Role purpose

Working closely with the Director, the Principal Advisor’s primary role is to lead/manage a portfolio of CEI projects across a range of strategic activities, including: applying evidence in intervention development and improvement, evidence synthesis, evaluation, and advancing implementation science.

A large proportion of the role (0.6 FTE+) involves collaborating with the Centre for Holistic Initiative for Learning and Development (CHILD) at the Yong Loo Lin School of Medicine, National University of Singapore, where CEI is a Founding Research Partner. CHILD brings together experts in the field of translational research, child development, and implementation science to help give children the best start to life. The Principal Advisor leads and supervises project teams within CEI and alongside CHILD collaborators to design, enhance and evaluate interventions targeting children (0-6 years), families and early childhood educators.

CEI provides government, service sector and philanthropic decision-makers with rigorous data analysis and feasible solutions to support them in improving the lives of people facing adversity. The Principal Advisor leads and supports projects using rigorous methodology applied to real-world research and evaluation.

The role supports CEI’s partners in Singapore and regionally to evaluate policies, programmes, and service models: conducting evidence reviews (e.g., evidence insights, landscape studies, rapid reviews); developing theory of change and programme logic models; conducting and overseeing data collection and analysis; report writing; facilitating workshops; coaching and advising on methods and approaches; developing implementation plans and presentations of findings. The Principal Advisor also contributes to project management, research activities and publications – as required by CEI’s project portfolio.

As part of a global organisation, there may be occasions when work and meetings will be conducted outside regular business hours, and this role may involve working on projects and initiatives across CEI’s offices, i.e., working virtually with our UK or Australian teams.

Research and evaluation methods leadership

Manage the design, planning and delivery of projects, including a diverse range of activities that contribute to the methodologically rigorous enhancement and evaluation of programmes including, but not limited to:

• Designing, establishing and delivering projects, or components of projects, requiring strong quantitative research and evaluation skills.
• o Conducting and/or leading the process of sophisticated quantitative and qualitative analyses of experimental, quasi-experimental and hybrid effectiveness-implementation evaluations.
• Leading the conduct of evidence reviews and syntheses.
• Contributing to the development of evaluation methodology including hybrid effectiveness-implementation designs.
• Preparing evaluation plans and human research ethics committee applications in collaboration with Chief Investigator Groups and senior CEI staff.

Project management

Conducting project planning and management activities to a high quality within budget and timeframes, including, but not limited to:

• Establishing and managing project governance, project planning, and budgets.

• Identifying project risks, running Chief Investigator Group meetings, and undertaking regular reporting and liaison with clients.

• Managing relationships with evaluation consortium partners.

• Undertaking consultations with key stakeholders, including peak bodies, service providers, and clients.

• Preparing reports, publications, and project overviews.

• Managing teams (within CEI and as part of consortia) to deliver projects on time and to a very high quality.

CEI business operation and development

• Contributing to the preparation of competitive tenders, project proposals, and grant submissions.

Essential skills and experience

• Education: Minimum of a postgraduate degree with significant research component in Psychology, Social Science, Health, or other relevant discipline.

• At least 7 years’ prior experience in research and evaluation roles, including strong skills in gathering, translating, and communicating evidence.

Project Overview

SMART CAMP (Critical Analytics for Manufacturing Personalized-Medicine) is an interdisciplinary research programme in Singapore (CREATE international research campus and innovation hub) and at the Massachusetts Institute of Technology (MIT). SMART CAMP addresses key technology bottlenecks in cell therapy manufacturing: (i) critical quality attributes (CQA) of safe, effective cell therapy products; and (ii) integrated process analytics to monitor and modulate those attributes. Our efforts are focused on allogeneic and autologous cell therapy products, including but not limited to cell sources including adult stem/progenitor cells and immune cells for treatment of specific cancers, tissue degeneration, and autoimmune diseases.

Responsibilities

The successful candidate will support interdisciplinary projects focused on translating candidate safety Critical Quality Attributes (CQAs) to improve the safety of cell therapy products and patient safety. He/She will work under the supervision of postdoctoral associates in SMART CAMP, with mentorship by principal investigators in Singapore and MIT. The successful candidate’s primary activities include but are not limited to routine mammalian cell culture maintenance and expansion, clinical sample processing and molecular-based activities according to established protocols in SMART CAMP, as well as general housekeeping and maintenance of lab inventory, consumables, SOPs and risk assessments.

• Bachelor of Science degree, or Diploma in a biology-related discipline with minimum 1 year working experience
• Experience in mammalian cell culture is essential

Who are we?

We are the University of Cambridge research centre in Singapore called Cambridge CARES, sponsored by the NRF CREATE program CAM.CREATE. Health-driven design for cities (HD4) is a collaborative research programme between the University of Cambridge, Nanyang Technological University and National University Singapore within Cambridge CARES.

HD4 sits at the heart of Singapore’s global research and development hub and paves the way for a sustainable and healthy city. It will undertake research in the following key areas: characterising the features of the environment that potentially impact health in Singapore; understanding the links between environmental factors, individual behaviour and health outcomes; observing the impact of environmental change on health in Singapore; simulating the impact of potential changes on the health of Singaporeans; and working with government agencies to co-develop data-rich public health tools.

