RESPONSIBILITIES (E.g. Job Scope) :

· Assist and support the Contracts Manager in contract / commercial administration including measurement and sourcing, purchasing, procurement, progress payment certification and/or variation order.

· To support and work with operation team to manage the subcontractors/suppliers to ensure site activities are on schedule and prompt payment to subcontractors/suppliers.

REQUIREMENT:

· Educational Level and the field of study: Tertiary Education in Quantity Surveying fields

· Type of experience required: Measurement, sourcing of suppliers, quotations.

· Amount of experience: 2 years related experience in building or civil engineering. Relevant tender work experience would be considered too.

• Prepare cost estimation, endorse, and ensure all costing by any contractor is properly checked and endorsed
• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of each financial year arising from maintenance charges and other charges to provide appropriate contingencies
• Prepare and recommend monthly or progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submissions to the Authority for payment including all substantiations in accordance to the conditions of contract of the respective term contractors’ contract.
• Evaluate and carry out joint measurement with Contractors on their claims for the Purchase Order/ Works Order (including Bills of Items of works) and endorse that they are prepared and computed correctly in accordance with the maintenance term contracts, Contract Price and Option Price
• Assess and recommend claims submitted by term contractors to ensure that the claims submitted are in accordance to the contract provisions and rates used are in accordance to the Schedule of Rates or Fixed Schedule of Rates
• Administer the term contract works to be carried out by Contractors, including advising the Authority on Contractors' claims and verifying 'star-rate' quotations on behalf of the Authority; check, vet and recommend the 'star-rate items' submitted by the Contractors, before the start of works, are reasonable and in accordance with fair market prices for the Authority's acceptance; collate all statistical returns, vet guarantees and warranties; finalise the Purchase Order/ Works Order amount, etc;
• Check, verify and confirm Contractors' invoices to ensure that the invoices tally with Purchase Order/ Works Order/ Endorsed Quotation, where applicable
• Compile all payment claims, interim certificates, Purchase Order/ Works Order (including Bills of Items of works) and invoices and ensure timely submission to the Authority for payment
• Review and prepare specifications, evaluate, and recommend tender submissions and carry out contract documentation as described in the Requirement Specifications. There are demand aggregated contracts for specialist systems and common services across PA and all districts. As such, the Managing Agent awarded shall be responsible to prepare tender documents, evaluate and award the tenders for this demand aggregated specialist systems and common services
• Prepare the tender documents, evaluate and award the tenders for demand aggregated specialist contracts within a single Community Centre/Club/Building but cuts across all districts, even if the specialist systems are located in other districts
• Evaluate, verify and recommend that "star rate items" submitted by Contractors, before the start of works, are reasonable and in accordance with fair market prices for the Authority's acceptance. To collate all statistical returns, vet guarantees and warranties; finalise Purchase Order/Works Order amount, etc.
• Prepare and recommend final payment to work done by term Contractors
• Obtain and monitor the Performance Bonds,Bankers Guarantees and any other forms of insurances
• Draft and prepare any form of period and non-period contract which is required by the Authority to carry out works related to Community Centre/Club/Building or other PA properties facilities for the

About You:

• Possess relevant tertiary related Degree in Quantity Surveying in recognised by Singapore Institute of Surveyors & Valuers (SISV)

The Quantity Surveyor reports to the Senior Quantity Surveyor and assists in all costs and contractual issues in Main Contract as well as Sub-Contracts connected to the project.

• Previous experience of delivering projects with an understanding of challengers faced in terms of skill in time, cost and quality control and how to overcome them and exceed expectations
• Knowledge in MS Office including Microsoft Project, Excel, Word and Power Point
• Able to communicate in English and Mandarin is a must (To liaise with Mandarin speaking associates)

We are a well-established construction company with an enviable track record in major civil engineering and building works. To meet our continuing growth, we require suitably qualified candidates for the following position:

Responsibilities:

• Prepare tender and contract documents, including bills of quantities

• Able to do cost estimation independently and accurately

• Taking off quantity for tender

• Final account preparation

• Monthly progress claim

• Certification of sub-contract works

• Liaise with clients, architects, engineers, surveyors and sub-contractors

• All other related works

Requirements:

• Degree / Diploma in Quantity Surveying / Building or equivalent from a recognized University

• Min 2 - 4 years’ relevant experience

• Good working knowledge in Residential projects, Building & M & E

• Good knowledge of local rules and regulations

• Able to handle take-off, tender etc

• Only Singaporeans and PR

Salary: $3200 - $4800

Work Day: Mon-Fri | 8.30am - 5.30pm

Job Description

• Review and interpret all relevant drawings, specifications and reports;
• Handle full scope of Quantity Surveyor duties which includes material take-off and variations i.e. Structural works; Piping works; Electrical and Instrumental works; Mechanical and Equipment works; Painting works
• Able to understand the Project contract documents and inform and assist site team for the cost estimate for any additional works
• Prepare the commercial tenders, including material take-off, preparation of BQs and technical queries
• Analyse tender pricing and prepare contractors’ bill of quantities
• Manage all related stakeholder liaison activities with a range of interested parties i.e. contractors, subcontractors, consultants and authorities on the project including but not limited to Contracts & Legal Department, Engineering Department and External Consultants;
• Prepare monthly progress claims to client
• Manage project timeline and cost
• Monitoring progress claims and payments, sub-contractors payment, certification, VO submission and final accounts
• Assist in the settlement of final accounts with client, suppliers and subcontractors
• Any other ad-hoc tasks assigned by Superior.

Requirement:

• At least Diploma in Quantity Surveying or Building/Construction/Civil Engineering
• Minimum 2 years relevant working experiences in local construction industry
