Duties & Responsibilities:

• Initiate the subcontractors sourcing, inquiry package issuing, work scope clarification, sub-contractors evaluation & selection, cost negotiation and PO issuance.
• Work scope clarification & confirmation, BQ verification and construction direct & indirect cost estimation.
• Initiate Project’s Kick off meeting with the selected subcontractor and coordinating with selected subcontractors to ensure they are in line with company or project strategies and planning. Discussing and clarifying the detail of scope of work, execution plan, commercial issue and technical issue to minimize potential future conflict.
• Carry out constructability studies, construction activities planning and execution plan for the job.
• Coordinating with all engineering disciplines to ensure design, cost and client’s requirement can be achieved.
• Handling of issued drawings or field change sheet to ensure latest drawings to be applied.
• Work closely with the team member and subcontractor to prepare all the MSRA required for the project.
• Working closely with scheduler, subcontractors and clients to plan ahead and schedule critical work paths in order to avoid delays or obstructions on mechanical completion.
• Day to day management of the site, including supervising and monitoring the work progress, site labour force and any work of subcontractors.
• Overseeing quality control and health and safety matters on site.
• Maintain knowledge on all contract terms and legal requirements for project to avoid any delay in projects.
• Identify and resolve all technical issues in Construction process.
• Liaising with clients and company project team, including attending regular meeting and submitting reports to keep them informed of progress and construction issues.
• Liaising with any vendors, consultant, supervisors, subcontractors and the general workforce involved in the project.
• Assist the COMPANY’s Site In-charge/ Project Manager to monitor and manage the overall construction cost, including subcontractors’ progress billing, construction expenses and cost of variation order.
• Prepare and submit the weekly and monthly progress/construction reports to management.

Education Qualifications & Other Requirements:

• Degree in Mechanical engineering or equivalent.
• Over 3 years’ relevant experience in construction management field.
• Experience in oil and gas or chemical projects.
• Knowledge in construction planning.
• Knowledge and experience in sub-contracting work.
• Proficient in MS Office, MS Powerpoint and schedule reporting.
• Clear awareness of construction management tools and method of execution.
• Familiar with Construction Practices.

Candidates are expected to:-

• Participate in the general planning of maintenance and operations onboard vessel;
• Control the detailed implementation of the general plans in appropriate areas;
• Plan the activities of immediate subordinates and officers under his/her charge;
• Serve as a member of the Management Team onboard vessel;
• Implement safety policies and practices onboard vessels according to the QHSSE policies as defined;
• Perform the role of the Training Officer for any Engineer Cadets/Ratings;
• Deputise for the Chief Engineer when necessary; and
• Appraise the performance of immediate subordinates and Cadets and report to Chief Engineer.

The ideal candidate must:-

• Possess a Certificate of Competency (Marine Engineer Officer Class II); and
• Possess at least 3 years of experience as a Second Engineer Officer onboard a container vessel.

The ideal candidates will possess extensive knowledge of power plant systems and operations, along with strong communication skills to work with the project team. This role is crucial for ensuring that all plant engineering tasks are executed correctly.

Key Responsibilities:

• Supports the engineering team at site to ensure that all technical engineering deliverables are completed on time and on budget.
• Bridging all technical communication between site stakeholders and engineering team.
• To provide technical advice and resolve / troubleshoot technical issues at site.
• Site engineers collaborate with project managers, site supervisors, engineering team, and other stakeholders for coordination.

Desired Characteristics:

• Strong technology knowledge on electrical equipment and requirements to assist the site team - equipment listed below.
• Familiarity with Singapore standards for power plant (at least 30MW size) installation and commissioning, specifically for voltage ranges from 0.4kV to 66kV.
• Capability to address inquiries related to installation and commissioning matters, including technical clarification and documentation work.
• Strong communication skills. Ability to be the main liaison between multiple stakeholders.
• Prior experience in installation and commissioning in power plant projects

In this role, you will support the site energy sustainability program and introduce good energy management practices to improve energy efficiency and reduce environmental impact. The program shall be in alignment with the global energy conservation program and Singapore Energy Act. Support site to analyze energy efficiency opportunities, leverage expertise and manage projects to implement improvements.

