Senior Quantity Surveyor, Tender & Contract
(Civil Projects)
Primary Objective
Ability to sources for all the cost estimated for the construction projects and prepares quotations and tenders for projects.
Providing support in the procurement administration of the project and manage project budgeting, controlling of cash flow and cost, processing of claims, contract payment and settlement of final accounts as well as maintaining proper documentation.
Manages a small team of junior Quantity Surveyors.
Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. Liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims and any additional payments.
Key Activities
· Monitor the progress claims and issuance of payment response. Manage project budget with various stake holders to ensure efficient and timely assignment and submissions.
· Assess the degree of hazards and risks to ensure workplace safety is maintained.
· Communicate with the management, contractors and sub-contractors on the adjustments to cost estimates to facilitate smooth transition of information.
· Conduct the negotiations during the course of the project in order to ensure issues are resolved.
· Control project scope to meet project objectives to enhance project deliverables and key work activities.
· Monitor project costs to ensure the objectives of the project are achieved in accordance to building contract law.
· Oversee and ensure compliance with standards.
· Prepare cost analysis and form cost reduction strategies to ensure the overall value is enhanced for the project.
· Prepare tender and contract documents in accordance to the building and construction regulations.
· Provide advice on contractual claims so that the project scope is managed.
· Assist the team on quantity take offs, estimation, prepare tender submission, cost planning, sourcing sub-contractors, forecast budgeting, variation orders, final accounts
· Preparation of list of prequalified bidders for comparison, cost analysis, negotiations and awarding of sub-contractors· Preparation of tender submissions, when required
· Preparation and Issuance of Contracts to Sub-Contractors and Suppliers
· Preparation of Monthly Progress Claim to Client and Sub-Contractors/Suppliers
· Preparation for Payment Response to sub- contractor and suppliers
· Monitoring and follow-up on the payment response from client until receipt and submission of invoice to client
· Monitoring and submission of monthly Cash Flow and analysis
· Manage team of Junior Quantity Surveyors
· Actively seek to improve processes and procedures. Have a good understanding of the processes and procedure
Job Requirement
Degree in Construction Management, Quantity Surveying, or related qualifications with experiences in the construction industry.
Minimum 5 years of experiences in civil engineering projects.
Demonstrate a good knowledge of monthly reporting and earned value analysis
Excellent team player whilst also holding the ability to work independently on own initiative
Excellent time management skills, with ability to work to tight deadlines.
Strong follow up & analytics skills
Ability to encourage and support junior members
