Basic Purpose/ Accountabilities:

Reporting to the Loss Control Managr, the Loss Control Specialist position will be involved in identifying and seeking Loss Control improvements and solutions to minimize operational risk exposure to Phillips 66, to ensure delivery of high-quality products, with minimum quantity losses, throughout the supply chain.

Primary Responsibilities:

• Select, instruct and monitor independent inspection companies to ensure that correct cargo transfer procedures and measurement standards are deployed.
• Investigate quantity and quality issues and claims against Phillips 66 with a view to prevent recurrence and maximize recovery of claims through identifying and recovering loss claims against Suppliers & Shippers.
• Investigate measurement and quality issues relating to custody transfer movements.
• Provide onsite physical attendance for Phillips 66 core leased storage facilities in Singapore & other Asia locations to mitigate waterborne quantity losses of shipments.
• Facilitate field attendance with internal stakeholders in Phillips 66.
• Carry out audits through onsite office and field monitoring of independent inspection companies to ensure safe cargo custody, transfer procedures and industry measurement standards are adopted and met.
• Carry out audits on Phillips 66 leased storage facilities in Singapore and other Asia locations to ensure accepted Industry and Phillips 66 operational requirements and standards are met.
• Identify and drive Loss Control improvements that lead to reductions in company costs.
• Provide technical and marine expertise to Operations, Trading and Chartering counterparts in Singapore office and other Phillips 66 affiliates.
• Prepare, issue and maintain Loss Control Procedures.
• Ensure knowledge of loss control techniques is maintained through networking and formal organisations such as the Energy Institute and the American Petroleum Institute.
• Provide metrics to show the value of the function and identify areas for investigation and corrective action.
• Provide 24-hours operational support where necessary.

Basic/ Required Qualifications:

• Higher technical education qualifications with preferably terminal operations and cargo/marine surveying background knowledge or experience

The Wealth Control Analyst is accountable for management of complex/critical/large professional disciplinary areas. The Wealth Control team fosters a culture of control and customer centricity and accountability by leading efforts to identify, anticipate and mitigate regulatory, reputational, and operational risks. This role is responsible for supporting the business in the MCA Program through implementation of effective control design and monitoring strategies to create a robust, comprehensive, and sustainable risk and controls management and monitoring framework. You will also be performing business self-assessment testing on controls over various Wealth Sales and Distribution activities.

You will also collaborate with Regional and Country MCA coordinators and business process owners and support the identification, design, documentation and assessment of the quality of suites of Key Controls, Monitoring/Assessment mechanisms to mitigate significant operational risk types for Country Consumer.

Key responsibilities

• Serve as MCA Coordinator for the Wealth Sales and Distribution Assessment Unit (AU) and support on MCA activities for other relevant AUs.
• Perform regular MCA testing and review on Controls Monitoring steps relating to Wealth Sales and Distribution activities.
• Work with SMEs to monitor and track embedding Key Automated Application Controls (KAACs), Regulatory Mandatory Addendum (RMA) and Digital Monitoring Tools (DMTs) within MCA.
• Track timely completion of key MCA activities by testers for the relevant AUs.

• Assist in identifying automation opportunities from MCA data via data analytics and drive the execution of automation for controls and monitoring and embedding them into MCA.
• Where appropriate, assist with the development of thematic testing/assessment of Key Control suites based on Standard MCA Profile (SMP) and Enterprise MCA Profile (EMP) content.

Qualifications:

• 5-10 years of relevant experience with strong strategic, analytical and project management skills
• Experience in Risk & Control or audit/advisory in a large financial institution or professional services firm.
• Experience using risk and control systems (i.e. CitiRisk and Controls)
• Strong understanding of Retail/Wealth Management/Insurance products
