What the role is

Infrastructure Planning and Design Department 1 (IPDD1) plans for and carries out the detailed engineering design and development of infrastructure projects for the collection of general waste and disposal/use of waste treatment residues, and the remediation and redevelopment of closed landfills.

You will be part of the Waste Residues Treatment Branch of IPDD1, in charge of planning, managing and implementing infrastructure projects to treat waste residues and will also be involved in other projects handled by the Department. You will be required to work closely with various stakeholders in the government & private sectors.

• Plan, manage and co-ordinate projects to dispose/use waste residues such as incineration ashes and non-incinerable waste

Job Summary:

We are seeking a qualified Resident Engineer (Civil and Structural) to oversee and manage civil and structural works for construction and A&A projects. The successful candidate will ensure compliance with project specifications, local regulations, and quality standards throughout all project phases.

Key Responsibilities:

• Site Supervision: Lead and manage site supervision activities for all civil, structural, and building construction works, ensuring compliance with design specifications and quality standards.
• Technical Oversight: Conduct regular site inspections to assess the progress of construction work and verify adherence to safety and quality protocols. Identify and address any issues that arise during construction.
• Defect Management: Identify and document defects in construction work, overseeing rectification efforts to ensure compliance with project specifications and timelines.
• Collaboration: Liaise with the design team, Qualified Person (QP), and other engineering disciplines to resolve technical challenges and ensure project alignment.
• Meetings and Reporting: Organize and participate in site/project meetings with contractors, providing updates on progress and discussing technical matters. Prepare and submit regular progress reports to management.
• Safety Compliance: Enforce safety regulations on-site, promoting a safe working environment and ensuring that all personnel adhere to safety protocols.
• Quality Assurance: Implement quality control measures to guarantee that all works meet the specified standards and project requirements.
• Additional duties as required by senior management.

Requirements:

• Bachelor’s Degree in Civil or Structural Engineering.
• More than 5 years of relevant experience.
• Registered RE accredited by the Joint Accreditation Committee of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES)
• Strong problem-solving skills and attention to detail, with the ability to identify issues and implement effective solutions.
• Excellent communication and interpersonal skills, capable of effectively engaging with diverse stakeholders.
• Proficient in project management software and familiar with local building codes and regulations.

Responsibilities:

· Identify unsafe conditions or work practices in the workplace.

· Recommend and help the project team implement practical safety measures.

· Advise and coordinate with the Project In-charge and construction team on Environmental Health and Safety (EHS) matters.

· Work with the construction team to ensure safe work methods and procedures are followed.

· Conduct regular EHS inspections and ensure work activities comply with agreed methods.

· Ensure corrective actions are taken to fix unsafe acts and conditions.

· Help investigate and report accidents, incidents, or near misses, and suggest corrective measures.

· Ensure compliance with legal, client requirements, and the company’s health, safety, and environment rules.

· Conduct workplace safety training sessions.

· Assist the project team in reviewing method statements and risk assessments.

· Assist with DfMA modules, drawings, and calculations for ACMV services.

· Follow up on HSE documentation submissions.

· Monitor HSE performance in the workplace.

Requirements:

· Possess an Advanced Certificate in Workplace Safety & Health and a valid WSH Coordinator Refresher certificate.

· Minimum of 5 years' experience in a similar role within the construction industry, preferably with experience in building and hospital projects.

· Candidates with more experience may be considered for a senior position.

· Having a "Confined Space for Safe Entry and Work" certificate is an added advantage.

· Ability to multitask in a fast-paced and dynamic environment.

· Excellent team player with strong interpersonal skills and a positive, "can-do" attitude.

Job Description:

• Responsible in preparing documentation including daily report, monthly progress report, method of statement and work procedure to project manager.
• Responsible in overseeing drawing management and make sure the updated drawings to the clients and subcontractor are issued.
• Assist the project manager or senior project engineer in coordinate with related consultant and quantity surveyor on the change order issued
• Coordinate and work closely with safety personnel to ensure all government and safety regulation are complied.
• Conduct weekly or monthly meeting with sub-contractors to update the progress of work.

Job description:

• Network Design and Architecture: Understanding of network design principles and the ability to architect a segmented LAN.
• Cisco ISE Expertise: Proficiency in deploying, configuring, and managing Cisco ISE. This includes understanding of policy enforcement, profiling services, guest access, and BYOD provisioning.
• Network Security: Knowledge of network security principles and practices, including firewalls, intrusion detection systems, anti-virus software, and data encryption.
• Understanding of VLANs: Ability to design and implement Virtual Local Area Networks (VLANs) for segmenting a network.
• Routing and Switching: Strong understanding of routing protocols (e.g., OSPF, EIGRP, BGP) and switching concepts. Experience with Layer 2/3 switches and routers.
• IP Addressing and Subnetting: Proficiency in IP addressing, subnetting, and routing concepts for creating segmented networks.
• Knowledge of Access Control Lists (ACLs): Experience in creating and managing ACLs to control network traffic within a segmented network.
• Troubleshooting: Ability to diagnose and resolve network issues quickly and efficiently.
• Project Management: Skills in planning, executing, and overseeing projects to ensure they are completed in a timely fashion and within budget.
• Communication Skill: Ability to clearly explain technical concepts to non-technical stakeholders and work effectively with team members.
• Knowledge of Network Standards and Protocols: Familiarity with network standards such as IEEE 802.1Q and protocols like IP, TCP, UDP, ICMP, SNMP, etc.
• Certifications: Having network-related certifications like CCNA, CCNP, or CCIE can be beneficial.