Besides, you will support Engineering Services to meet profit plan targets, optimize cost effectiveness, and lower utility operation in accordance with cGMP and Safety guidelines, with emphasis on reliable and stable operation.

WHAT YOU WILL DO:

Cost Transformation and Energy Management

● Support cost transformation for utilities program. Will be the project owner, ensuring projects are implemented on schedule, validated in accordance to commitment and accuracy of reports. Conduct analysis; identify risks and proposal for mitigation and to report out to the governance committee.

● Support the site energy efficiency program and introduce good energy management practices to improve energy efficiency and reduce environmental impact. The program shall be in alignment with the global energy conservation program and Singapore Energy Act. Support site to analyze energy efficiency opportunities, leverage expertise and drive projects to implement improvements.

● Support the site energy conservation program with all stakeholders to ensure site wide consistency in energy awareness, energy conservation and active participation in our site energy conservation program

● Support the computerized energy monitoring system for the site to drive efficiency and sustainability

● Support the development of annual and long-term strategic energy capital projects to ensure continuous energy efficiency improvement and energy conservation sustainability, in alignment with the site’s energy policies.

● Provide expertise in conducting energy audit, evaluating options and providing solutions

● Promote energy efficiency program for the company to ensure high level of awareness by all employees in energy usage and energy efficiency in equipment operation

● Network with the energy subject matter experts from other sites, the Global Energy Team, other Pharma Energy Improvement team and the government to recommend proven or new energy savings program and initiatives and continuously seek new energy conservation technologies with subject matter experts

● Monitor and analyze key performance indices and take mitigation actions to ensure objectives are met and where appropriate to escalate

Engineering Services Support

● Coordinate with GES on site process engineering design, construction and equipment validation activities when appropriate

● Supports Energy Lead – Engineering to develop Profit Plan forecast, execute activities to meet production, cost effectiveness, and cost reduction targets

● Any other tasks as and when assigned by Energy Lead

Management of Maintenance, Utilities & Facilities

● Support utility / process / system energy efficiency program – compilation of data, analysis of data and recommendation to stakeholders to reduce wastage or find alternative energy efficient methodology

● Collaborate with maintenance and utilities managers to ensure all equipment have an effective PM or predictive program to ensure all equipment are in high energy efficiency operations

● Support the development of system and program to track energy conservation projects, cost savings from new initiatives and prepare stretch goal for each year to reduce cost of energy for the site

● Prepare utility budgets, monitor actual billing spending and track energy conservation projects against this budget. Analyze and report out risk and mitigation plans.

● Coordinate the implementation of energy projects with utilities operation with least impact to manufacturing

Management of Capital Plans & Projects

● Recommend energy efficient process, system or proven equipment to Project Engineers in their capital planning process or in their capital procurement plan

● Coordinate and update global energy project planning system to maintain a good energy conservation pipeline for each year and over a 3-5 years period to ensure energy sustainability and reducing site energy consumption levels

● Ensure projects are timely, on budget and completed in compliance to safety and quality

● Due to diversity of the site and the complexity of projects, priority of projects and changes of priority affects the planning process. This position is frequently required to take appropriate decisions and actions to engage stake holders from peer level or next level managers for resolution. For the energy reduction role, he is to analyze, develop projects, prioritize and plan for the resources to complete the projects.

The Project Engineer for the project will be responsible for managing and overseeing the technical aspects of the offshore substation engineering, procurement, construction, transport & installation, and commissioning processes. This role involves ensuring that all engineering activities are conducted in accordance with project specifications, timelines, budgets, and quality standards. The Project Engineer will work closely with the engineering, construction, and commissioning teams to ensure the successful execution of the offshore substation project.

