• Purchase goods, materials, components or services in line with specified cost, quality and delivery targets
• Ensure that all materials follow specifications, health and safety legislation, building regulations and environmental standards.
• Obtain competitive quotation, ensure best products from the right source and best sources, ensure that the Company’s best interests are protected in all procurement activities.
• Prepare and issue purchase orders to selected vendor or suppliers
• Evaluate, negotiate and award orders to selected supplier
• Ensure materials and services timely delivered to requestor
• Arrange for shipment or freight for overseas purchased
• Contact suppliers to resolve price, quality, delivery or invoice issues
• Research and identification of new materials & suppliers for design and cost savings and develop and implement purchasing strategies to deliver ongoing cost reductions and process simplification.
• Ensure adequate resources for all projects and to continually improve pricing and quality of supply and delivery times.
• Maintain procurement files and purchase agreements to an auditable standard.
• Liaise with Estimating Department personnel in providing up to date materials suppliers costs information.
• Day to day interface with site management to service site requirements and needs.

Job Requirements:

• Certificate/Diploma/Degree in related field, at least bachelor degree in construction management or purchasing and materials management.
• At least 1 years of procurement related experience in construction project ; less experience will be considered as Assistance Procurement Officer
• Experience of the procurement for RC sub-contractors on site is preferable.
• Proven purchasing experience in construction, preferably with a Plant background. Non construction procurement candidates will not be considered for the position.
• Strong commercial, negotiation and problem solving skills; experience in handling transactions with little supervision.

Job Description

• Responsible for handling the company’s end to end sourcing and procurement operations to fulfil the order enquiries timely.
• Work and coordinate closely with site, vendors, PM, QS and other related functions in sourcing/procuring required items
• Negotiate with vendors / contractors to ensure “best value for money” buys are executed and transparent purchasing process
• Review all submissions of document involving purchasing before submitting for Management’s approval
• Perform competitive bidding when required for new purchases to ensure cost competitiveness without sacrificing quality
• Create invoices in software and maintain records/file in the system
• Monitor the purchase orders and ship items according to the required dates
• Arrange and coordinate closely the shipment request with the logistic team/appointed forwarders
• Build and establish rapport with suppliers for service & quality improvement
• Conduct supplier review and develop strategy for improvement
• Attend, liaise and close any quality related issues with the vendors and site
• Other ad-hoc jobs related to sourcing, procurement and shipping.

Requirements:

• Min Diploma
• Preferred 3 years’ relevant working experiences. Candidate with more years' of experience may be considered for a senior position
• Strong negotiation skills and knowledge of vendor sourcing practices
• Comfortable with informational hunt and have good analytical skills
• Experience in online shopping platform (such as Taobao, Amazon etc) will be a value add.
• Prefer to have work experience in any of these areas: Resorts or Hotel procurement or Electrical engineering and not limited to those mentioned above.
• Able to work independently as well as collaboratively in a team
• Possess a proactive and strategic mindset with hands-on attitude and uncompromised integrity and business ethics
• Meticulous
• Proficient in use of MS Office Applications (Words, Excel)
• Strictly for Singaporean and Singapore PR.
