Job Requirements

Job Description:

• To assist Safety Manager on all safety, health, environmental, and welfare matters, to ensure the Project complies with its statutory obligations, safety requirements, and aerodrome safety standards.
• To be responsible for health, safety, and environmental control, and to assist Safety Manager to ensure that all works adhere to the procedures and instructions.
• To assist Safety Manager in liaising and co-ordinate with stakeholders, authorities and agencies and other Consultants employed by Developer.
• To put up daily situation reports.
• Ensure risk assessment and safe working procedures are correctly executed on-site.
• To conduct daily health, safety, and environmental inspections, prepare reports and follow up with Project Safety Team / Contractors for closure.
• To carry out investigations into all accidents and near-miss incidents and to record the findings on the relevant forms.
• Wear appropriate personal protective clothing/equipment and observe all safety requirements/procedures.
• To implement and monitor appropriate safety measures in accordance with the Workplace Health and Safety Act and Safety Management System.
• To highlight areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or H.S.E. guidance

Requirements

• At least 03 years of Project relevant experience in the construction industry preferably 2 years with the developer/main contractor.
• Must be a registered Workplace Safety and Health Officer with MOM.
• Has developed a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent

Requirements:

• Minimum 8 years of experience in construction.

Job purpose:

The Third-party Risk Management (TPRM) Officer is responsible for implementing the third-party risk management program in Singapore Branch, ensuring effective risk management practices are in place for external third-party relationships

• Compliance and risk management of external third-parties, intracompany and affiliate service providers in accordance with the local regulatory guidelines and adherence to the Group Outsourcing Policy
• The ongoing development, management and monitoring of the TPRM Framework / Infrastructure / platform, ensuring effective end-to-end management and governance of Vendor/Third-Party Risk of the Bank, driving standardized engagement and execution of third-party risk management across Singapore Branch.
• Creating and maintaining a sustainable and scalable Third-party Risk Management framework that ensures Third-party Risk management is comprehensive and consistent with regulatory requirements as well as being accountable for Third-party Risk management, due diligence, contract recommendations and monitoring
• The portfolio of third-party risk profile, and ensure compliance of the Third-party Risk Management process, escalate issues as it relates to third-party management, govern the policies, procedures and escalations around our third-party risk, and interface with all facets of the business to help Singapore Branch understand, improve and insulate itself from intolerable risks

Leading or contributing to special projects that support key focus areas or the program and related areas within the Third-party Risk Management framework

Key Responsibilities

• Provide leadership, strategic direction, oversight and management to ensure the successful execution of the Third-party Risk Management (TPRM) program that promotes a consistent risk-based approach
• Create, manage, enhance and implement TPRM Policy, procedures and program governance, ensuring that they are effectively managing risks posed by Vendor/Third Parties in accordance with the global risk management guidelines, the Bank’s risk appetite and Regulatory requirements
• Manage the Third-party Risk Management program including the Coordination of TPRM due diligence efforts to assess and mitigate the risks of new and existing third-party suppliers
• Partner with business operations, technology teams and internal functions to conduct on-site visits of third party when required
• Actively engage and collaborate with internal key stakeholders/subject matter experts across various risk areas and team members, to contribute to the effective management of third party relationships and ensure the program is encompassing all potential risks for continuous improvement
• Drive implementation of TPRM and process in alignment with regulatory requirements

Formal education:

• Bachelor’s/University degree
• 10 years’ related experience within Financial Services industry.
• 5 years’ experience in Vendor / 3rd Party Risk Management in the Banking and Financial Services industry

Job Summary

The job holder (2 year contract) heads the PEO and reports to DCE. The job holder is responsible for working closely with the various agencies under M3 and their respective Programme Managers to implement appropriate evaluation framework for the respective M3 programmes to assess the effectiveness of M3 programmes in closing the socio-economic gaps in the Malay/Muslim community across the M3 five Focus Areas (marriage, parenthood and early childhood development, vulnerable individuals, youth mentoring, employment and employability and healthy lifestyle). The job holder is supported by a Programme Evaluation Executive Officer and works closely with the MENDAKI Research and Design Team in performing these responsibilities.

Key Responsibility Areas

• Developing and recommending suitable evaluation frameworks and processes (such as but not limited to MENDAKI RE-AIM Framework) to the Programme Managers for the impact assessment of the M3 programmes under their purview.
• Building the capacity of the Programme Managers of M3 agencies by conducting training or linking them up to relevant courses to equip them with necessary skills and knowledge to conduct programme evaluation effectively.
• Working closely with the M3 agencies to track the outcome of the M3 programmes under their purview, identify gaps to refine current programmes and recommend next steps (e.g. scale up effective programme or discontinue ineffective programmes).
• Taking the lead in conducting the evaluation of M3 programmes under the purview of MENDAKI and liaising with the Programme Managers on this.
• Coordinating the programme evaluation efforts of the M3 agencies by drawing up the workplan and timeline for the completion of the programme evaluation by the respective M3 agencies and sharing of the findings at relevant platforms including M3 Steering Committee chaired by Minister-In-Charge of Muslim Affairs.
• Providing updates to Community Relations and Engagement Division (CRED) of Ministry of Culture, Community and Youth (MCCY) every six month on the status of the M3 programme evaluation efforts and submitting an annual progress report to account for the Reinvestment Funding expenses.
• Coordinating with the Programme Managers to present the programme evaluation progress updates, findings and recommendations to the relevant platforms based on the agreed schedule.

Requirements

• Degree in Social Sciences, Education or Applied Science (Statistics) is preferred.
• At least six years working experience with two years in supervisory position.
• Competent in qualitative and quantitative research and/or evaluation techniques, including the use of relevant analytical tools. Formal qualifications in data science, analytics or statistics are welcomed.
• Comfortable with ambiguity and an ability to sense-make situations.
• Strong ability to engage with different stakeholders and work across agencies.
• Strong writing and presentation skills
• Familiarity with Malay/Muslim community work is a bonus.
