· Responsible for buying, and proactively manage all purchases and shipments of spares and stores from approved vendor lists both locally and overseas

· Source for vendors and quotations

· Negotiate pricing, commercial terms/ quotations with local and overseas suppliers, and preparation of PR & PO.

· Perform daily operational purchasing matters and coordinate shipping documentation, logistics and schedules.

· Ensure on-time delivery of materials from suppliers and meeting quality requirements

· Other duties as assigned

Description

The Procurement Executive is responsible for participating in routine sourcing and purchasing activities to deliver on projects involving general construction projects. He/She comes from an Civil Engineering or business background with related work experience, and is able to translate project requirements into materials, equipment and services to procure.

He/ she has good communication and negotiation skills for engaging vendors and other external parties, and follow up on vendors’ deliverables. He/ she also possesses good organization skills for maintaining vendor contract records and databases.

Responsibilities:

• In-charge of daily regular purchases for construction / engineering materials
• Coordinate and liaise with store / operations / Project team for Purchase requisition
• Source, liaise with existing and new vendors / suppliers / subcontractor within local and overseas
• Arrange product/ materials delivery to project site and customer place
• Perform detailed documentation to track project expenses and development
• Ensure timeline is met and project stays within budget
• Manage vendors’ conformance to delivery schedules and product specifications
• Maintain procurement database and documentation
• Draft sourcing schedules based on project plans
• Highlight sourcing issues for management’s actions
• Gather feedback on the effectiveness and efficiency of current sourcing strategies
• Assist in creating statistical reports for management.

Requirements:

• Degree or Diploma in Civil Engineering or business or equivalent
• Proficiency in Microsoft Word and Excel

Experienced in Construction field will be an advantage

PURPOSE OF THE ROLE

To provide effective strategic leadership balanced with effective operational management for all procurement and supply chain activities within the Singapore business and to Ensure that best practice is adopted, resulting in ambitious standards of performance, delivery of financial targets, cost effectiveness and resource efficiency.

KEY OBJECTIVES OF THE ROLE

• As part of the senior leadership team, work alongside Finance, HR, QHSE and Commercial Directors to lead the business to achieve the business plan and long-term business strategies

• Accountable for leading procurement activities across Singapore including new sales bids, mobilising, and establishing new business and ongoing operational activities

• To improve performance, deliver a better value supply chain and reduce risk significantly

OPERATIONAL ACCOUNTABILITIES

Supply Chain Strategy

• Develop a Singapore Supply Chain Strategy that results in meeting company financial objectives and growth and retention strategies

• Provide input to business planning activities with horizons of typically 1 to 4 years

• Ensure the strategy is effectively implemented and delivers supply Chain solutions that meet the needs of the clients and the business

• Monitor and measure the delivery and effectiveness of the Supply Chain strategy, spotting challenges and rectifying blocks early-on.

• Identify and establish the supply chain in new markets and territories to support CBRE’s growth objectives

Supply Chain and Spend management

• Lead the continuing development of the Singapore Preferred Supplier Programme, working with the supply chain team to identify the right supply partners and implementing APAC Preferred Supplier Agreements

• Develop contractual arrangements with preferred suppliers that are recognised for delivering best value and high-quality service delivery to CBRE and its customers

• Develop and implement SRM (Supplier Relationship Management) strategies and plans with key suppliers that establish CBRE as a customer of choice in the marketplace and delivers value over and above what would normally be achieved

• Develop and maintain relationships at the highest levels within preferred supplier organisations

• Develop and implement category strategies for elected categories leveraging the wider CBRE market position that ensure the client requirements and CBRE business needs are met

• Lead and be responsible for successful implementation and management of all procurement systems and technologies.

Organisation and Talent management

• Ensure the right structure and resources are in place and optimised to deliver the business objectives

• Recruit, develop and retain employees so that the function has talented specialists adding maximum value and return on investment to the business.

• Actively develop talented employees to ensure there is a succession plan in place for senior and key positions.

• Act as the executive sponsor of all training and development programmes that relate to Supply Chain.

