Procurement Manager Requirements and skills

• Proven working experience as a Procurement Manager, Procurement Officer or Head of Procurement
• Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
• Talent in negotiations and networking
• Good knowledge of supplier or third party management software
• Aptitude in decision-making and working with numbers
• Experience in collecting and analyzing data
• Strong leadership capabilities
• BSc degree in supply chain management, logistics or business administration
• Reporting and operations
• Overseeing pre- to post-sales support activities for the designated goods and regions while guaranteeing the greatest level of client satisfaction

· Updates management on sub-contractors’ claims status (i.e. work performed, penalties, back-charges, advances imposed on sub-contractors);

· Prepares debit notes on back-charges and/or penalties imposed on sub-contractors; follows up to ensure that such debit notes are contra against claims raised by sub-contractors;

· Assists in identifying and resolving discrepancies/errors between records of sub-contractor work completed against sub-contractor claims;

· Verifies and ensures that payment certification issued to sub-contractors are in accordance with approved sub-contractors’ interim payment recommendations;

· Reconciliation of sub-contractors’ invoices against payment certification issued;

· Prepares accrual listing reporting on a quarterly basis (i.e. work done by sub-contractors yet to be billed);

· Works closely with external suppliers to ensure the accuracy in price and quantity for materials ordered & delivered;

· Reconciliation of delivery orders against approved purchase orders and suppliers invoices;

· Liaises and rectifies discrepancies/disputes with external supplies;

· Liaises with QS of any discrepancy in certification amount;

· Liaises with finance for payment that requires immediate attention due to site work schedule;

· Performs any other duties as may be assigned.

Key Performance Outcome Measurements

· Accurate reconciliation of delivery orders against invoices and purchase orders

· Accurate reconciliation of sub-contractor claim and QS certified amount and payments

Employment Type: 1-year contract (renewable subject to work performance)

Location: Serangoon North (onsite)

Key Responsibilities:

• Collaborate with internal stakeholders for tender and quotation updates.
• Liaise with Procurement and Contract Managers on requests.
• Renew maintenance contracts, overseeing the entire process from approval to award.
• Prepare letters of award and compile contract documentation.
• Coordinate contract commencement meetings with vendors.
• Conduct final account assessments before contract expiry.
• Manage and maintain records of maintenance contracts.
• Analyze contractor assessment results and coordinate vendor management with Facilities Managers.
• Assist with audits and reporting related to contracts and vendors.
• Perform administrative tasks as assigned and support team members.

Requirements:

• Diploma/Degree in Quantity Surveying or Facilities Management.
• Minimum 3 years of experience in contract management / procurement in building facilities/ services related.
• Experience in dealing with tender management (e.g. calling tender, tender evaluation, and tender award).
• Candidates with Quantity Surveying background is advantageous.
• Strong understanding of procurement processes and budgeting.
• Team player, organized, detail-oriented, and able to work under tight deadlines.
• Proficient in Microsoft Office; experience with e-sourcing tools like Ariba, Acubuy, and SAP is a plus.
• Good verbal and written communication skills.

Job Responsibilities

• Source, negotiate, and select vendors that meet the company’s quality, price, and delivery requirements
• Review and analyse purchase requisitions and generate purchase orders
• Ensure timely delivery of items and follow up with vendors on outstanding orders
• Coordinate invoice/quality discrepancies with vendors
• Maintain accurate records of purchases, pricing, and other important data into ERP system
• Proactively manage supply risks and impact of disruptors on production such as demand fluctuations, component shortages, logistics issues, supplier issues or other
• Ensure engineering change notes are managed and executed timely with minimal impact to production

Job Requirements

• Min Diploma in Supply Chain Management or Business Administration
• 3+ years of experience in purchasing
• Strong knowledge of purchasing principles and procedures
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and SAP system
• Ability to work under pressure in a fast pace working environment

Responsibilities

• Monitor stock levels and identify purchasing needs
• Search potential vendors
• Track orders and ensure timely delivery
• Update internal database with order details (dates, vendors, quantities, discounts)
• Evaluate offers from vendors and negotiate better prices
• Maintain updated records of invoices and contracts
• Follow-up with suppliers, as needed, to confirm or change orders
• Liaise with suppliers and requesters to ensure all products arrive in good condition
• Raise Purchase orders for approval

Requirements

• Minimum GCE ‘O’ Level with at least 3 years of relevant experience as Procurement Assistant
• Good communication skill and positive working attitude
• Proficient in MS Excel/Outlook
• Hands-on experience with purchasing software
• Team Player
• Diligent and self-motivated
• Able to work on weekends, flexible to work occasional public holidays
• Any other duties as and when assigned by Superior
• Able to start immediately will be an advantage