The scientific techniques, technologies, tools and most importantly the knowledge gained through the programme will create a comprehensive systems view of how the urban environment affects population health in Singapore. The programme will train and enrich the talent pool of the next generation of researchers, and benefit from local and international expertise and an innovative interdisciplinary research ecosystem. Who are we looking for?

We are seeking a highly skilled and motivated Air Quality Modeller to join HD4. Working collaboratively with a team of population health scientists, geospatial scientists, and data engineers the post holder will lead on building various emission inventories and air quality models for Singapore which incorporate the various air pollution sources in the country and allow for linkage with the geolocations of participants of the Singapore 100K cohort (SG100K), including some geo-located behavioural data. The models will also be set-up and used subsequent scenario modelling to estimate the impact of interventions on air quality and health and disentangle the various sources through source apportionment. This role requires a multi-skilled individual that can work independently and collaboratively in a multidisciplinary team environment.

Key Responsibilities:

• Collaboration: Work closely with researchers to understand the data needs of the programme and contribute to the design of scientifically robust and policy relevant models linking emission inventories to air quality models and spatially and temporally assigning exposures for human participants in subsequent epidemiological analyses and health impact assessments.
• Data, identification, production, and assembly: Collaborate with team and external scientists, national and local organizations, and conduct independent literature reviews to produce and synthesise the required data sources with high temporal and spatial resolution and to link data across various sources.
• Data verification validation: Identify and use various primary collected data and published secondary data from peer-reviewed and grey literature to verify and validate produced emission and air quality model outputs. Ensure model robustness through cross-checking, calibration, and validation through multiple iterations.
• Model building: Build operational and validated air quality models and link their outputs to human participants in static (e.g. at home address) and dynamic exposure (assigning exposures to other locations outside the residential address only e.g. while travelling) assignment for diverse population groups.
• Support: Provide technical support and training to researchers.
• Documentation: Create and maintain comprehensive documentation for model development, verification, and validation. Support project reporting and paper writing and submission to peer-reviewed journals.
• Innovation: Stay updated with the latest advancements in emissions and air quality modelling, and exposure assignment, to incorporate new technologies and methodologies.

• Technical Skills:

Role & Responsibilities

Requirements

• A bachelor’s degree in supply chain, business administration, IT, engineering, or a related field

• Familiarity with IT procurement and experience in formulating and reviewing procurement policies is advantageous
• Proficiency in procurement system management, particularly in handling purchase-to-order, source-to-contract management, and supplier collaboration tools
• Strong negotiation skills with a proven ability to drive cost reduction initiatives

Meta seeks a highly skilled and experienced Stakeholder Engagement Manager to join our Content Policy Stakeholder Engagement team.

As a Stakeholder Engagement Manager, you will be responsible for building and strengthening relationships with external stakeholders in the APAC region and globally, with a focus on informing and engaging around our content policies. This involves working closely with NGOs, academics, and other thought leaders to bring global knowledge and feedback into the policy development process.

The ideal candidate for this role will be a skilled professional who can think strategically, adapt quickly, work independently, and function in a fast-paced environment with shifting priorities. They should be able to analyze complex information and develop effective engagement strategies. Intellectual curiosity is also highly valued in this position.


This is a full-time position based in Singapore.

Responsibilities

• Develop and execute stakeholder engagement strategies to support the development of content policies that reflect the needs and concerns of diverse communities around the world.
• Identify, cultivate, and establish partnerships and opportunities with key external stakeholders for engagement to develop content policies.
• Build and maintain relationships with key external stakeholders, including civil society organizations, academics, and industry experts in critical content policy areas and seek opportunities to develop collaborative partnerships with them.
• Collaborate with cross-functional teams at Meta to ensure stakeholder feedback is incorporated into policy development processes.
• Monitor and analyze trends in stakeholder sentiment, providing insights to inform policy development decisions.

Minimum Qualifications

• Bachelor's Degree in policy, political science, international relations, law, business, human rights, information sciences, journalism, communication, program management or a related field.
• 8 - 10+ years of experience in stakeholder engagement, public policy, or a related field
• Creative problem-solving, analytical thinking, negotiation, and multi-tasking skills in time-sensitive settings.
• Experience working in a fast-paced, dynamic environment and managing multiple priorities simultaneously.
• Strong written and verbal communication skills and experience communicating nuanced concepts and policy positions to various audiences.
• Experience in leading the design and delivery of stakeholder engagement strategies.
• Experience in engaging with a diverse set of stakeholders.

Preferred Qualifications

• Master’s Degree or equivalent advanced degree in policy, political science, international relations, law, business, human rights, information sciences, journalism, communication or a related field.
• Fluency in an APAC local or regional language as the candidate may be required to review policy in the local language
• Previous roles in civil society, academia, social media platforms, internet companies, technology-focused government departments or think tanks.