Clients and New bids

• Build relationships with key customers to actively promote CBRE’s procurement capability and to demonstrate the wider value add of the CBRE business to drive increased new business and customer retention

• Participate in new business bid process and renewals, providing procurement expertise to the bid teams to enable CBRE to tender competitively

Business engagement

• Develop a strong network of supportive stakeholders that continuously promote procurement as a valued contributor to the success of the company

• Develop and implement learning and development interventions to embed good procurement practice throughout the business so that every buying decision made in the business is a good decision

• Develop learning and development to ensure our relationship driven approach is adopted and applied consistently across the business

• Develop and implement communication mechanisms to ensure that all stakeholders are informed and engaged in the delivery of procurement strategies

Risk & Compliance

• Ensure adherence to CBRE Procurement strategies, policies, and procedures

• Lead and deliver the legal & ethical compliance and governance of Supply Chain activities and supply partner relationships

• Ensure that the supply chain is safe, sustainable and appropriately accredited and establish the appropriate mechanisms for continual risk management and performance improvement of the supply chain

Manage the governance, policy and processes of the Preferred Supplier Programme and all Supply Chain related activities, ensuring efficiency and compliance with CBRE policies

Purpose and Scope

This role will support the Head of Procurement, Singapore & Southeast Asia Market in Sembcorp Industries Ltd to lead the development of the supply chain strategy for selected categories. This is to support downstream sourcing and purchase of goods, materials, and services to ensure that the company’s operational needs are met, considering price, quality, and delivery to ensure continuity of supply.

Key Roles and Responsibilities

• Lead the development of the procurement strategy for EPC, renewable power plants and associated components in Singapore and Southeast Asia regions to support the various business units within the regions
• Periodically reviewing and refreshing the procurement strategy by monitoring market trends, competitor strategies and new suppliers
• Deliver value-add to the business units through the downstream sourcing activity by deploying the developed procurement strategy
• Monitor and advise on any issues which present risk or opportunity to the organization
• Provide analysis on costs for new and existing suppliers, and review cost reduction activities
• Build, maintain and manage supplier relationships on behalf of the organisation
• Following and enforcing Sembcorp’s procurement policies and procedures, support the functions and communicate any supply problems which may impact on business operations
• Source and purchase goods, components, or services in line with specified cost, quality, and delivery targets
• Negotiate contracts such as framework agreements, improve prices and terms of business with suppliers
• Review opportunities to create business savings via negotiation and procurement best practices
• Prepare cost analyses and reports

Qualifications & Experience

• Bachelor in Business Administration, Supply Chain Management, Engineering or a related field with minimally 8 years of sourcing/procurement experience, with a focus on strategic sourcing
• Experience in negotiating of vendor contracts including EPC contracts, supply agreements and long term service agreements
• Relevant experience in utilities and renewables industry is preferred
• Knowledge of SAP Material Management (MM) modules will be preferrable

ROLE PURPOSE (Why do we need this role?)

To attend to all purchasing requests promptly with the best price in order to provide operational and technical purchasing support to vessels and/or logistical support to 3rd party clients.

Operations Purchasing

• Deal with assigned vessels on a daily basis and liaising with accounts, purchasing, Technical and other relevant departments on operational requirements.Contact and follow up with vendors/contractors on quotations and issue purchase orders in ORBIS/SAP/In-house apps for services.
• Track TDW vessels shipments in/out of warehouse and coordinate with forwarding agents and transport companies for shipments delivery to shipyards/ jetty for vessels.
• Liaise with agents.
• Gather feedback from vessels on vendor’s performance and the quality of goods supplied.
• Check and verify invoices for spares/stores and services against Orbis/SAP/in-house app prior to submission to the Operations Manager for approval.
• Respond, prioritise and action as appropriate on urgent issues, phone calls and emails from the vessels and charterers.

General Warehouse Management

• Ensure that safe work practices, site safety rules, particularly regarding the use and operation of warehouse handling and lifting equipment, manual handling and equipment storage and protection and all Standard Operating procedures are strictly adhered to at all times in warehouse activities.
• Report on any non-conformance in warehouse operations, ensure corrective actions are taken and, where applicable, introduce into warehouse standard operating procedures.
• Ensure that correct working locations, from receipt through consolidation, shipping and storage, including floor, rack and bay loadings are developed, maintained and strictly adhered to in all warehouse activities.
• Maintain records and schedules for all required inspections and certifications on the facility’s operating equipment, forklifts and other lifting equipment, safety equipment, etc. and promptly remedy any issues arising during inspections.
• Perform condition maintenance on long-term storage materials as required.
• Perform routine facility and equipment housekeeping duties.

Other Duties

• Assist the General Manager/Technical Superintendents with administrative work when required.
• Perform other duties that may be assigned from time to time including follow-up on service request details.

Qualifications

• Degree in Supply Chain Management, Logistics, or a related field and a minimum of 3 years of experience, OR 7 years of relevant experience.
• Adapt to a fast-moving environment and work against a short lead time.
• Work as an individual contributor and team player when required.
• Experience in an offshore marine environment would be an advantage.
• Experience with vendor management, negotiation and contracts
• Strong analytical and problem-solving skills.
• Excellent communication and interpersonal skills.
• Ability to work under pressure and handle multiple projects simultaneously while maintaining attention to details.
• Proficiency in Microsoft Office and knowledge of logistics software.