DUTIES & RESPONSIBILITIES

Engineering and Technical Support:

• Coordinate and oversee the detailed design activities for the offshore substation, ensuring compliance with Employer Requirement, industry standards (e.g., IEC, DNV, ISO), and safety regulations.
• Support performing engineering calculations, simulations, and assessments to verify the integrity of designs and ensure that all technical requirements (e.g., electrical, mechanical, structural) are met.
• Provide technical support to the project team during design, procurement, construction, and commissioning phases. Address any technical queries and assist with resolving complex engineering challenges.
• Participate in design reviews and workshops with the engineering team, ensuring that designs are optimized for cost, schedule, and performance.

Procurement, Supplier & Subcontractor Management:

• Work closely with the procurement team to define technical specifications for equipment, materials, and systems required for the offshore substation. Ensure that procurement activities align with engineering requirements.
• Liaise with suppliers and subcontractors to ensure the timely delivery of materials and equipment. Participate in supplier selection and manage technical discussions and clarifications.

Construction and Transport & Installation Oversight:

• Coordinate with the construction team to ensure that the offshore substation is constructed according to design specifications. Supervise the installation of electrical, mechanical, and structural components of the substation.
• Monitor the quality of materials, workmanship, and installations. Ensure all activities adhere to the project’s quality management system (QMS) and relevant standards.
• Liaise with the offshore construction team to provide technical support, ensuring that engineering issues are promptly addressed and resolved. Act as the primary focal point for any technical challenges during construction and T&I stage.
• Track the progress of construction and transport & installation activities, ensuring they are completed on schedule. Provide regular updates to the Project Manager regarding the status of engineering tasks.

Safety, Health, and Environmental (SHE) Compliance:

• Ensure that all engineering and construction activities adhere to the project's health, safety, and environmental (HSE) policies and regulations. Support in conducting safety audits and risk assessments where applicable.
• Identify potential risks associated with engineering tasks, including offshore conditions, and work with the project team to develop strategies to mitigate these risks.

Commissioning & Handover:

• Provide technical support during the post-commissioning phase to address any issues that arise and ensure the substation operates efficiently.
• Collaborate with the commissioning team to ensure the offshore substation is tested and commissioned successfully. Provide technical support during system tests, including electrical, mechanical, and communication systems.
• Ensure all technical documentation, including design calculations, test reports, commissioning results, and as-built drawings, is accurately recorded and handed over to the Employer.

Reporting & Documentation:

• Prepare and deliver regular technical reports to the Project Manager and senior management, outlining the status of engineering tasks, challenges, and any risks, being incorporated in Project Report.
• Maintain accurate and up-to-date technical documentation, including design changes, specifications, test results, and approvals. Ensure all documents are in compliance with project management processes and procedures.

Coordination & Communication:

• Work closely with other disciplines (electrical, mechanical, structural, etc.) to ensure that the design, construction, and commissioning of the projects are well integrated.
• Maintain clear communication with Employer, subcontractors, suppliers, and other stakeholders. Liaise with project team in providing technical explanations and in resolving any issues that arise during the project lifecycle.

REQUIREMENTS

Education

• Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or a related field. A Master’s degree is a plus.

Experience

• Minimum 5-8 years of experience in project engineering, with at least 3 years in offshore energy projects (e.g., offshore substations, offshore wind, or oil & gas industry).
• Experience with electrical, mechanical, and civil engineering aspects of offshore substations is highly desirable.
• Experience in project coordination and the ability to manage technical tasks within a multidisciplinary team.

Qualifications

• Strong understanding of offshore substation systems, including electrical distribution, power transformers, switchgear, protection systems, and control systems.
• Familiarity with the design, procurement, construction, and commissioning phases of offshore substation projects.
• Knowledge of relevant codes and standards (e.g., IEC, DNV, ISO, and offshore standards).
