Description of Division

You will be part of the Regional Team under Service Management Division of KidSTART Singapore Limited (KSL) to oversee the effective implementation of KidSTART programmes in each regional cluster or across the various regional cluster(s), oversee service management and audits of KidSTART Agencies (KSAs), funded healthcare partners and manage relationships of cross-regional partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals, who are part of the KidSTART eco-system of delivery and ensure alignment with KidSTART Service Model and overall KSL strategy.

Key Responsibilities

1. Service Development

a. Assist and support the Regional Head in the design, planning and delivery of service development initiatives (such as annual workplans and budgets, Service Standards Requirements, operational dashboard & data analysis).

b. Support the development of engagement strategies with preschool chains and centres, including the development of collaboration protocols and attendance tracking system.

c. Review and enhance the collaboration framework between KSL and KSAs as the main KSA liaison officer.

2. Service Management (KSL and Funded Partners)

a. Assist and support the Regional Head to carry out regular contract management and programme monitoring of KSL teams and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables.

b. Conduct data verification and onsite assurance in accordance with service standards requirements.

c. Monitor manpower recruitment and training of KSPs and KSA staff to ensure capacity and capability in service delivery.

d. Perform main liaison role between KSL, ComLink+ and KSAs to support the KidSTART-ComLink+ integration.

e. Supervise incident reporting, incident management, and investigation to ensure appropriate resolution.

f. Provide support to KSAs in times of crisis to ensure continuity of service to KidSTART families.

3. Service Management (Community Partners)

a. Ensure regional implementation of ComLink+ - KidSTART integration, in accordance with the policy, principles, and the agreed processes and delineation of roles. This includes:

i. Conducting regular engagements with regional SSOs to establish progress of CL+ integration at the regional level.

ii. Consolidate, troubleshoot, and address queries from internal (KidSTART practitioners) and external stakeholders (SSO FCs, FSC, preschools, etc.)

b. Represent KidSTART at regional/local engagement platforms by Social Service Offices (SSOs), such as ComLink+ Alliance Working Group (CAWG).

c. Partner KSAs, government, and community agencies in the region to support KidSTART families.

d. Manage requests, queries, and feedback from community partners in the region.

Competencies

• Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships

Role Summary:

WWF is looking for an experienced and passionate individual to serve as the Global Lead for WWF’s Carbon Finance and Markets Taskforce. The Taskforce is co-led by WWF’s Forest Practice and Climate and Energy Practice to influence and promote best practices for carbon finance and markets around the world, and leverage credibly implemented carbon finance to protect and enhance WWF priority landscapes, seascapes and watersheds. The Taskforce leads on WWF’s positions on carbon finance and markets, including a blueprint for corporate action on climate and natureand guidance for high-quality climate investments for climate, nature and people. We are looking for a leader to help galvanize WWF’s existing work on carbon finance, further increase our internal capacity and ramp up our influence externally.

Four task teams enable the work of the Taskforce - a Demand Task Team, a Policy Task Team, a Supply Task team and an Expertise Hub. The Global Lead, Carbon Finance and Markets Taskforce is accountable to the Carbon Markets and Finance Core Team, supported by an Advisory Group.

The role will be based in Asia and will have an additional responsibility to help build capacity in the host office and across the wider Asia region.

• Regularly analyze procurement conditions for logistics services and initiate sourcing activities for supply alternatives to ensure optimized pricing and reduce risks.
• Implement strategies, if applicable in close alignment with the Head of Logistics Procurement, by defining strategic measures, regularly monitoring the implementation status, and taking corrective actions or updating the strategy if necessary.
• Support Supply Chain Management in the development of logistics concepts, e.g. for new production sites or businesses, by providing information on supply markets for logistics services and estimates for commercial terms
• Review best practices in other regions or hubs and proactively initiate projects in the Country to create value, for BASF including but not limited to sustainability and value chain projects.

Source to Contract (S2C)

Independently prepare and conduct negotiations with suppliers of logistics services in Country, according to the defined strategies, and in accordance with procurement guidelines, to achieve optimal terms at the required level of supply security for local production and logistics sites.

Included activities:

• Communicate with internal Business Partners, regional and local BU (Business Unit) Account Managers and other relevant parties to ensure that demand forecasts and business needs are up to date.
• Work with internal Business Partners to harmonize specifications and decrease complexity.
• Prepare and execute tenders and negotiations in close cooperation with the Regional Category Manager and internal Business Partners
• Involve relevant departments like Supply Chain Management, EHS/TDS (Transportation Distribution Safety), Legal, Finance etc. in an early stage to achieve alignment on desired results.
• Implement local contracts by informing all stakeholders of the negotiation result, monitoring adherence to contract terms, and taking corrective actions if necessary.
• Ensure that required information is updated in all relevant information systems (e.g. ERP, contract database, savings database, etc.)

Operational Procurement (P2P)

Support Supply Chain Management / Logistics to ensure that logistics services are provided timely and with the expected quality and to achieve operational excellence by working closely with internal Business Partners, the Procurement Service Platform (PSP), suppliers and other relevant internal and external parties.

• Ensure that relevant systems are updated with required information regarding logistics services.
• Drive operational excellence with the support of the PSP by making use of procurement automation tools like outline agreements to minimize manual work.
• Support Supply Chain Management / Logistics in the handling of issues and claims with suppliers and affected internal Business Partners, escalate issues if required, and ensure that the performance of suppliers is considered during future negotiations and tenders.

