Description of Division/Branch

The Regional Coordination Team under the Service Management Division (SMD) of KSL oversees service coordination and effective implementation of KidSTART programmes across the different regional clusters, and also oversees service management of Hospitals and cross-regional partners/stakeholders. The Team also spearheads, monitors and coordinates operational planning within SMD and across KidSTART Agencies (KSAs).

Key Responsibilities

1. Service Coordination

• Lead in the coordination and support of SMD’s Regional Teams as well as across the five KidSTART regions
• Oversee the planning, alignment, development and implementation of protocols across agencies, case planning and case allocations to SMD, KSAs and amongst practitioners
• Support and coordinate manpower planning, documentation, reports verification, SSNet Accounts, etc. to enhance service delivery
• Coordinate KidSTART operations across the regional teams and the implementing agencies
• Lead in the review and streamlining of work processes to improve service quality, accessibility and efficiency across KSL and KSAs
• Work with other KSL Divisions on KSL wide initiatives to support children from low-income families

2. Service Development

• Develop SMD’s Workplan, budget and operational planning to deliver the programme
• Oversee and follow up on operational requirements of the funding agreement with ECDA
• Develop workflows, processes, and SOPs to ensure consistent and quality KidSTART programme implementation
• Oversee manpower planning and projections and track caseloads and manpower deployment
• Gather, organise, interpret and report on operational datasets and insights from the data collated
• Strengthen programme delivery by implementing agencies

3. Competencies

• Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships
• At least 5 years’ working experience in the social service, non-profit or community sectors
• Knowledge of Excel, Power BI, Tableau and other relevant programmes.
• Strong in data analytical and data processing skills
• Familiarity with systems thinking, community development approaches and/or the early childhood landscape will be an advantage

KidSTART Singapore Ltd. (KSL) is a non-profit organization, incorporated as a Company Limited by Guarantee under the Ministry of Social and Family Development (MSF) in Sep 2020 to support low-income families with children 0-6 years old in child development, especially through the KidSTART programme.

Description of Division/Branch

The Community Engagement team will oversee engagement with community partners and volunteers. Through strong relationship building with community partners, the team’s goal will be to seek opportunities to grow community support via community and/or volunteer led programmes and volunteer stewardship. The programmes, activities and initiatives led by the team will support KidSTART’s strategic thrust of strong parent-child relationships, recruitment of children to hit 80% of eligible children per cohort and building of a coordinated ecosystem of support from community partners.

Responsibilities

Engagement with Community partners

1. Work with community partners such as government bodies, statutory boards, social service agencies, self-help groups, religious bodies and associations to co-create and deliver initiatives to support parent-child relationships and engagements.
2. Oversee all community engagements in the various KSAs and ensure alignment in efforts
3. Recruit, train, engage and deploy volunteers to fill programme needs.
4. Develop Community Engagement policies and protocols that can be translated to social service agencies supporting KidSTART programmes.
5. Ensure clear KPIs are drawn for each community led initiative or programme.

Cross department collaborations

1. Work with Programme teams (Service Management & Programme Planning) to ensure cohesive engagements with community partners.
2. Work with C&E Partnership team to ensure alignment in work streams (eg: Calling out of activities to families, calling out of volunteers, database management of beneficiaries’ data and information)
3. Work with Strategic Communications team on communications plans to support community led initiatives, programmes or volunteer call outs.

Volunteer Management

1. Maintain and grow volunteer base through outreach to individuals and community-based organisations.
2. Develop & oversee volunteer management policies, practices, and processes.
3. Execute and evaluate volunteer publicity and recruitment efforts, orientation, training, volunteer recognition and engagement activities.
4. Ensure sustainability assessment of volunteers and evaluate the effectiveness of volunteers/volunteer partnerships.

Qualifications/Competencies

• At least 5 years of stakeholder engagement, partnership and/or community engagement and volunteer management experience
• Able to lead and handle projects timely and effectively with an eye for details.
• Excellent independent team player with good interpersonal and communication skills.
• Good facilitation skills and ability to engage and influence different stakeholders.

Description of Division/Branch

The Partnership team oversees the engagement with corporate partners. This involves planning and reviewing of donations, volunteer management and partnership plans.

The role will be responsible for supporting the Partnerships team looking into donations, sustaining of partnerships, related initiatives and engagements, overseeing corporate volunteers and administrative matters.

Responsibilities

Partnership efforts

• Support the Partner Account leads on the administrative execution of the partnerships and related engagements.

Testing & Commissioning Manager

1. Job Description:

· Developing testing & commissioning plans and procedures for SCADA systems

· Conducting site visits to ensure that SCADA systems are installed according to design specifications

· Conducting testing to ensure that the system is functioning safely and efficiently

· Identifying and resolving issues that may arise during the commissioning process.

Description of Department

You will be part of the KidSTART Capability Development Branch, tasked to oversee and coordinate capability building strategies in the sector. The Branch ensures the delivery of specialised training programmes for KidSTART practitioners (KSPs) and volunteers. This involves identifying, conceptualising, developing and supporting training across the early childhood development, social support and health domains. The Branch identifies, engages and procures suitable training providers and consultants to conduct training and best practice sessions, develop training and educational resources, coordinates and provide mentoring sessions for KSPs.

Responsibilities

You will be responsible for facilitating and supporting the training needs of practitioners by organising in-house training programmes, procuring suitable vendors to deliver training, setting up and operationalising structured training frameworks and protocols, as well as budget management and reporting.
