Job Description:

Planning & Control:

1. Primary responsibility involves supporting the Project Manager in coordinating project activities, including planning, directing, organizing work and scheduling.

• Evaluating quotations & having meetings with sub-contractors to ensure that there are no scope gaps and the cost fit within the budget, finalising the best quotation with the Commercial Manager and prepare the order for approval.
• Monitoring project cash flow against the forecast, with view to ensuring the project is always cash positive.
• Own and administer works packages delegated by project manager to final account, inclusive of monthly payment, dealing with variations and all matters pertaining to administering their subcontract correctly.
• Assist in change management, inclusive of the valuation of variations, quoting Request for Proposal (RFP)’s, issuing the respective notices, up and downstream, all within the timelines of the main contract.
• Assist commercial lead in all required commercial monthly reporting both internally and to the client.
• Always look to improve margin, and suggest ways to do so to project lead and assist in techniques employed.
• Assist in administering the Main Contract, ensuring contract terms are understood and dealt with accordingly.
• Assist in maintaining project margin in line with commercial strategy.
• Assist in the preparation of the external valuation,
• Assist in maintaining control of project documents including drawings and records.
• Attend Project Meetings as required by project manager.

Completion & Post Completion

• Assist in the agreement of the final account with clients and trade contractors within stipulated benchmark and timelines.
• Assist in ensuring project is closed out including applying for certificate of release of retention, upon making good defects by Construction Department.
• Monitor retention releases for trade contractors.
• Attend project post mortems.
• Attend to the additional works required by the client after completion.
• Liaison with Project Manager on trade contractors defects and contra charges (if any)

Responsibilities

- Set up QS & contracts project and develop team members across South East Asia- Singapore, Thailand, Malaysia and Vietnam.

- Contract Management

- Assist the Director in all matters relating to the QS /Contract department

- Lead the QS department through all stages: design, tender, construction, completion, including post-award management of Contractors.

- Writing contractual letters, creating claims for the variation orders, EoT, and Loss & Expense Check the submission by quantity surveyor on tender documents and provide guidance

- Verify all contractual correspondences related to the project and work in conjunction with project management team to ensure compliance.

- Sourcing of sub-contractors and Pricing Negotiation with Sub-Contractors

- Monitoring and keeping track of project cost as per planned schedule and budget. Work closely with project team on submissions by to external consultants on contract administration matters, such as assessing contractors' claims for progress claim, variation works, and extension of time and final account and handling of contractual disputes for variation works, progress claim and cost control where arise.

- Managing claim registry, settling disagreements with the suppliers, consultants, subcontractors and clients.

- Ensuring clients receive notice of claim on a timely manner.

- Finalisation of Project Accounts with Client and Sub-Contractors. Measure and determine amount of work done at stage in order to evaluate Variation, contractual and Progress Claims from Sub-Contractors.

- Monitor the Issuing of work orders , Purchase order and payment

Requirements

- Possess Degree in Quantity Surveying/Building/Architectural or Equivalent discipline preferred.

- Possess Basic Knowledge of SIA COC and PSSCOC

- Meticulous and responsible

- Able to work long hours & meet project deadline with minimal supervision.

- Minimum 8 years of working experience

- A Team Player with Good Working Attitude

- Ability to speak Mandarin will be of advantage

- Experience in interior fit out works in South East Asia especially Singapore, Malaysia and Thailand will be advantage

Job Description:

Responsibilities

• Oversee projects from inception to completion, ensuring work is completed on time and within budget.
• Formulation of procurement strategy, preparation of tender documentation, preparation of cost reports and cost plans, administration of the tender process, evaluation of tenders, and submission of tender recommendation reports.
• Review variation request orders, assess the associated variation costs, monthly financial report, process progress payment, and final account.
• To work closely with the Project Team providing cost and financial advice as well as contractual support and advice during pre-, construction and post-construction stages.

Requirements

• Recognised Degree in Quantity Surveying with relevant working experience in the Construction industry.
• Essentially possess 1 year of working experience in a cost consultancy/contracts management environment.
• Strong technical background with sound knowledge of pre and post-contract duties.
• Good working knowledge of forms/conditions of contract.
• Good working knowledge of standard forms of measurement, CEMS, SMM or equivalent
• Membership with SISV, RICS or/and AIQS is preferred.
• Able to work independently and be a good team player as well.
• Possess excellent people skills with the ability to integrate within a multi-disciplinary team and communicate with external consultants and clients.
