• Develop the Contracting Strategy appropriate for the project scope, project strategy and contractor market; to be involved as early as Investment Proposal in the development of Contracting Strategy.
• Manage the pre-qualification process.
• Set up the contract (s), execute potential scope changes, schedule obstacles, and in cooperation and alignment with the Project Manager.
• Manage the tendering and contracting process up to contract awards.
• Set-up contracting, sourcing plan and organize Division/Global tender board according to Global Tender Procedure

Supplier Management

• Organize pre-qualification for the tender under allocation
• Ensure updating of approved vendor list for qualified vendors/contractors
• To organize and conduct site visits of contractors for growth projects as required.

Contract management:

• Ensure proper implementation and follow-up of procurement contracts
• Facilitate visibility and availability of contracts.
• Ensure adequate usage of contracts.
• Ensure that supplier contracts are managed in line with the specifications of the Procurement Policies and principles (compliance).
• Evaluate and improve use of contracts and decide on contract development together with stakeholders (e.g. termination or modification).
• • Work with Project Manager to negotiate the Variation Orders for growth projects

Purchase to pay

• Effectively execute and/or manage the relevant S&P steps in the P2P process (Request, Approve, Order, Expedite and Receive) in order to get the right service/product at the right place at the right time. Effectively use the supporting ERP system.
• Tendering
• For purchases larger than SGD40K without framework agreement, execute and manage an optimal supplier selection process via all required steps such as: conduct internal and market analysis, determine selection criteria, develop and evaluate RFI and RFP, execute clarification meetings, communicate to bidders and coopz erate with internal business partners.
• Project & Category Strategy Development
• Based on key categories of procurement plan, develop and execute a project strategy and category strategy. This includes conducting internal and external analyses, defining and agreeing with stakeholders on the best strategy in order to realize, secure and sustain optimal value for the business (in terms of costs, efficiency, risk, etc)..

Responsible for ensuring the availability of the goods and services according to functional budget and planning requirements

• Execute the annual terminal procurement plan and budget as per allocation
• Perform spend analysis, contract analyses, categories review, process improvement analyses and define initiatives to be included in the annual terminal procurement plan and budget cycle.
• Align the plan with all stakeholders and subsequently govern execution of the procurement plan.
• Responsible for developing continuous process improvements through analyses
• Continuous reviewing of S&P policies, standards and systems and propose improvement to the P2P process to Manager S&P.

Performance Measurement

• Understand and periodically measure and analyze processes and their performance/results by measuring global and local KPIs (e.g. P2P, savings, contractor safety, etc.). Provide recommendations to improve the performance.

Job Requirements:

• Strong commercial awareness and in-depth knowledge of Contract Law, including drafting contract and specification clauses.
• Proven experience in contract negotiations and vendor management.
• Excellent negotiation and communication skills.
• Analytical, decisive, and highly proactive.
• Quick to learn, a strong team player, and able to work independently with minimal supervision.
• At least 7 years of experience in Contract Management or Procurement.
• Bachelor’s Degree in any discipline.
• Experience in EPC services, such as civil works and mechanical work.
• Capable of administering EPC contracts, including reviewing deviations, assessing variation orders (VO), and managing contracting disputes.

When you come on board, you will be expected to perform:

Managing ICT Systems

• Personalised Digital Learning Programme (PDLP) Device Management Application (DMA) Portal
• Assets and Inventory Management System
• eAnnouncement Broadcasting System

Performing Daily Checks and Implementation

• Provide technical support to staff and students for iPad personal learning device (PLD)
• Liaise with iPad PLD vendor for repair or replacement of students’ iPad
• Liaise with DMA vendor for any technical support for students’ DMA
• Monthly or Ad-Hoc Wall-to-wall inventory checks
• Assist HOD ICT in MOE-initiated rollouts and projects
• Ensure classroom AV and IT equipment are in working order for daily teaching and learning
• Assist Desktop Engineers (DE) in handling Schools SOE troubleshooting issues
• Assist HOD ICT in procurement of ICT Equipment and Services
• Gather information and feedback from staff on ICT needs and requirements.
• Propose solutions to the need to replace or upgrade ICT Equipment
• Propose specifications for invitation to quote on Gebiz (with the help of the administrative manager (AM) and HOD / ICT in accordance with School Procurement Guidelines)
• Meeting up with vendors for clarification
• Maintain proper documentation of the various ICT purchases and loans to staff and students

Maintenance of ICT Facilities and Equipment

• Work with DEs on all issues related to ICT facilities, such as Computer Laboratories and IT Rooms
• Work with DEs on preparation of ICT facilities and equipment for Laboratories, IT Rooms, PCs, teachers’ notebooks, visualizers, projectors, etc
• Work with DEs on all issues related to ICT equipment in the school
• Regular checks on the log-in-out Files in Open Access Computer Labs, Monitoring the Usage of ICT facilities and equipment
• Liaise with external contractors to maintain AV/IT equipment

Administrative Matters

• To advise teachers and students on the use of ICT for projects and presentations.
• To coordinate and assist teachers in the conduct of the AV activities (providing AV support).
• To assist in maintaining and updating the school website, PDLP microsite and FHBL Dashboard
• To advise teachers on software solutions which will solve their problems
• To be involved in the integration of ICT into curriculum, instruction and assessment.
• Deploy booked iOS devices to classrooms.
• Maintain the booking of resources on an online portal.
• Design of PDLP posters and newsletters.

Miscellaneous

• To provide additional support to school for important events such as video recording, photography, and AV support
• To provide support for school’s presentation during major events
• To assist in distribution and setting up of ICT equipment
• To provide services for school functions on computer-related matter

Responsibilities

• Conduct regular inspections of the property including but not limited to all common areas, equipment, public walkways, external facade
• Vet and submit recommendations on tenants fit-out works
