The Opportunity:

Adecco is partnering with Asia's leading communications technology group, and we are seeking to hire a Project Planning Manager to join their business! Reporting to the Director, the successful incumbent will oversee and manage pipeline and cable diversion requests from clients. This role includes managing a team of 4 planners to oversee the completion of project assessments, track project timelines, control budgets, and ensure the successful and timely execution of all initiatives. Furthermore, the role involves participating in tender procurement processes and maintaining accurate and up-to-date network inventory records.

• Work hours: Mon-Fri, 9am - 6pm
• Salary: up to $8,000 / month + VB

The Job:

• Coordinate and manage pipeline/cable diversion requests from state agencies and private enterprises.
• Lead a team of planners to ensure thorough project studies, accurate quotations, efficient implementation, and timely completion of all projects.
• Prepare project quotations for clients and oversee project delivery upon confirmation.
• Work closely with the operations team to ensure contractors adhere to planned timelines and project specifications.
• Monitor ongoing projects, ensuring they are completed on schedule and meet customer expectations.
• Identify and address site issues or constraints, developing practical and effective solutions.
• Oversee project budgets, including Capex and Opex, to maintain financial control and ensure timely cost recovery through billing.
• Provide material forecasts to the material management team, ensuring sufficient resources for seamless project rollout.
• Review network data, generate statistical reports, and proactively address pipe/cable capacity needs.
• Lead tender processes to evaluate and select suitable contractors for various projects.
• Maintain up-to-date and accurate records of network inventory.
• Drive process automation initiatives to minimize manual effort, enhance efficiency, and improve the customer experience.
• Develop and maintain comprehensive documentation of new processes and procedures to boost team efficiency and ensure compliance with standards.

The Talent:

• Bachelor’s degree in Engineering with at least 4 years of experience in telecommunications.
• Proven expertise in managing pipeline or cable network projects and outside plant networks.
• Familiar with Fiber, Access, and Transmission technologies, as well as GIS and Network Inventory Systems.
• Strong leadership skills to manage and develop planning teams and oversee project study, execution, and monitoring.

A) Project Management Strategy & Delivery

• Organize project management process, define roles and responsibilities of different parties, identify various partners and channel to source the right talent for the project
• Accurate and efficient scheduling considering all project variables and buffer time
• Prepare and manage positive cash flows throughout project cycle
• Manage and follow local Government Registration requirements
• Create quality metrics as needed to control suppliers and onsite installation
• Prepare project progress reports to accurately reflect site conditions, influence decision makers, and manage expectations of clients
• Shall achieve the project targets whilst maintaining the indicated project organization as indicated in the processes, within both the group and the project’s safety policies, a quality of the project personnel involved and realize client satisfaction without compromising the company projects goals.
• Coach and develop the team to work together to problem-solve and improve efficiency

B) Stakeholder Relationship Management

• Develop strong and positive relationships with all parties (client, architects, consultants, sub-contractors, internal QS and purchasing teams, governmental authorities, etc.) and work closely with project team to ensure all project goals are achieved.
• Take responsibility to communicate effectively with clients, suppliers and project team to manage expectations and improve scheduling, pricing and quality.

Requirements;

• Demonstrable experience in project management of high rise condominium projects
• Minimum of 5 years of Project Management experience
• Good proven track record of managing projects of high quality, within schedule and under client’s budget
• A problem solver with strong communication skills, able to engage the proper person to push processes along and continuously achieve completion milestones
• A relationship builder with absolute business ethics and professional integrity
• Good command of spoken and written English

"i) Assists in planning, organizing and carrying out project management activities

-Ensuring that desired profit margins are achieved through cost containment, material wastage control, etc;

-Ensuring that shop drawings are completed and submissions to the authorities are carried out in a timely manner with Drafting Department;

-Ensure that projects perform according to agreed schedule, quality and costs;

-Ensure that assigned projects are executed in a smooth and effective manner to achieve customer satisfaction objectives

-Ensuring that risk management is taken into account in all project management activities;"

"ii) Assists to ensure that safety procedures

-Incorporated in all project management activities and takes initiatives to promote a safety working culture;

-Conducting Mass Tool Box meeting with Safety personnel; "

"iii) Assists in planning for site mobilization and work sequential execution;

-Ensuring project performance through close supervision, site checks, close monitoring of site progress and swift resolution of any quality and work schedule issues;

-Conducting daily meetings with project team members and ensuring that latest changes are communicated to all project staff; "

"iv) Assists in verifying sub-contractor claims and material orders with Quantity Surveyors

-Understands contract documentation in conjunction with B.Q. and material specifications;

-Project documentation including email communication;

-Liaises with suppliers and sub-contractors on contractual matters; "

"v)Assists in updating project development performance in meetings;

-Attends project kick-off meetings, ongoing meetings and project closure meetings with clients, consultants and other parties;

-Ensuring that progress and other reports are prepared in a timely manner as required;

-Responding to consultants’ and requests from others in a pro-active and timely manner;"

vi)Liaises with relevant stakeholders effectively to execute the projects in a seamless manner and mitigates any issues that arise;

vii)Assists in ensuring effective compliance of contractual terms and the full and final settlement of project accounts;

We specialize in supply and installation of Security Systems.

4) Job Scope:

- Able to hands on Networking & Security systems installation, testing & commissioning, programming, maintenance, system troubleshooting (i.e. especially CCTV security system, ACS door access system, Electrical, alarm system)

- Preparation of project schedule, safety documents for safety submission (i.e. risk assessment, method statement, etc)

- Coordinate with site supervisor/ client/ sub-contractor/ main-con for site work related matters such as installation, testing & commissioning, etc to ensure smooth execution of site work.

- Liaise with main-con/ sub-contractors/ client for arrangement of materials, equipment, tools and other sub-contracting work activities.

- Coordinate/ participate in regular customer meetings/ site meeting on project related matters.

- Support other team members at site as needed.

- Manage & comply with Workplace Safety & Health for project execution.

- Other duties as assigned.

5) Requirement:

- Diploma in Electrical engineering or related studies in Mobile Communication Technology (Network Design and Management).

- More than 3 years of project management experience in related field

- Experienced in handling multiple projects

- Possess effective organizational and follow-up skills, meticulous

- Good interpersonal skills and able to interface with all levels, internally and externally in professional and responsive manner

- Attended safety courses/ possess work at height, BCSS supervisor, scissor lift, etc

- Capable of interpreting building schematics drawings, electrical drawing/layout

- Good oral and written communication skills

- Knowledge in Microsoft, AutoCAD

- Able to work independently with minimum supervision.

- Works well under pressure
