THIS IS A 2-YEARS RENEWABLE / CONVERTIBLE CONTRACT ROLE.

Defence Collective Singapore (DCS) manages the Singapore Discovery Centre (SDC), the SAF museums and the future National Service (NS)-Themed Gallery to meet MINDEF/SAF’s objectives to strengthen commitment to Singapore and community support for NS / defence.

Responsibilities:

• Oversee the effective operational management of SDC to enhance visitor experience and visitorship.
• Develop SDC’s strategic long-term plans and multi-year budget requirements to achieve SDC’s objectives in discussion with DCS HQ.
• Manage SDC’s operations to ensure a high standard of visitor experience and effective management of SDC’s facilities and assets.
• Management and oversight of projects in SDC.
• Co-develop SDC’s branding and marketing strategies and materials with DCS HQ.
• Enhance and customise public programmes to better cater to SDC’s needs and improve public engagement.
• Management of SDC’s Volunteers and social media.
• Oversee, manage and grow SDC members.
• Ensure that all procurement policies are adhered to and all financial documents are in order before submission to DCS HQ for endorsement.
• Lead talent management and development to ensure SDC’s current and future capability and people requirements are met.
• Establish and maintain effective relations with relevant counterparts in the local and overseas attractions, museums and defence community.

Requirements:

• Bachelor / Professional Degree (Business / Finance degree preferred).
• Min 15 years working experience with 10 years in managerial role.
• Candidate must possess strong people management skills and preference will be given to those with working experience in attractions/ museum/ gallery related organisations.
• Good knowledge of operations management, events management, marketing, public engagement, building and facilities management.
• Strong communication, influencing and negotiation skills.
• Excellent problem-solving skills and agility.

Job Responsibilities

In charge of daily operations of the Active Ageing Centre (AAC).

• Supervise Centre staff
• Coordinate support services and organize inter-generational activities for the Seniors in the identified blocks within the service cluster
• Ensure that the programs and activities meet the performance indicators and operating guidelines issued by the Agency for Integrated Care (AIC)and preparation of reports
• To mentor and motivate a team of AAC staff and volunteers
• Befriending and Buddying to identified seniors
• To conduct regular outreach to the seniors in the identified blocks
• Establish and motivate seniors to run mutual help groups
• Preparation and submission of internal and external reports
• Supervision and manning of the Alert Alarm System
• Ensure the Centre is well-maintained at all times

• Possess GCE ‘A’ Level or Diploma in Community & Social Service
• Have at least 4 years of related work experience in AAC

Roles and Responsibilities

Leadership and Centre Management

• Oversee the daily operations of the preschool, ensuring it meets the requirements set by ECDA and SPARK accreditation standards.

Curriculum and Pedagogy

• Oversee the implementation of the curr and ensure alignment with the centre’s holistic, multi-sensorial curriculum.
• Support teachers in designing and delivering scaffolded and exploratory learning experiences.
• Monitor and evaluate teaching effectiveness and children’s developmental outcomes, ensuring alignment with curriculum objectives.

Parent and Stakeholder Engagement

• Act as the key liaison between the preschool and parents, fostering open communication and addressing concerns promptly.
• Organize biannual parent engagement sessions to update them on curriculum developments and provide opportunities to connect with the team.
• Build and maintain strong relationships with external stakeholders such as clinical therapists and enrichment programme vendors.

Compliance and Operational Excellence

• Ensure compliance with ECDA regulations, including licensing, safety, and health requirements.
• Prepare for regular audits and licensing visits, addressing feedback and ensuring records are up-to-date.
• Oversee enrolments, ensure optimal class sizes, and maintain accurate student records.

Strategic Planning and Quality Assurance

• Work closely with the management or board to develop and implement strategies aligned with the preschool’s goals and market trends.
• Drive efforts to work towards SPARK accreditation, enhancing the preschool’s reputation for quality education.
• Monitor and review policies and procedures regularly, ensuring alignment with the latest educational standards and industry practices.

• Support in all administrative duties necessary for the smooth day to day running of centre operations.

Job Description

Active Ageing, Befriending & Buddying

• Organise outreach events (in-house or with partners) to residents in Active Ageing Centre (AAC) service boundary with an aim to assess seniors using the Community Screener Tool to identify at-risk individuals.
• Organise programmes (eg activities, functional screening) to improve improve health outcomes - physical health, mental wellness and social capital.
• Use the Asset-based Community Development approach to recruit and activate the community seniors.
• Support seniors to plan, coordinate and activate their neighbours in championing and participating in AAC programmes.
• Manage befriending and buddying programme to isolated seniors with proper monitoring and record keeping.

Care Referral and Relationship Building

• Network with seniors and community partners. Manage donations, volunteers and community partners as needed.
• Maintain AAC volunteer database and conduct volunteer orientation and training.
• Build up network with community agencies (e.g. Silver Generation Office, Social Service Office) to provide seamless referral of services for seniors.
• Refer seniors (where applicable) to HNF home care services, social welfare department for continuum of care.

Administration & Facilities

• Lead administration and operations in AAC to ensure smooth operations and environmental safety.
• Assist to train and manage a team of staff in AAC to maintain a safe and motivating workplace.
• Assists Centre Manager with recruitment, hiring and training.
• Assist in development of standard operating procedures, contingency and emergency planning.
• Assist the Centre Manager in managing adverse incidents, enquiries and feedback.
• Monitor centre statistics (attendance, submission of reports on attendance to programmes, befriending statistics, to management and authorities (e.g. AIC/MOH).
• Ensure timely and accurate submission of reports, claims, documentations or statistics to stakeholders..
• Manage audits and investigations, record and write minutes for centre's meeting when required.
• Review AAC policies and processes when required.
• Ensure cost effectiveness of centre operations, coordinate facility repairs, maintenance of equipment and related documentation in a timely manner. Purchasing of centre supplies, handling suppliers, vendors and contractors.
• Provide cross coverage to colleagues or deployment to other centres when need arises.
• Perform any other duties as assigned by Reporting Officer.

• Diploma or Degree in Social Work, Nursing or Healthcare related with at least 3 years of experience in senior, social or health care setting.

• Report directly to the Centre Management.
• Assist the centre management with running the operations of the centre.
• Actively drive sales volume through quick follow-ups with potential clients.

Jobscope:

• Manage the daily operation of the centre.
