Key Responsibilities

Vendor Sourcing

• Support vendor sourcing, price comparison, contract negotiation etc. to meet APAC office requirements on non-production related procurement & services
• Drive year-on-year purchase cost optimization targets
• Establish cost competitiveness gradually by enriching vendor pool and developing strategic partners

Vendor Management

• Monitor key vendors’ performance by standardized KPI tool and timely alert for any KPI target misses, request for root cause analysis and track improvement actions taken by related vendor(s)
• Organize QBR (Quarterly Business Review) with key vendors to go through price & spending, PO status, KPI result, etc topics to engage key vendors on performance improvement

Purchase Operation

• Transfer Purchase Requisitions to Purchase Order in SAP and post PO timely to relevant vendors
• Track & trace PO status to ensure On Time Delivery, raise any issues and conduct root cause analysis
• Monitor material & service quality and work with stakeholders and related vendors for any quality issues

Contract Management

• Monitor contract life cycle closely to ensure each milestone is well achieved to avoid any risks caused by contract expiry
• Proper archival and filing of signed contracts in accordance to Corporate Policy

Internal Customer Management

• Set up productive collaboration mechanism and process to ensure stakeholder requirements are well met
• Determine stakeholder user requirements for more accurate RFQ sourcing and price negotiations

Data Base Management

• Maintain vendor, contract, material & price accurately in relevant system or data base to meet compliance, operation quality regulations

Process Optimization

• Setting SOP for new processes

Qualifications

• Degree / Diploma with major in Supply Chain or other Business-related studies
• Min 2 years of procurement experience, especially for non-production procurement (NPP) (indirect & services)
• Experience in contract drafting and software system management

• Fluency in English and Mandarin is required as the role requires close collaboration with the legal and procurement team in China

Roles & Responsibilities

• Input and establish up to date cost data in procurement related tools and applications.
• To identify and track market trends, new and emerging technologies relevant to data center industry and provide regular updates to the team

About The Role

As a Procurement Executive / Senior Executive in ALPS, you will be based in one of the 27 public healthcare institutions (PHI) in Singapore, you will be responsible for the Procurement and Contract Management services within the PHI. Accountable for the followings, by working with the larger supporting ecosystem such as the Procurement Ariba Taskforce & Ariba Champions, Procurement Supplier/Catalog Enablement Managers / Static Data Administrators, ERP IT, Corporate IT, Vendors (IBM & SAP), Ariba System etc. By leveraging the above mentioned, with or without direct supervisory responsibilities over the staff under this ecosystem - to act as Project Manager and ensure timely and appropriate escalations / call for supports to Procurement Core team / Deputy Director of Ariba Taskforce, Director of Procurement Operations and/ or CPO, as and when necessary.

Project Management

• Ensure regular and timely engagement with Ariba Business and Procurement Champions - keep this group of users (advanced) up to date with the latest changes to Ariba.

System Enhancement

• Design, implement and manage eProcurement system enhancement feedback channels (such as input from KTLO Incident tickets & enhancement feedback from users).
• Collate, track and periodically review feedbacks with larger Procurement Ariba Taskforce. Propose enhancements for potential Change Control Request submission to System Owner.

Process Ownership

• Work with relevant Ariba Taskforce member(s) to continuously identify and streamline processes, shorten purchase operations lifecycle (without sacrificing governance).
• Ensure that responsible Procurement Ariba Taskforce member(s) update Ariba process workflows and user guides.
• Maintain and if necessary, update Ariba user onboarding and offboarding process, working with the relevant teams (eg. Corporate IT, HCM, CTC Ariba Access Management team)

Knowledge Management

• Be the overall "owner" of all Ariba related knowledge / contents of various forms (documents, flowcharts, meeting records / videos etc) residing on shared repositories - Procurement SharePoint & internal TEAMS site, Procurement Intranet etc, by ensuring the respective documents owners review / update their files periodically, if applicable.
• Advocate of document version control - and if necessary, identify and implement folder / file level restrictions.

Systems' Static Data Management

• Work with Ariba Taskforce and Ariba Supplier/Catalog Enablement Mangers / Static Data Administrators to design and maintain the process necessary for static data to be maintained / updated across Ariba and SAP ECC - for the purpose of (1) enabling Catalogs purchases, (2) maintaining static data for change of catalog items / introduction of new catalog items, and if necessary (3) updating of department HOD changes to ensure accurate approval routing.

Reporting

• Support Procurement Data Taskforce & Business Office in co-designing / providing necessary Ariba custom reports, work with IBM and SAP if necessary for any ad-hoc / non out-of-the-box reporting needs.

Store Expansion Strategy

• Develop and execute the store expansion strategy for the Singapore region. Analyze market trends, demographics, and competitor activities to identify potential areas for new store openings.
