Roles & Responsibilities
1) Business Development & Coordination with Business Development Department
· Identify the potential end users and know more about their work requirements. Communicate with the End users and get REI involved in the proposals.
· Implementation of new proposals to the End user based on the work constructability.
· Discuss with BDD on the new implementation of works if any that has been executed on site. Provide the details of work scope to BDD on the jobs carried out and to be executed.
· Providing input to the Business Development Team at required intervals. Involved in the preparation of presentation with the strategy.
· Standardize the Project Working slides on the REI EPC skills in terms of REI Works and develop the standardization forms/ norms for the Standalone REI skills.
2) Proposal Preparation and Coordination with Proposal Team
· Evaluation of the provided ITB documents and accordingly strategize the RFQ and the price schedule. Arrange one dedicated guy from the project team on the preparation of workflow and strategy on the execution in along with the necessary competent personnel lists.
· Liaise with the End Users on the proceedings of the tender which was been submitted.
· Co-ordinating with the end user for the tenders been submitted and getting the updates. Liaise with the tender team on the stated for further and clear execution of price schedule and proposals.
· Compare the strategy among the competitors for optimistic solutions and proposals.
· Prepare the submission strategy for the tenders for the clear identification and proceedings.
· Lead the technical proposal preparation inline to the End user requirement.
· Standardize the technical proposal documents on the PEP & PCP.
3) Engineering Management & Coordination with Engineering Department
· Review the EDCL schedule & date of deliverables against the planned dates. Organizing weekly meetings with engineering team per the project deliverable.
· Review the Engineering documents to ensure that there are no additional cost impacts & in case of cost impacts, raise the Variation Order Request.
· Review the Technical specifications & do the IDC (Inter Discipline Check) to ensure on the comprehensive technical proposals.
· Review the documents against the Singapore standards and specifications. Compare the Engineering deliverables against the ITB.
· Monitor the Engineers on the IDC comments on regular aspects.
4) Client Management & Coordination
· Lead the meeting with the Clients. Attending weekly meetings with different custodians.
· Monitor the Delay logs/ Project tracker on a due basis per the project schedule and clear the holding point among the team and highlight the path forward with the owner/ End user.
· Understanding the concerns from client and provide the path forward with immediate for the smooth operations
· Always maintain a good relationship with Client/ End user on quality and competent lists.
5) HSE Management and Coordination with Corporate HSE Department
· Participate in the Client Weekly HSE walk down and advise on the area of improvement if any to be addressed.
· Encourage the work force & middle management for the area of improvement in safety aspects.
· Monitor the HSE incident reporting and HSE safe working hours in regular aspects.
· Encourage the work force in the toolbox talk for the safe work execution.
· Communicate with the team clearly on the objective and ensure that the HSE corporate policy is well established.
· Provide the Inputs from the project site on the identified area of improvements.
6) Quality Management and Coordination with Corporate QA/QC Department
· Monitor the Rework strategy and ensure that the reports been submitted to the corporate team.
· Ensure 72 hours of training for all the project members and construction team.
· Review the quality of training provided and ensure a startup for the training of new installation works.
· Ensure to have the QHSE walk down and QHSE Campaign in project site and report to
the QHSE corporate team.
· Arrange and identify the relevant third-party training for the relevant personnel.
· Encourage the work force to involve/ attend the competent training lists per individual capability.
7) Procurement & Coordination with Procurement Department
· Attending weekly PCL meetings on the clear tracking and execution of materials to be delivered. Monitor the Procurement deliverables by allocating the Project expeditor for the Jobs involved.
· Involved in the technical discussions with vendor and analyzing the technical proposals for the proceedings.
· Pre-qualify the compete/ qualified vendors in the System for further proceedings in advance.
· Co-ordinate with the Client to get the approval for the in-house vendors. Propose alternate vendors in benefits to the company adherence and proposals.
· Involve In House Vendors on the EPC Jobs and get the In-house Vendors in the Client Approved Vendor lists.
