In a Nutshell

First things first, your chief concern is to ensure a safe, compliant and more conducive work environment for our JLL teams on the ground, the client and the vendors and contractors under JLL’s purview. You will work as JLL Engineering’s second line of defence through a process of audit, training and enablement. Part of the checklist(s) you will run through are focused on ensuring just that. You will need to stay up to date to all key relevant internal and external requirements as it pertains to HSSE and Engineering. These include but are not limited to ISO 45001, 14001, 55001, 41001, country regulations and JLL minimum standard requirements as it pertains to HSSE and Engineering.

In addition, you will advise key account leaders and Engineering and HSSE leaders of each site / account on ascertaining and aligning the level of risk at sites and guiding them to form a relevant and up to date risk register as part of technical diligence representing corporate headquarters. The individual in this role will play a crucial role in driving technical excellence and innovation, and will effectively use JLL’s established assurance programs to assess risk management and quality improvement opportunities of engineering service delivery. You will need to be comfortable with solid and matrixed line reporting structures, have a keen ability to influence others and be comfortable driving for action with multiple stakeholders. This is a dynamic and highly results oriented role.

In this role youfunction as a subject matter expert resource with keen technical skills and program management, relevant technical knowledge and executive presence to advice senior management. It is a requirement for you to be conversant with mechanical / civil / electrical diagrams, engineering operations and maintenance procedures and processes, safe systems of work and relevant work experience to ascertain and report on ground conditions and risk. It is highly advantageous for you to be well versed in problem solving tools. Duties and Responsibilities:

Provide an annual top 20 high risk sites for in – person validation and risk reduction

Provide direct inputs to ERM risk strategy for the region inclusive of executive summaries, data analysis and presentations to country and regional leadership to shape the risk profile of the individual countries.

Feed the above into the overall quality driven ERM strategy of risk mitigation

Develop HSSE and Engineering strategies and policies (as needed) to drive risk reduction

Align with senior leaders on risk categorization and profiling

Ensure escalation and rectification of key legal risks to the appropriate senior leadership

Drive awareness and adoption of the above through the Operations Council under the direction of the regional GHO

Monitor trends and legal changes to ensure that JLL provides industry best practice in the delivery of Engineering and HSSE services

Be well versed with JLL’s globally aligned audit program

Serve as an ambassador and validator of the above program as it pertains to HSSE and Engineering

Perform in – person on site audits in accordance to JLL minimum standards and local legislation focusing on whichever is stricter

Train and validate new auditors to the system to ensure consistency in audit standards and risk profiles

Collaborate with cross-functional teams, including account leaders, Quality and other stakeholders, to ensure the successful delivery of risk reduction initiatives

Conduct regular performance evaluations, identify skills gaps, and provide mentoring and training opportunities to enhance the team's capabilities.

Perform key adhoc engineering activities as may be required to support business operations

Foster a culture of teamwork, collaboration, and knowledge sharing within the engineering team and across the organization.

Bachelor's or Master's degree in Engineering (preferred) or a related field.

Relevant certifications in Occupational Health and Safety

Extensive experience (at least 5 years) in engineering roles or HSSE roles with technical expertise with a proven track record of leadership and managing fast paced activities

Key Accountabilities:

Procurement, Contract Delivery, and Vendor Management

The Facilities Manager is responsible for procuring services and managing service contractors to deliver high standards of services.

• Manage and support Procurement Executive in sourcing and negotiations with reliable and reputable vendors / suppliers / utilities providers;
• Review and/or prepare tender documents, budgets, calling of quotations, evaluation of bid proposals including undertaking cost comparisons and preparing recommendation of awards for contractors / vendors;

• Manage daily procurement and contract administration requirements;

Asset Operations and Maintenance

The Facilities Manager is responsible for supporting the Asset (Building) property management teams to ensure smooth day-to-day operations, including both soft services, i.e. housekeeping, security, landscaping, pest control, waste management etc. and hard services, i.e. building works, mechanical and electrical systems.

• Ensure safety, functionality and cleanliness of portfolio premises;
• Develop and implement maintenance schedules for building Works and M&E systems;
• Engage professional services providers to undertake the mandatory regulatory inspections e.g. periodic structural and façade inspections;
• Develop strategies, set realistic targets, oversee and lead the operation team to achieve operation excellence;

Tenancy Delivery

The Facilities Manager is required to coordinate with relevant teams to ensure smooth delivery for tenants.

• Understand and able to review building works, mechanical and service design drawings and specifications;
• Identify defects and manage rectification works required, including but not limited to procurement of works, organizing hoardings, signages and security, liaising with shopfitters and contractors, managing loading/ unloading, parking, etc.
• Ensure Tenants’ compliance with obtaining the required statutory permitting approvals prior to commencing works and upon completion; procure and maintain copies of all relevant regulatory approvals and permits for the tenancy renovation works.

Operational Assurance

The Facilities Manager is required to be familiar with relevant company and statutory requirements, and apply the knowledge in managing operations services, systems, and processes to ensure compliance at high standards.

• Understand company and statutory requirements on all aspects i.e. operational health & safety, sustainability, risk management, asset operations etc., assist in the development and implementation of all relevant documents, process, systems, audits and assessments, and training, to ensure that the assets adhered to these requirements and policies; and
• Notify, investigate and manage incidents and claims, including preparation and submission of reports as per company procedures.
• Develop and implement contingency plans for facility related emergencies in accordance to the Group Business Continuity Plan as well as conduct the relevant drills and training sessions for staff.

Financial Management

The Facilities Manager is responsible for managing budgets for overall operations and various projects.

• Provide regular financial reporting on overall asset operations and all projects including budget, commitments and expenditures, forecast final cost, cash flow, and other relevant parameters;
• Assist with review and monitor the budgeting, forecasting and management of OPEX, CAPEX, Sinking Fund budgets and provide operational financial inputs in developing necessary reports, including operation budget, annual business plan, asset review reports, where applicable.

• Degree or Diploma in quantity surveying, procurement, supply chain management, estate management, building, engineering, mechanical or related discipline
