Job Summary
The individual will be responsible for leading and overseeing subcontracting and procurement operations for large-scale construction and engineering projects in Singapore. The ideal candidate will possess extensive expertise in cost control, contract management, and vendor negotiations, demonstrating a proven ability to navigate complex contractual and procurement processes within Infrastructure and Oil & Gas EPC projects.
Duties & Responsibilities
• Lead the subcontracting process throughout both the bidding and execution phases, which includes the preparation and review of inquiry packages and contract documents.
• Deliver concise and clear summaries of tasks, outlining the progress of all activities.
• Ensure that reports and the master work plan are updated prior to escalating any critical issues or risks related to subcontract management.
• Negotiate and finalize contracts with subcontractors and suppliers, ensuring competitive pricing and adherence to project timelines.
• Maintain a comprehensive understanding of the client's contract requirements, including JGC responsibilities, and effectively integrate these details into project subcontract strategies, plans, and procedures.
• Manage project cost control measures, monitor budget compliance, and identify potential risks associated with cost overruns.
• Oversee payment processing, including invoice verification and milestone progress checks for subcontractors.
• Facilitate the change management process, including the evaluation and implementation of change orders.
• Manage multiple subcontracts in the field, serving as a liaison between the home office and the client’s organization, where applicable. This includes overseeing the administrative activities of subcontractor teams for all construction and service contracts, in accordance with corporate systems, procedures, budgets, and schedules.
• Coordinate closely with multidisciplinary teams and stakeholders to resolve commercial issues and maintain project efficiency.
• Mentor and guide team members, provide training, and evaluate performance.
Key Requirements
• Master’s and/ or bachelor’s degree in Infrastructure, civil engineering, Quantity Surveyor qualified or industry equivalent field, with minimum of 12 years of experience
• Experience in Infrastructure, Civil Engineering, Pharmaceutical, Chemical, Oil & Gas
Knowledge & Skills
• Familiarity with cost estimation practices aligned with Singaporean norms and regulations
• Expertise in site project cost control throughout bidding and project execution phases
• Experience in sub-contracting
• Proficiency in procurement and purchasing
