IT Procurement Manager (Government contracts & tender)

Responsibilities:

• Elicit, scope and manage business requirements to support Government procurement strategies with application of ICT knowledge.
• Perform data analysis to enable data-driven decision on procurement strategies, supplier performance and approaches for the assigned bulk tenders. This includes research on demand and supply-related market factors to substantiate decision making.
• Manage operations of ICT bulk tender projects including Government procurement process.
• Participate in the Government procurement’s tender and evaluation processes in accordance to Government policies and procedures to meet procurement objectives with understanding of ICT industry and key players in key technical areas; provide guidance to business/technical users on specification requirements and queries.
• Address user clarifications to enable rapid adoption and smooth transition of participating agencies onto bulk tenders with good understanding of ICT industry key players for ICT products/services applicable to Government.
• Apply contract monitoring methods to assess suppliers’ performance, and execute contract management procedures and techniques.
• Manage suppliers (in accordance to contractual obligations) to meet stipulated service levels within scope and schedule, and perform variation and technology refresh (when necessary).
• Perform timely reporting to upper management regarding the status of the project.
• Ensure ICT projects’ compliance to Quality Management System (QMS) and contractual requirements.
• Manage project timeline, stakeholders and communications including fronting customers’ queries on projects.
• Conduct audit and follow-up on customers’ usage of projects.

Requirements

• Minimum 5 years of relevant working experience in ICT Industry and/or Government procurement
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
• Good analytical, organization and planning skills
• A team player who is able to work independently.

Main Responsibilities:

• Strategize and execute material procurement plans in alignment with operational requirements and forecasted volumes of incoming racks and machine trays to ensure timely availability of hardware's.
• Coordinate daily logistics activities, including but not limited to shipping, receiving, and internal material movements.
• Work closely with cross-functional teams to address any logistical challenges and ensure on-time delivery of materials.
• Collaborate with the supervisor to maintain accurate records and track all incoming materials within the
• system, enabling seamless monitoring and availability for deployment.
• Oversee quality control measures to identify and rectify discrepancies promptly.
• Conduct regular ground material checks to verify the accuracy and condition of incoming shipments including racks, machine trays, and cables.
• Order Management:
• Manage and process orders for hardware racks, machine trays, cables, and related materials, ensuring timely procurement and delivery to meet project timelines.
• Address any issues related to tracking systems promptly and efficiently.
• Monitor lead times and communicate effectively with vendors to prevent delays in hardware delivery.
• Supporting Supervisor and team members:
• Assist the team supervisor by providing necessary data, reports, and insights into material availability, status, and forecasts, aiding in informed decision-making.
• Collaborate with management to optimize logistics processes and enhance overall efficiency.

Requirements:

• Proven experience in logistics, material planning, or coordination roles within a technical or data center environment.
• Familiarity with data center hardware, equipment, and related components; understanding of inventory management systems is preferred.
• Good Knowledge in Warehouse Management System (WMS)
• Good working knowledge of the following logistics operations areas – distribution, manufacturing, inventory planning, materials management.
