A brief summary of your job responsibility:

• Elicit, scope and manage business requirements aligned with Government procurement strategies with application of ICT knowledge.
• Perform data analysis to enable data-driven decision on procurement strategies, supplier performance and approaches for the assigned bulk tenders. This includes research on demand and supply-related market factors to substantiate decision making.
• Manage operations of ICT bulk tender projects ensuring adherence to Government procurement processes.

• Provide regular and timely project status reports to upper management and manage project timelines, stakeholders, and communications.
• Ensure compliance of ICT projects with Quality Management System (QMS) and contractual requirements.

We are looking for IT Procurement and Project Manager to join us in our mission to enhance Singapore’s competitiveness as a trusted ICT hub for citizens and businesses.

A brief summary of your job responsibility:

• Manage and execute the procurement of ICT systems, goods and services in a timely manner. This includes the preparation of all procurement deliverables for each procurement project assigned;
• Be part of various project teams to complete the procurement project on time;
• Provide business perspective in project teams;
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for the procurement of the ICT systems, good and services;
• Understand the government procurement policy and advise project teams on meeting such policies while enabling project needs to be met;
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks;
• Review proposals from suppliers;
• Review, clarify and negotiate business rules with suppliers;
• Drive innovation on work processes;
• Monitoring and Track Project Expenses and Timeline;
• Ensure that records and documentation of projects and related issues are kept updated; and
• Any other duties that may be assigned.

To succeed in this role, you will ideally have:

• Be familiar with Government IM on Procurement;
• Minimum 8/10 years of relevant working experience, preferably in both procurement and IT, with minimum 3 years in a project management role. Experience in managing Cloud, SaaS and/or AGILE projects will be beneficial;
• Good knowledge of government infocomm environment;
• Experience in Project Management for Monitoring and Tracking;
• Good knowledge of ICT procurement and contract management practices;
• Ability to communicate effectively across all levels;
• Team Player and Self-Motivated;
• Able to consolidate multiple streams of information into a cohesive whole; and
• Good command of the English language, both written and spoken.

Job Responsibilities:

• Engage in sourcing, review contract, vendor management, vendor set up and cost savings
• Support all sourcing & procurement activities for new or existing business including transition activities
• Be responsible for saving deliverables
• To manager and negotiate pricing, commercial terms with suppliers and recommend the most competitive suppliers and subcontractor
• Review specifications and ensure materials ordered meet proper quality standard and comply to contract specifications
• Manage vendor insurance program: insurance payment tracking, follow and renew contract insurance
• Review external providers (i.e.vendors and subcontractors) term of service and project deliverables
• Support, development and implementation of procurement guidelines and processes
• Collaborate with other functions as required (i.e. Project & Engineering, Finance, HR)
• Possess leadership skills to manage internal and external stakeholders, thinks strategically and critically, exercising judgement after consideration for all aspect.
• Support any ad hoc tasks as assigned by superior not limited to duties/responsibilities a described above and which may be subject to changes as needed to support the business requirements.

Job Requirements:

• Candidate must possess Bachelor Degree
• Min. 5 years of experience in procurement preferably construction (M&E) industry
• Have experience working in large scale projects
• Experienced in contract negotiation, administration and /or management
• Knowledge in construction/contract law & different standard forms of contracts
• Excellent communication and negotiation skills, analytical mindset, problem solving abilities, as well as keen interest and motivation in a high growth and entrepreneur environment
• A high level of integrity, dependability with strong sense of urgency and result orientated

Job Description:

-Vendor Evaluation: Conduct assessments to identify and qualify vendors based on quality, cost, and reliability.

-Request for Proposal (RFP) Creation: Draft and distribute RFPs to potential vendors, outlining the specifications and requirements for products or services needed.

-Cost Analysis: Perform detailed cost analyses to identify optimal procurement options aligned with budget constraints and quality standards.

-Negotiation: Lead negotiations with suppliers to secure advantageous contract terms and conditions.

-Compliance Monitoring: Keep procurement activities compliant with internal policies and external regulations.

-Quality Assurance: Collaborate with the quality control team to ensure the purchased materials meet all necessary quality metrics.

-Order Management: Oversee the entire ordering process, from initial requisition to final delivery, ensuring timeliness and accuracy.

-Supplier Relationship Management: Maintain and nurture relationships with suppliers for long-term partnership and potential cost savings.

-Technical Liaison: Serve as the point of contact between engineering departments and suppliers to clarify technical specifications or resolve issues.

-Contract Management: Administer supplier contracts and agreements, ensuring they meet both short-term needs and long-term strategic goals.

Job Requirement:

• Diploma / Degree in Electronics Engineering

• Proven experience in Engineering and Sourcing

• Proven experience in a high mix, low volume manufacturing environment

• Proven work experience in Electronics industry

• Proficiency in procurement software (e.g., SAP, Oracle)

• Strong data analysis skills

• Expertise in MS Office, especially Excel, for financial modeling

• Understanding of technical blueprints and schematics

Knowledge of quality control standards