· Co-ordinate with the Procurement team on the clear strategy of commercial negotiations.
· Ensure to clear the technical aspects in prior to issue the PO. Follow the communication matrix for the Bid Tab and commercial discussions with Vendor
8) Construction Planning & Execution & QS Management
· Co-ordinate with the client construction team on the work front availability and the further proceedings
· Lead the weekly Construction meetings & the Client meetings. Share the reports and analysis for the work done at site.
· Conduct internal meetings with the individual crew for the proper way of improvement at work site.
· Analysis the Smart construction progress on weekly basis.
· Monitor the S curve (planned against Actual) on weekly basis. Identify the area of improvements on the work progress and construction sequences.
· Monitor the project deliverables of individual projects through the tracker and assign the individual responsibilities to the team.
9) Training and Coordination with Corporate Training Department
· Verify the training hours for the individual working crew.
· Identify the relevant trainings to impose for the lead man and the other skilled workers.
· Attend corporate meetings with the QHSE team for the further improvement of training skills.
· Conduct the training on smart construction progress measurement to the work force.
· Provide necessary inputs to the corporate training department for the further
implementation of training procedures and methods.
10) Construction Equipment Monitoring
· Ensure that the necessary equipment used by the construction team is properly registered in the HILTI tracker.
· Monitor the construction equipment loading on a regular basis.
· Communicate with the other projects on the requirement of equipment to be reserved for the critical works.
· Optimize the use of equipment by sharing with other disciplines
· Optimize the use of equipment per the project budget and requirements
11) Resource Planning & Innovative improvements
· Monitor the manpower loading per the projected schedule.
· Set the PI through the project Planner and derive the manpower loading. Conduct the brainstorming session and briefing to the team on the usage of manpower.
· Identify the crew composition and derive the project planning schedule. Monitor the PI on regular basis in along with the loss man hours through the project planner.
· Arrange for a separate session with the crew, who got the negative plans and lesser PI against the Plan.
· Monitor the PI on day to basis through common APP & Smart construction tools.
12) Reports
· Preparation of monthly progress/ project report for the project meeting with the top management.
· Verify the project daily report submitting to the client.
· Document lesson learnt from project to share among the organization to avoid it to repeat again.
· Ensure and monitor monthly management reports to update the status of project status.
· Ensure QHSE records are in placed throughout the project monitor the cash flow and the commitment reports on a monthly basis.
· Review Finance report to understand the company finance status.
13) Goals
· Completion of project within the time schedule.
· Manage the multiple EPC Projects (more than 2 projects) and complete the project handover in a suitable time frame. Optimize the manpower by sharing with the projects going under the stated portfolio.
· Completion of project by achieving the customer satisfaction of 80% in minimum.
· Achieve the project total man hours lesser than the projected man hours.
· Obtain additional Variation orders from the end users by proposing alternate ways in execution. Target to get VO of about 10% in at least from the project contract.
· Completion of projects per schedule and before the schedule of completion.
· Achieve “0” NCR on the project execution and quality.
· Ensure to complete the project with “0” accident and “0” Near Miss.
14) Career Path:
· To become a stronger professional project manager for the overall disciplines and set the target of REI to manage the project management department.
· Accrue more projects on EPC and to work independently.
· To reach the height of Project manager for E&I works in 3 Years of time and to work as a Project manager for overall discipline in 9 years of time from present.
Requirements
· Preferably Degree/Diploma in Engineering in Mechanical, construction management or equivalent.
· Preferably 5-10 years’ experience in construction experience in EPCM, EPCC sector.
· Proven track records of successful project completion on time and on budget or exceeding expectations will be well regards.
· Demonstrated leadership experience and skills to manage large or multiple construction projects
· Preferably computer literate in MS Office Word, Excel and PowerPoint
· Preferably 3 to 5 years of management experience
· Positive attitude with good interpersonal skills
· Ability to work in a dynamic and fast paced environment.
