Position Overview: Senior Procurement Engineer

Responsible for managing the development and execution of procurement strategies and processes that align with the company’s operational goals. This key role ensures the procurement of high-quality materials and services while driving cost efficiency.

The ideal candidate will have excellent negotiation skills and extensive knowledge of the pharmaceutical industry. Additionally, the position includes managing infrequent large expenditure, procuring indirect materials and equipment, engineering consumables, and various services.

Key Responsibilities

• The Senior Procurement Engineer will be responsible for managing procurement activities on large-scale projects, ensuring compliance with budget limitations. This includes overseeing procurement budgets, providing regular expenditure updates, and identifying opportunities for cost reduction. The role also covers the procurement of indirect materials and equipment.
• This position will manage the procurement of technical goods and services, ensuring that they meet project requirements and are delivered on schedule.
• The Senior Procurement Engineer will build and maintain a strong supplier network for equipment, utilities, and facilities, with an emphasis on contract negotiation to drive cost savings while ensuring the quality of supplies.
• The role involves evaluating potential suppliers based on their quality, cost, and reliability to ensure optimal vendor selection.
• The Senior Procurement Engineer will be responsible for drafting, managing, and issuing Requests for Proposals (RFPs), leading contract negotiations to secure favorable terms, and ensuring compliance with regulatory standards and company policies.
• This position requires close collaboration with teams from Engineering, Operations, R&D, Manufacturing, Supply Chain, Quality Control, and Quality Assurance to ensure that procurement efforts align with project timelines and regulatory requirements.
• The Senior Procurement Engineer will lead efforts to optimize inventory levels, minimize procurement costs, and implement continuous improvement initiatives within the procurement function.
• A key responsibility of this role is ensuring that all purchased materials and equipment meet required regulatory and quality standards, including adherence to Good Manufacturing Practices (GMP).

Qualifications

• A degree in Engineering or a related field.
• 6-8 years of experience in procurement engineering, preferably in the pharmaceutical or related manufacturing industries.
• Strong expertise in procurement processes, contract negotiation, and supplier management.
• Familiarity with regulatory requirements and quality standards in the pharmaceutical industry.
• Excellent interpersonal skills to collaborate effectively with internal and external stakeholders in a fast-paced environment.
• Strong negotiation and analytical abilities with attention to detail and a strategic focus on cost savings and operational efficiency.

数量测量工程师（Quantity Surveyor Engineer）

Responsibilities

• Source for projects on relevant tender platforms such as Gebiz, Sesami, Ariba & etc

• Handle the tendering such as measurement, sourcing quotation from suppliers and sub-contractor, quantities taking-off and collate price for comparison

• Study, understand & interpret the requirement for tender submission

• Carry out the necessary preparation and arrangement for tender submission

• Prepare and call quotations, including analysing and evaluating for costing of tender

• Ensure completeness and timely submission of tender bid

• Evaluation of price comparison and monitor costing summary

• Assess and submit monthly progress claim, and recommend subcontractor’s monthly progress payment

• Evaluation and certification of sub-contractors' progress payments

• Assist and Advise Project Manager on project administration matters, cost impact for project and etc

• Other quantity surveying related duties as assigned

Requirement:

· Possess Diploma/Degree in Quantity Surveyor/ Civil/ Building Engineering or relevant field of study

· Preferably with 2 years relevant working experience

· Detailed, with excellent problem-solving skills, proactive, good team player and able to meet tight deadline

· Proficient in MS Office skills

Produce concepts and perform design, analysis, modelling, and testing of various types of antenna.

 Take designs from the conceptual drawing board into the implementation of building and testing the finished product.

 Work with RF engineering to understand basic microwave component theory and practical realization

 Design, and evaluate test antennas correlating expected performance with test results, presenting results.

 Ability to design experiments, analyze the data and conduct structured problem solving.

 Prepare and present presentation for preliminary design review, performance of simulated model and tolerances

 Evaluate data related to test results and work with the team to implement changes to meet requirements

 Provide support once design is in production

 Create and provide reports to engineering on the evaluations

 Actively pursues opportunities to expand job-related knowledge

 Able to juggle multiple tasks and make quality decisions without negative impact on others

 Executes on program plans and priorities, identifies obstacles and issues and communicates to achieve resolution for

assigned tasks

 Work independently or within a team environment to meet project schedules

 Participates and works well with a cross-functional team to achieve desired results

 Must have the ability to effectively convey pertinent information verbally and in writing to others in a constructive manner

 Resolves routine issues and escalates other issues to the appropriate individual in a timely manner

 Manage individual projects (both R&D and customer projects) from pre-sales activities

through design, production, testing and delivery/acceptance.

 Performs any related duties as required or assigned to ensure efficiency of the Company.
