JOB DESCRIPTIONS:

• Prepare project tender submission including bills of quantities, check tender drawing, material specifications, prepare and submit the P&S plan, shop drawing, & other required documents;

REQUIREMENTS:

• Minimum Degree and above in Civil Engineering/Mechanical Engineering or equivalent.
• 1-2 years of working experience in QS or related construction field

• Proficiency in AutoCAD

The Senior Quantity Surveyor is responsible, but not limited to, the following:

• Obtain quotations, liaise, and negotiate with sub-contractors and suppliers.
• Liaising with Project Team / Consultant / Client / Sub-contractors to perform QS works intendedly.
• Check the main contract document to advise and minimize the main contract risk.
• Provide SOR/Cost Estimation when required.
• Procurement sub-contractors / suppliers/specialists, follow up & Formalisation Agreement promptly

Scope of Work for Junior Quantity Surveyor

1. Cost Estimation and Budgeting

• Assist in preparing detailed cost estimates for construction projects, including materials, labor, and equipment.
• Support the preparation of project budgets and financial forecasts.
• Analyze project specifications and drawings to identify potential cost impacts.

2. Tendering and Procurement

• Assist in preparing tender documents, including bills of quantities (BOQ) and pricing schedules.

3. Contract Administration

• Take measurements from drawings and on-site for preparing BOQs and payment applications.

5. Cost Monitoring and Control

• Monitor and report on project costs to ensure alignment with the approved budget.
• Assist in identifying and managing cost risks throughout the project lifecycle.
• Provide regular cost updates to the project management team.

6. Financial Reporting

• Prepare periodic financial reports, including cost-value reconciliation (CVR) and cash flow forecasts.
• Maintain detailed records of project expenditures and income.
• Assist in preparing final accounts for projects.

7. Change Management

• Assist in assessing the financial impact of design changes and site instructions.
• Prepare documentation and pricing for variation orders.
• Help resolve disputes related to cost changes with contractors or clients.

8. Site Support

• Conduct site visits to verify completed work and ensure alignment with project plans.
• Assist in maintaining accurate site records for measurements and variations.
• Liaise with site engineers and supervisors to ensure cost and quality compliance.

9. Compliance and Quality Assurance

• Ensure all cost-related activities comply with company policies, procedures, and industry standards.
• Maintain up-to-date knowledge of construction costs, contracts, and market trends.
• Support in preparing reports for audits and compliance checks.

10. Professional Development

• Attend training sessions, workshops, and seminars to enhance technical skills and knowledge.
• Stay updated on the latest quantity surveying techniques, tools, and industry regulations.
• Actively seek guidance from senior quantity surveyors to improve expertise and accuracy in work.

• Monitoring / scrutinising of weekly costs and productivities, and reporting on same. 
• Highlighting areas of concern / loss on any part of the contract. 

• Compiling the variation log and signing off on variations with Client Project Q.S. 

Roles & Responsibilities

• Responsible for estimating the costs of materials, labour, and equipment required for complex and multiple construction projects /tenders.
• Assigned as team members on tender/ project basis to support the procurement process which includes but is not limited to:

· Liaising with internal stakeholders to obtain procurement-related documentation,

· Coordinate with internal stakeholders to understand the procurement needs and support as necessary,

· Establish scope of works and demarcation for respective trades,

· Develop tender documents, budgets and bills of quantities,

· Take off quantity for tenders/ projects,

· Support in vendor clarification or queries for scope of works and demarcation,

· Support to review vendor submissions to ensure submissions are compliant to scope of works/demarcation established,

· Assess and analyse vendor submissions to identify scope/measurement gaps,

· Support Procurement Team in the selection, assessment and recommendation to internal stakeholders for shortlist and/or Tender Committee Team for award,

· Support Procurement Team in the negotiation with vendors for most competitive cost and terms and conditions favourable to the company, (Negotiations should reflect strategic thinking and thorough analysis of costs and conditions)

· Maintain procurement-related documentation in a consistent and prompt manner in Sharepoint/Autodesk and according to ISO standards.

• Support the Change order process which includes identifying valid variations to claim and for claim, quantity take-off, scrutinize, analyse material and labour costs, providing cost estimates and managing cost information.
• Support in overseeing the management and control of project budgets.
• Provide comprehensive cost reports and analysis to management and stakeholders.
• Identify, assess and mitigate financial risks associated with tenders/projects.
• Be versed in Contract administration, ensuring compliance with terms and conditions.
• Mentor team of quantity surveyors, providing guidance and support.
• Source for quotations from specialists, suppliers and sub-contractors selectively.
• Gather and input cost data in procurement related tools and applications.
• Source the market for new vendor and support vendor pre-qualification process, registration process according to ISO standards.
• Support in vendor management database by providing new updates from existing vendor if any.
• Manage relationships with organisational network and external vendors to facilitate a transparent and efficient work process.
• Be open and support the use of technologies and electronic tools in procurement, vendor and cost management platforms.
• Contribute to ongoing records and information review to determine the effectiveness of work processes and procedures.

• Diploma in Mechanical/Electrical Engineering or Quantity Surveying or equivalent with at least 4 years in the field of quantity surveying, construction cost management, delivery of construction projects or eqv,

Or,

• Minimum 5 years working experience in quantity surveying, construction engineering or related field.