Supplier Relationship Management

Actively manage the portfolio of suppliers for logistics services in Country, strengthen partnership with key suppliers, and continuously manage supplier performance.

• Manage approval of new suppliers based on general and country-specific requirements by aligning with internal Business Partners, EHS, Supply Chain and other relevant internal and external parties
• Pro-actively build up new suppliers in line with relevant category strategies to enable them to meet BASF’s standards and requirements (e.g. WSA, RSA) in future, ensure reliable supply at competitive prices and manage supply and price risks
• Address sustainability topics to protect BASF’s reputation and reduce business risks from non-compliance with environmental, social or governance (ESG) standards
• Regularly evaluate or support Supply Chain Management / Logistics, respectively, in the evaluation of the supplier performance based on suitable KPIs for delivery, quality and compliance to internal and external regulations based on available information sources (NCM, feedback from internal Business Partners, etc.), document the results of the performance evaluation and implement countermeasures if necessary.
• Delist suppliers after alignment with Head of Logistic Procurement, internal Business Partners and other relevant internal or external parties if the supplier performance is unsatisfactory and an improvement.

Compliance and Processes

Ensure that all procurement activities compliant with relevant policies, procedures and documented properly to achieve excellent and consistent quality of work results, avoid compliance issues, and allow for traceability of actions.

Included activities:

• Get familiarized with all relevant policies and procedures (e.g. Procurement Guideline BASF Group, company procedures, BASF Code of Conduct, trade controls, etc.) and ensure that all procurement activities are executed accordingly.
• Document relevant steps in accordance with applicable guidelines.
• Actively seek opportunities for continuous improvement to increase operational excellence and improve documentation of processes.
• Support the optimum use of procurement tools and systems.

Requirements:

• Minimum bachelor’s degree, majored in Business Administration, Logistics / Supply chain Management / Engineering or other related field.
• Minimum 7 years work experience in procurement of logistics services, supply chain management or similar areas
• Knowledge in procurement processes and systems (SAP R/3), buying guidelines or project experience is a great benefit.
• Strong analytical skills and have a strategic mindset, combined with a commercial approach.
• Excellent stakeholder management, communication & presentation skills.
• Experience in the chemical industry would be a plus.

Primary Job Function:

This position manages and executes a wide range of financial planning and analytical processes supporting the Southeast Asia region which includes Vietnam, Indonesia, Philippines, Malaysia and Singapore affiliates.

This role directly manages a team of five direct reports and their staff across the five affiliates and the regional headquarters in Singapore.

Core Job Responsibilities:

• Manage the creation, consolidation, analysis, and reporting of the Plan and RLBEs for the region including financial counsel and guidance to the organization.
• Foster an environment that systematically delivers comprehensive analytics and anticipates / responds to changes in the market.
• Develop and coach the Southeast Asia Finance organization to ensure consistent, effective and value-added support to the commercial organization.

Key Activities Include:

• Provide financial expertise in evaluating and identifying key issues and gaps in business performance and emerging business needs.
• Delivering analysis that provides a foundation for management understanding and action.
• Consolidate and provide concise overviews guiding senior management to understand key drivers of performance.
• Provide meaningful, value-added analytics to influence and counsel senior management on potential opportunities and exposures.
• Develop flexible and comprehensive analytical tools for use by the region for effective decision-support.
• Develop management presentations for Country Management Reviews, Plans and RLBEs.
• Develop comprehensive analysis of all data and assumptions used in the planning cycle to support achievability of forecasts.

Key processes include:

• Prepare monthly sales and P&L forecasts with the regional leadership to understand major trends in the business.
• Review and approve deal profitability analysis to ensure new deals meet financial objectives.
• Analyze and make recommendations for Balance Sheet and related Cash Flow for the region. This includes thorough understanding of causal variances along with detailed analysis of Service Equipment, Inventory and Receivables.
• Ensure the integrity and validity of financial databases (SAP, TM1, HFM, SEAS, etc).
• Implement and monitor the internal control process within Southeast Asia, including proper reporting of distributor in-market sales and inventory days on hand.
• Prepare ad hoc analysis and projects.

Position Accountability / Scope:

The role is a hands-on commercial finance role, providing multiple country support across Southeast Asia, interacting with all countries and the Asia Pacific Area finance team. The role has a dotted-line reporting responsibility to the Managing Director of the Southeast Asia region.

Minimum Education:

• Education Requirements: Bachelor’s degree in Finance or Accounting required.
• MBA/CPA preferred but not required.

Minimum Experience / Training Required:

• 10+ Years of finance/accounting experience.
• Strong experience and understanding of the forecasting mechanics of Sales, P&L, and Balance Sheet items.
• Experience supporting an international commercial organization is preferred, either at Area or Affiliate level.
• Excellent oral and written communication skills, innovative thinking, organizationa skills, analytical skills, and problem-solving skills are required.
• Power-Excel and Power BI users are preferred. Previous experience with CognosPowerplay and / or TM1 is preferred.

Supervisory / Management Responsibilities: 1 Regional Financial Analyst, 4 country Finance Managers and their reports, and 1 Intern.
