present idea and influence critical business decision.
• Excellent communication skills with good negotiation skills to secure best delivery, price terms & conditions
• Be resourceful and able to lead a team to gather data and translate that into useful information that helps decision making.

Job duties and responsibilities

1. Strategic Planning and Execution:

a) Assist in Developing IT Strategy:

• Collaborate with the Director Technology Operations to formulate and implement long-term IT strategies that support business objectives.

3. Corporate IT Integration and IT Automation:

• Develop and implement policies, procedures, and standards for Corporate IT administration that align with A*STAR IT policies and best practices.
• Lead the identification, evaluation, and implementation of IT automation opportunities.
• Oversee the deployment of automation tools and technologies to streamline IT operations, reduce manual tasks, and improve efficiency.
• Ensure that automation initiatives are scalable, secure, and integrated with existing systems.
• Develop and implement a comprehensive digital transformation strategy aligned with the organization’s goals.

4. Security and Compliance:

• To Collaborate with NSCC Cyber Team to develop and enforce security policies and procedures to protect HPC and IT systems, data, and resources from unauthorized access, breaches, and cyber threats.
• Ensure compliance with relevant regulations, standards, and industry best practices related to data security and privacy.

5. Vendor Management and Procurement:

• Collaborate with vendors to procure HPC hardware, software, and services, negotiating contracts, and ensuring cost-effectiveness and value for money.
• Evaluate new technologies, products, and solutions to enhance the performance, efficiency, and reliability of HPC infrastructure.
• Manage NSCC IT Asset and Inventory.

6. Performance Monitoring and Optimization:

• Analyze performance data, identify bottlenecks, and implement optimizations to improve system efficiency and throughout.

7. Disaster Recovery and Business Continuity:

• Develop and maintain disaster recovery plans and procedures to ensure the resilience and availability of HPC systems in the event of disruptions or disasters.
• Conduct regular backup and recovery tests and implement safeguards to minimize downtime and data loss.

8. Continuous Improvement and Innovation:

• Stay abreast of emerging technologies, trends, and best practices in HPC administration, and identify opportunities for innovation and improvement.
• Lead initiatives to enhance the capabilities, performance, and efficiency of HPC systems, driving innovation and delivering value to the organization.

• Background in Computer Science, Information Technology or a related discipline.
