Job Description:
• Perform various Contracts and QS works, including pre-and-post-contract administration, timely processing of progress claims, final accounts, tendering and negotiating for new jobs.
• Assist in architectural co-ordination works that include preparation of floor layout drawings, door schedule and shop drawings.
• Assist in negotiation for prices with major suppliers. Award of supply contracts and sales agreements.
• Liaising with clients, principals, main-contractors, consultants on all Contract and QS related issues.
• Analyze and control costs and propose budgets.
• Assist in other business activities as and when assigned.

Requirements:
• Candidate must possess at least Diploma/Advanced/Higher/Graduate Diploma, Bachelor's Degree/Post Graduate Diploma/Professional Degree in Quantity Survey or equivalent.
• At least 2 to 3 Year(s) of working experience in the related field is required for this position.
• Proficient in Contract Management.
• Highly proficient in Excel.

• Carry out quantities taking off and checking during tendering
• Evaluate of quotation and costing summary for approval prior tender submission
• Prepare project cash flow statement
• Prepare and finalization of subcontract document (incorporate all contract and technical requirements)
• Assist SPM/PM with the negotiation and award of sub-contracts
• Ensure submission of bonds/warranties from sub-contractors
• Prepare payment claims and provide substantiation for VO for valuation
• Track payments and dealines
• Prepare monthly payment certificate, check invoices against delivery order
• Prepare of monthly report (Contractual Matter), including update and maintain records for Architect Instructions, Variations Orders, Sub-Contractor approval lists
• Prepare report cost summary
• Update and file of material price list for each project
• Evaluate sub-contractor’s / performance with the project team
• Update sub-contractor and supplier for each project
• Obtain Customer’s feedback

Responsibilities:

• Prepares bill of quantities for tendering of subcontract packages including sourcing out of subcontractors/suppliers
• Handles contract negotiations with subcontractors/suppliers and prepares subcontract agreement
• Handles cost monitoring, adherence to contract specifications and drawings
• Prepares payment certificates of subcontractor
• Evaluate and negotiate revisions, changes and additions to contractual agreement with subcontractors
• Prepares variation orders and reconciles with the client’s quantity surveyors in accordance to the contract agreement
• Prepares monthly progress claim to client and assists in preparation of cashflow forecast for submission to client
• Coordinates changes in plans with design team and reviews the potential variation claims to client

Requirements:

• Minimum 10 years of experience in quantity surveying work of rail or civil engineering projects with Degree in Quantity Surveying, Civil Engineering or equivalent.
• Knowledge in LTA project (incl. MRT/Viaduct) as well as construction market circumstance. Familiar with LTA contract i.e., Public Sector Standard Conditions of Contract (PSSCOC).
• Meticulous, analytical with excellent problem-solving skills, proactive, good team player & able to meet tight deadlines. Proven abilities in contract negotiation, administration and variations
• Strong communication skills and ability to work effectively in a team. Able to commence work with short notice.
