This position is responsible for providing procurement guidance and administrative support to requestors in accordance to the established SOPs and Policies.

Primary Responsibilities

• Provide advice to internal stakeholders on all procurement-related matters and ensure they are compliant with Group Procurement Policy.
• Perform vendor screening, supply market research and analytical studies to identify and select potential suppliers to be added to the pre-approved vendor list.
• Ensure all supporting documents are in place prior to creation of Purchase Requisitions in SAP system.
• Support periodic reporting to track historical procurement data for consolidation and improvement.
• Any other duties assigned by Supervisor.

Required Competencies

• Certification and/or work experience in purchasing/procurement
• Min. 2 years’ experience in sourcing of products/services.
• Proficient in using Microsoft Office suite of products.
• Experience in using SAP MM module.
• Demonstrate ability to manage stress and time to deliver results.
• A good team player and able to work independently with minimum supervision.
• Organised and meticulous with good interpersonal and communication skills.

About FRAP
As part of EDB’s continuous efforts to develop the suite of industries in Singapore, the Finance, Risk & Assurance and Procurement (FRAP) division is an imperative business partner to our officers in the industry and policy groups.

As a FRAP business partner, you will be responsible for providing advisory on the procure to pay value chain. You will also be part of a team that is responsible for the data management and implementation of FRAP systems, which is critical in ensuring that EDB has access to accurate and relevant data at all times to help drive operational decision-making, policy-making and strategic planning by Corporate Management and line divisions within EDB. As this role requires cross-functional partnership with various stakeholders, you will also get to learn about EDB’s business from the line divisions directly.

[What you will be working on]

• Processing payments for the Board’s expenses, including payment to suppliers, grant recipients and scholars and maintenance of supplier and customer records in financial system; 

• Processing reimbursement to staff for overseas trips and other claims; 

• Processing overseas centres’ expenses to suppliers;

• Monitoring of accounts receivables, fixed assets and bank account at overseas centres;

• Assessment and accounting for leases in accordance with FRS116

• Supporting various statutory returns, budget exercise, management reports and ad-hoc projects;

• Supporting financial systems enhancements and troubleshooting.

• Analysis of bank transactions and complete monthly bank reconciliation;

Procurement

• Manage procurement processes, including record keeping and ensure compliance to organisation’s policies and processes.
• Ensure budget holders provide procurement plans in a timely manner and work closely with them to plan and initiate procurement.
• Ensure that procurement needs for the team and payment for invoices are properly carried out and processed respectively according to CMSG’s procedures and guidelines.
• Conduct reviews, recommend and implement KPIs, SOPs, etc to improve work efficiency and effectiveness to achieve better procurement outcome, contract management and corporate governance
• Manage and coordinate internal and external audits to ensure timely response to the auditor and follow-up by the team.

Office Management

• Update and maintain latest HR/ Admin policies and processes.
• Manage and process onboarding/outboarding of staff/ interns.
• Coordinate with the parent company on admin matters where necessary.
• Manage and track all purchases to meet timeline and operational needs.
• Manage and oversee all contracts in the organisation.
• Maintain office records, including timely disposal of old documents according to guidelines.

Asset Management

• Monitor office stocks, assets and work with Finance Manager to conduct inventory count on an annual basis.
• Manage assets register by tagging all assets.
• Regular review of asset disposal and submit recommendations for disposal in a timely manner.

Requirements

• Preferably at least 3 years of relevant experience in procurement and office admin.
• Working experience in public sector and charities would be advantageous.
• Preferably with working knowledge of accounting software in Xero and MS Office applications.

Roles & Responsibilities

· Responsible for buying, and proactively manage all purchases and shipments of spares and stores from approved vendor lists both locally and overseas

· Source for vendors and quotations

· Negotiate pricing, commercial terms/ quotations with local and overseas suppliers, and preparation of PR & PO.

· Perform daily operational purchasing matters and coordinate shipping documentation, logistics and schedules.

· Ensure on-time delivery of materials from suppliers and meeting quality requirements

· Other duties as assigned

Job Summary

The incumbent will be part of a larger team within the IFF department in providing seamless and customer-focused solutions to support the achievement of business objectives.

What you will be doing

·       Carrier Management

·       Negotiate buying rates to ensure profitability of business

·       Manage the purchasing performance tool within the Department

·       Optimize profitability: Control of bookings through a cockpit, re-purchase when opportunities are identified

·       Escalation points for final validation of DMP (BOLLORE rates approval platform)

·       Work on yield improvement solutions

·       Validation of input for tender bidding

·       Establish guidelines for pricing and procurement in alignment to Middle Office direction

·       Work closely with the sea freight planning team to define and formalize the booking instructions (Routing, Carrier, Schedule) according to customer’s constraints and MO Solutions’ strategy

·       Preform cross-functional collaboration (Business Units, internal customer and pricing) to meet with required information including: Transport mode, price, and transit time

·       Monitor price movements and seasonal price fluctuations

·       Analyze and report on monthly business performance (at GM meeting)

·       Design solutions for new products / line by building product strategy with General Manager – Sales

Team Management

The successful candidate

·       Bachelor’s degree requirement with min. 10 years of Seafreight experience

·       Minimum 5 years of experience in a fast paced and dynamic multi-cultural MNC environment. In Freight-forwarding or Logistics industry will be a plus.
