In this role, you will play a critical role in managing and executing various aspects of M&E projects from initiation to completion.

RESPONSIBILITIES

Responsibilities include but not limited to:

· Taking off quantities, pricing and preparation of tender submission

· Prepare Bills of Quantity

· Source for sub-contractors and suppliers, evaluation of price comparison and costing summary

· Analyze project specifications to recommend cost-saving measures

· Assist Project Team for Variation Works, Progress Claim and Cost Control

· Monitor and keep track of project cost as per planned schedule and budget

· Measure and determine amount of work done at stages to evaluate progress and contractual claims by sub-contractors

REQUIREMENTS

Roles & Responsibilities

Key Responsibilities:

• Cost Estimation & Budgeting: Prepare accurate cost estimates for projects, ensuring budget adherence from planning to completion.
• Contract Management: Manage and review contracts, amendments, and variations to ensure compliance with public sector guidelines and regulatory frameworks.
• Tendering & Procurement: Assist in the preparation and evaluation of tender documents, including bill of quantities, project specifications, and procurement strategies.
• Cost Control & Monitoring: Track project expenditures and financial performance, providing regular cost reports and forecasts to ensure projects stay within financial targets.
• Progress Claims & Payment Applications: Prepare and submit progress claims for work completed, ensuring they align with contractual terms. This includes the accurate submission of invoices for interim payments and verification of work completed on-site.
• Variation Claims: Identify and assess changes in the project scope that result in variation claims, preparing and submitting claim requests to clients or contractors based on agreed-upon terms. This also involves reviewing and assessing variation claims from subcontractors or suppliers, ensuring that costs are justified and compliant with the contract.
• Final Account Settlements: Prepare and submit final accounts for completed projects, ensuring all costs, variations, and claims are accurately documented and reconciled. This involves both managing the final account submission to the client or main contractor and reviewing and agreeing on the final account with subcontractors and suppliers.
• Risk & Cost Management: Identify potential financial risks and track the project budget based on the programme of works, providing regular updates and forecasts. Highlight any budget deviations or issues to the project management team, ensuring timely intervention to keep the project within financial targets.
• Measurement & Documentation: Accurately measure and value the work performed on-site, ensuring proper documentation is maintained for claims and final account settlement.
• Stakeholder Management: Collaborate with clients, contractors, suppliers, and internal teams to resolve any financial or contractual issues and ensure effective communication across all project phases.
• Compliance & Quality Assurance: Ensure compliance with local regulations and industry standards, especially the Security of Payment Act (SOPA). Manage payment claims, certifications, and subcontractor claims, ensuring timely submissions and proper documentation to meet contractual and legal requirements.

Qualifications & Requirements:

• Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, or related discipline. Membership with a recognized professional body (e.g., RICS, SISV) is advantageous.
• Experience: Minimum 3-5 years of relevant experience in Quantity Surveying. Prior experience working on public utilities or environmental infrastructure projects, particularly in water treatment plants, sewage systems, or waste management facilities, would be a plus.
• Technical Skills: Proficiency in invoice submission software, MS Office, knowledge of contract law, and familiarity with Security of Payment Act (SOPA), and contract forms such as PSSCOC, REDAS or SIA.
• Communication: Excellent verbal and written communication skills with the ability to liaise effectively with stakeholders at all levels.
• Analytical Skills: Strong analytical and problem-solving skills with a keen attention to detail.

Job Scope

• Prepare technical proposals and cost estimates for project tenders.
• Assist with technical and costing issues during the tender process.
• Identify execution and technical risks, working with relevant personnel to develop mitigation strategies.
• Develop, review, and monitor compliance with tender and contract policies and guidelines, following industry best practices.
• Ensure all estimates are competitive.
• Provide input on bid proposals and conduct win/loss analyses.
• Perform other tasks as assigned.

Job Requirements

RESPONSIBILITIES (E.g. Job Scope) :

Senior Quantity Surveyor to assist and support Project Director (PD) and Contract Manager (CM) on cost and contractual issues, e.g.: -

· Procurement including quantities take-off, compilation of relevant Specifications and Requirements, drafting the work matrix, sourcing quotations, cost comparison, procurement assessment and recommendation to management for approval.

· To administrate and deal with sub-contractor or supplier, including preparing subcontract document (based on the approved template), progress payment evaluation, assessing variation orders, final account etc.

·.To assist PD and CM preparing Main Contract progress claim, variation order and claim justification.

REQUIREMENT (E.g. Qualifications, Certifications, Experience) :

· Educational Level and the field of study: _Tertiary Education in Quantity Surveying fields

· Type of experience required: experience in infrastructure or underground tunnelling projects

· Amount of experience: 8 years related experience in civil engineering or infrastructure projects. Related tender work experience would be considered too.
