PROJECT MANAGEMENT MANAGER

Project Manager (Civil Construction)

Primary Objective

Responsible for overseeing the building of large construction projects, such as commercial structures, roadways, and bridges.

Involved in the areas of pre-planning, budgeting, resource allocation, contract negotiation, and worker coordination.

Supervise construction site personnel and subcontractors, attend weekly project progress meetings, and monitor compliance with building and safety codes and regulations.

Ensuring the timely and cost-effective completion of construction projects.

Key Activities

• Determine and define scope of work and deliverables, manage construction schedule and activities
• Assess project estimations and budgets, inspect existing structures, create design plans, and review potential safety issues
• Responsible for negotiating the contracts of subcontractors, communicating with inspectors and architects, meeting with construction managers, and coordinating the delivery of materials with vendors.
• Generate reports focusing on project progress, job status, and costs. Attend weekly or biweekly meetings to present progress information to superiors.
• Collaborating with engineers, architects, designers and subcontractors to determine the specifications of the project
• Obtaining permits and licenses from appropriate authorities
• Determine needed resources (manpower, equipment and materials) from start to finish with attention to budgetary limitations
• Plan all construction operations and schedule intermediate phases to ensure deadlines will be met
• Acquire equipment and material and monitor stocks to timely handle inadequacies
• Supervise the work of laborers, mechanics etc. and give them guidance when needed
• Manage/monitor all construction works performed and ensure a clear communication line with client, outlining any challenges and providing progress updates.
• Review all contracts to ensure compliance is maintained.
• Encourage team building and ensure a positive working environment for all staff.
• Review work processes and look for improvements where needed.
• Conduct regular planned meetings updating project staff and providing reports for Senior Management.
• Ensure work is done in compliance with all relevant building and safety codes

Skills & Requirements: -

• Previous experience gained in a Project Management position within the Civils’ sector (related to HDB, LTA authorities)
• Bachelor's degree in civil engineering.
• Min 8 years of experience in project management within construction
• Strong management and leadership skills.
• Strong technical knowledge of construction, building and civil processes.
• Site based experience with managing projects and delivering positive outcomes.
• Excellent analytical skills – ability to process a variety of information, evaluate costs and benefits and solve complex problems.
• Effectively use MS Suite of programs including MS Project, Word, Excel, Outlook, and PowerPoint.
• Ability to budget, schedule, negotiate, and control costs
• High degree of familiarity with contract and subcontract documents, terms, and conditions
• well-versed in all construction methodologies and procedures and able to coordinate a team of professionals of different disciplines to achieve the best results

To handle & manage the coordination of all Southeast Asia store planning projects.  Assist the management in the search of project negotiation with relevant landlords, vendors and partners.  Oversee the construction and completion of each location to ensure standards of quality are met in a timely and cost-effective manner while keeping AP Standards.

Jacobs has been selected as the Systems Consultant for the RTS project linking Singapore and Johor, Malaysia. As part of that project, we require a manager to join us on a 4-month contract to manage the testing of trains and wayside systems (Signaling and communications) at the LTA test track facility in Singapore.

You will have proven relevant experience and thorough technical knowledge to plan and manage testing activities to integrate new rolling stock and wayside systems. Testing may run on a 24-hour basis so unsociable hours working can be foreseen.

• Managing operations and rolling stock maintenance / systems / operation / practices.
• Managing Infrastructure systems that enable a train to stop safely every day on platforms and in sidings and depot areas. These would include lineside signalling, communications systems, Correct side door enable systems / Platform screen doors.
• Communicate and develop test plans and engage and influence stakeholders.
• Develop and manage schedules of work.
• Work collaboratively with other members of the team.
• Produce and present monthly progress reports.
• Leading a team on time-critical activities.
• Interpret and present complex signaling, communications, and rolling stock interface matters.

To be a successful candidate, you shall possess:

• Bachelors Degree in Engineering; Chartered Engineer or equivalent.
• Minimum 25 years of experience in the design, delivery, and testing of new rolling stock systems.
• Minimum 10 years experience in GoA4 rolling stock delivery.
• Good understanding of the fundamentals of safe systems of work for doing trackside tests with the new trains and confirming compatibility with the infrastructure introduced to the trackside to accommodate it.
• Delivery of projects through the complete life cycle, from concept to operational service, including knowledge of governing Standards and industry best practices.
• Knowledge of LTA / APAD assurance regimes, including testing and bringing assets into use and handover and introducing changes to rolling stock or rolling stock practices.
• Knowledge of EMC requirements for LTA/Singapore regarding Rolling Stock and Infrastructure equipment.

The Caregiver Support Network (CSN) programme by MPCSL was started in 2022 to look after the needs of caregivers in Marine Parade. The programme has benefited the lives of many and is now expanding into the neighbouring Kembangan-Chai Chee (KCC) constituency.

The Programme Manager (PM) will work with the Head, CSN to implement and establish this programme in KCC.

Roles & Responsibilities

Programme Management

· Conduct needs-assessment and onboard eligible caregivers onto the programme.

· Organise, curate and manage workshops and activities for caregivers.

· Promptly attend to requests of caregivers wrt to caregiving needs till satisfactory completion.

· Conduct regular house visits and phone calls to engage caregivers.
