Description of Department

You will be part of the KidSTART Capability Development Branch, tasked to oversee and coordinate capability building strategies in the sector. The Branch ensures the delivery of specialised training programmes for KidSTART practitioners (KSPs) and volunteers. This involves identifying, conceptualising, developing and supporting training across the early childhood development, social support and health domains. The Branch identifies, engages and procures suitable training providers and consultants to conduct training and best practice sessions, develop training and educational resources, coordinates and provide mentoring sessions for KSPs.

Responsibilities

You will be responsible for facilitating and supporting the training needs of practitioners by organising in-house training programmes, procuring suitable vendors to deliver training, setting up and operationalising structured training frameworks and protocols, as well as budget management and reporting.

We are looking for adaptable, teachable, energetic and innovative individuals who will:

• Support the Consultant and Lead Trainer in conducting, organising and coordinating the delivery of training and mentoring sessions.
• Facilitate the selection of training vendors through an analysis and assessment of proposals submitted.
• Identify, engage and collaborate with training providers from early childhood, social and health sectors.
• Work with Programme Leads to coordinate the content and develop the procurement specifications for vendors to produce and digitalise suitable training programmes, and material/resources.
• Coordinate,collate data and support reviews on the effectiveness of training programmes.
• Develop and support administrative workflows and protocols for the Branch.
• Identify the requirements and specifications for the development and delivery of a training management system and an online learning portal for practitioners.
• Track and report budget utilisation.

RESPONSIBILITIES

The job holder reports directly to the Senior Facilities Manager. The duties and responsibilities include, but not limited to: -

• Conducts daily inspection of the entire school compound for cleanliness, safety and maintenance;

The Finance Manager will oversee the financial and administrative functions of our Client. This position is key to ensuring the organization’s financial stability, operational efficiency, and compliance with regulatory requirements.

Key Responsibilities:

Finance

• Supervise daily financial and accounting operations to ensure accuracy and efficiency.
• Manage, review, and lead the month-end closing process.
• Ensure timely submission of monthly and annual financial reports to the Head Office and local management.
• Analyse financial performance, identifying and addressing variances between financial plans and actual results.
• Prepare annual financial statements for audit and statutory reporting, liaise with auditors, and calculate estimated annual income tax for year-end closing.
• Oversee quarterly GST filings and annual returns to IRAS.

• Implement effective debt management practices, including setting credit limits, terms, and closely tracking collections.
• Coordinate the annual budgeting process in collaboration with department heads.
• Act as the primary contact for Head Office, auditors, tax agents, the Company Secretary, and local authorities on finance, legal, insurance, tax, and regulatory matters.
• Ensure compliance with accounting and tax standards, as well as international trade regulations, including import/export documentation and sanctions screening.

Management and Leadership

• Activity Management: Monitor and manage KPIs, seek process improvements, facilitate inter-departmental collaboration, and deliver quality outcomes.
• People Management: Recruit, manage, and support a diverse team, fostering a positive and inclusive work environment while ensuring alignment with company policies and standards.

Qualifications & Requirements:

• Bachelor’s or Master’s degree in Finance, Accountancy, or a related field.
• 5 to 10 years of relevant experience in a similar role, including supervisory responsibilities.
• Has some knowledge in Manufacturing Finance and Costing processes such as cost analysis, budgeting, and financial optimization within manufacturing operations.
• Solid understanding of Financial Reporting Standards (FRSs), including accounting and disclosure requirements.

Identify possible time impact issues, I.E. set up and manage Variation Order Deduction System.

Delay Analysis for claim for client or subcon's claim including presentations.

Other duties as may be required by the company.

Familiar with construction process and procedure, work within the budget to maintain the cost

till completion of project.

Ensure all stages of construction are accounted inside the budget.

Familiar with contract terms, conditions and good negotiator on pricing with selected contractors.

Able to manage and foresees circumstances that will affect the budget.

Purpose and Scope
