• Lead the execution of shutdown works for instrumentation to ensure completion of shutdown work on time
• Work closely with various sections to coordinate cross-functional maintenance works
• Perform risk assessment prior to start of work and conduct on-job risk assessment to identify residual risks associated with the planned/unplanned work
• Monitor spare parts and inventory for critical instrumentation to ensure availability when required in order to minimize unplanned outages. Establish new inventory/cataloging where necessary. Update information in the inventory to ensure that it is relevant for the current operation.
• Provide technical inputs in full cycle of procurement processes for materials and service requisition where required so that all technical requirements are addressed properly to protect company’s interest
• Identify, study, propose, and implement area for improvement in the field of instrumentation engineering to enhance operation and improve overall equipment reliability
• Supervise on-site contractors/additional supplier’s C&I technician(s) as well as C&I vendors to perform site works, review their work procedures and instructions to ensure compliance to achieve highest quality of work in a safe manner
• Participate actively in any meeting, discussion and initiative by team which is relevant to the job role and business needs in order to safeguard company’s interest
• Populate inputs into the Computerized Materials and Maintenance Management System (CMMS) to ensure data and history of equipment maintenance activities are captured accurately. Provide inputs to Planning Engineer with regard to instrument maintenance activities for consolidation

Job Requirements

• Possess a degree in Instrumentation and Control Engineering or Electronics and Electrical Engineering with at least three (3) years of working experience in the instrumentation field, or a diploma in the same fields with at least seven (7) years of working experience in instrumentation field
• Proficient in the codes and standards in the power plant industry i.e. BSI, ISO27001, ANSI, IEC, IEEE, etc.
• Strong interpersonal skills, a team player and able to work with all levels of management and multinational staff
• Hands-on experience in field instrumentation and sensors of different makes
• Proficient in power plant DCS and HMI systems, specifically experience with ABB Advant DCS, GE Alspa DCS will be an advantage
• Proficient in any power plant PLC control system
• Proficient in the P&ID, loop diagram, process functional flow diagram and familiar with gas turbine / steam turbine operations and protection concepts
• Cyber security knowledge in Operation Technology will be an added advantage

Job Purpose :

Engineer produces specifications for, design, develop technical drawings. He/she is expected to service and give technical advice to customers and fellow colleagues. He/she will be the main contact person for shutdown projects.

Duties and Responsibilities :

* Attend site / plant shutdown meeting

* Relay information to sales to work on preliminary quotation

* Liaise with Customers and Sales to carry out production of work orders as specified

* Liaise with Sales with regards to availability of raw materials for production or request purchase of required material when necessary.

* Monitoring progress reports on gasket usage by Customers during plan shutdown (container service) and generate weekly consumption report for customer.

* Compile and consolidate all expenses incurred by the Company (ie. manpower, overtime, meals and transportation) during shutdown project period.

* Attend to quality and technical problems at client's site and recommend the use of appropriate substitutes.

* Attend to quality and technical questions from fellow colleagues.

* Planning of work schedule for shutdown projects.

* Allocation of manpower for shutdown projects.

* Conduct product presentation to customer.

* Verify materials for use in manufacturing as specified in the work orders.

* Ensure smooth running of projects from beginning to the end.

* Ensure to meet customer's project deadline within time frame given.

* Ensure stocks are sufficient to support customers during the shutdown project.

* Maintain and housekeep all records of equipment drawings.

* Handle customer's complaint, if any

* Determine and plan training requirement needs of subordinating staff.

* Plan for the staffing requirements and recruitment of new employees if needed.

* Design technical training materials for other departments.

* Any other duties assigned by Business Unit Manager.

Job Description:

• Familiarization of ASME / API Codes & Standards, DNV Rules
• Proven experience of providing solutions on NDT inspection related problems
• Responsible for company NDT management and controls
• Responsible for trouble shot problems related to NDT
• Provide internal training technical guidance to QC Inspectors
• Develop/Review/approve NDT procedures, NDT techniques complying with project/code/regulatory requirements. Review NDT procedures prepared by NDT sub-contractor as per project specification prior to submitting for client approval
• Monitor the performance of NDT personnel through system of review of qualification, competency assessment, Cross checks and reports review
• Risk assessment of NDT works and lead the risk assessment process of NDT in the yard
• Prepare and conduct Project Specific Inductions/workshops/tool/box talk about NDT requirements
• Co-ordinate with NDT contractors to develop and update their individual competency matrix
• Maintain all NDT personnel qualification records and update from time to time.
• Keep a copy of all NDT contractors’ certificates
• Review NDT operator qualification and submit for project approval
• Establish calibration and validation blocks required to demonstrate Ultrasonic Testing
• Perform Audit on NDT contractors to ensure compliance with project requirements
• Witness & provide technical guidance on standard PAUT validations
• Provide technical support for inspection auditing activities and provide effective audit programming for companywide NDT activities
• Reviewing and commenting on standards, specifications, and enquiries
• Work as part of a team to ensure all regulatory, quality and customer requirements are met
• Verify NDT reports for project requirements compliance
• Creative problem solving - able to suggest and develop new methods and ways of working
• Sound communication skills – able to communicate ideas and results to various stakeholders both in written reports and in meetings, presentations etc
• Understanding of clients’ needs and ability to suggest and apply “fit for purpose” solutions

Job Requirement:

• Bachelor’s degree in Mechanical Engineering / Master Degree in NDT
• Minimum 5 years experience in fabrication environment as NDT Level III
• ASNT/PCN Level III qualification in UT/RT/MT/PT/ CSWIP (PAUT)
