Deputy Director, Procurement
Our client seeks an experienced Deputy Director, Procurement to oversee daily procurement operations within the organization as well as other ad-hoc projects and duties.
Responsibilities
- Foster and promote collaborative efforts among various departments for joint procurement endeavors by employing effective communication and influencing skills with internal stakeholders.
- Examine and manage tender documents, ensuring strict adherence to procurement policies for the approval and awarding of tenders in alignment with authorized signing authority.
- Execute procurement transactions within the organization's e-Sourcing portal, including activities such as tender publication, issuance of tender corrigendum, contract award, purchase order creation, and overall contract management.
- Validate fairness in bid evaluations, review recommendation reports for approval, and route them to the tender board for final approval.
- Offer guidance to user divisions on procurement policies, appropriate procurement methods, and workflow processes.
- Identify opportunities for process optimization and enhancements, adding value to work processes.
- Analyze spending patterns and supply markets to suggest demand aggregation strategies and other initiatives aimed at enhancing overall efficiency and user experience.
- Enhance sourcing and procurement systems as needed.
- Provide comprehensive support, advice, and training on procurement policies, procedures, and system operations.
- Contribute to the annual budget exercise and validate exceptions from Data Analytic Reports.
- Participate in internal and external audits, preparing schedules or reports required for audit purposes and other related consultancy work.
- Assist in various procurement-related functions and periodically review processes and procedures for continual improvement.
- Strengthen internal controls and ensure their effective implementation across all procurement areas.
- Offer guidance and advice to internal customers and other divisions in the organization, ensuring adherence and compliance with organization-wide guidelines, policies, and procedures.
- Provide supervision and mentorship to junior staff members, offering guidance to support their professional development.
- Undertake any additional ad-hoc duties as assigned.
Requirements
- A Bachelor's Degree or higher qualification is required.
- Preferred minimum of 10-15 years of relevant work experience, particularly in the government or educational sector.
- Possesses strong analytical skills, demonstrating meticulous attention to detail and a high level of integrity.
- Capable of effectively multitasking and leading a team in a dynamic, fast-paced environment.
- Demonstrates teamwork, resourcefulness, and effective communication skills.
- Ability to manage relationships with both internal and external stakeholders.
- Proficient in both oral and written communication.
- Skilled in using Microsoft Word, Excel, and PowerPoint.
- Knowledge of SAP MM modules, hands-on experience with e-procurement systems, and familiarity with data analytic tools would be advantageous.
